कोलकाता, 24 फरवरी, 2026 का.आ. 1007(अ).— अजधसूचना संख्या एस. ओ. 310(ई) ददनांक 19 िनवरी 2026 भारत के रािपर , भाग II, खंड 3(ii)में प्रकाजित आदेि में आंजिक संिोधन करते हुए पटसन और पटसन वस्त्र जनयंरण आदेि, 2016 के खंड 6(1) (iii) और खंड 5 में प्रदत िजियों का प्रयोग करते हुए खडं 5 एव ं6(2) म ेंउजललजखत कारकों पर जवचार करने के उपरातं मैं, अमृत राि , पटसन आयिु , एतद्वारा जनदेि देती ह ूँ दक आप दकसी भी समय अपने स्ट्वयं के खाते में और/ या तीसरे पक्ष के खाते म ें कच्चे िूट की मारा नीचे दी गई ताजलका में उजललजखत मारा से अजधक नहीं रखेंग े:- 1383 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] कच्चे िूट के स्ट्टॉदकस्ट्ट/िूट जमलों की श्रेणी कच् चे िूट की अजधकतम मारा रखी िाएगी (क) (ख) (ग) 1 ऐसे स्ट्टॉदकस्ट्ट िो कच् च े िूट के बेलर ह ैंऔर जिनके एक ही पररसर में 600 क्विंटल कच् चा िूट बेललगं प्रेस ह ैतथा िो पटसन आयुि कायाालय से पंिीकृत ह|ैं 2 कच् चे िूट के स्ट्टॉदकस्ट्ट की अन्य सभी श्रेजणयाूँ 5 क्विंटल 3 कच् चे िूट से िूट वस्ट्तुए ंबनान ेवाले िूट जमल /जनमााण इकाईयाूँ चालू उत्पादन दर के अनुसार 45 ददनों की खपत 2. म ैआग ेजनदेि देती ह ूँदक अगर यह धाररत दकए िा रह ेकॉलम (ख) में उजललजखत कच्चे िूट व्यापाररयों की श्रेणी के अनुरुप कॉलम (ग) म ें उजललजखत मारा से अजधक ह ै तो इस आदेि कीतारीखसे10 (दस) ददनों के भीतर कच्च े िूटकीअजतररि मारा को बेच द ें और 21 माचा 2026 के भीतर परेजिती (कन्साइनी) को उि मारा की जडलीवरी वास्ट्तजवक रुप से करें तथा उसके तुरंत बाद सत्यापन के जलए समर्थात दस्ट्तावेिी साक्ष्य के साथ कच्चे िूट की अजधक मारा की जबक्री/जडलीवरी का उललेख करते हुए एक अनुपालन ररपोटा ईमेल (jcoffice@jutecomm.gov.in) द्वारा हमें भेिें । अगर आपके पास उपयुाि सीमा से ज्यादा स्ट्टॉक ह,ै तो नए स्ट्टॉक की खरीद तरु ंत रोक द ेंिब तक दक स्ट्टॉक उजललजखत सीमा से नीचे न आ िाए। 3. म ैंआगे जनदेि देती ह ूँदक आप अपने धाररत स्ट्टॉक को िूट स्ट्माटा पोटाल पर पाजक्षक ररपोटा के द्वारा घोजित /अद्यजतत करें िो http://jutecomm.gov.in/Jute_Smart.htmlमाध्यम स ेएक्सेस दकया िा सकता ह।ै 4. एक पररसर म ें स्ट्टॉक दकए गए कच्च े िटू को, चाह े ऐस े व्यापाररयों/स्ट्टॉदकस्ट्टों /बले रों के नाम जभन्न जभन्न क्यों न हो, इस आदेि की व्याख्या के प्रयोिनाथ ाएक ही स्ट्टॉक माना िाएगा| अथाात् यदद दो या दो से अजधक व्यापारी/स्ट्टॉदकस्ट्ट /बेलर एक ही गोदाम/बेललंग प्रेस को साझा कर रह े हों और पटसन आयिु कायाालय स े अलग-अलग पंिीकृत हों तो उस पररसर म ें ऐसे पंिीकृत सभी इकाईयों द्वारा धाररत कुल मारा उउपयुाि जनधााररत सीमा के भीतर ही होनी चाजहए | 5. यदद आपने कच्चा िूट स्ट्टॉक की जबक्री के जलए संजवदा जनष्पाददत की ह ै तो िबतक यह खरीदार को भौजतक रूप से सुपुदा नहीं कर ददया िाता तबतक जवक्रेता द्वारा धाररत स्ट्टॉक जवक्रेता का धाररत स्ट्टॉक समझा िाएगा | 6. यदद आप इस आदिे के प्रावधानों का अनुपालन नहीं कर पाते ह ैं तो आप आवश्यक वस्ट्तु अजधजनयम, 1955 की धारा 7 के साथ परित पटसन एव ं पटसन वस्त्र जनयंरण आदेि, 2016 के खंड 11 के अतं गात दंडनीय होंगे, जिसमें कारावास और िुमााने का प्रावधान ह।ै 7. म ैं आग े यह भी जनदिे दते ी ह ूँ दक कच्चे िूट से िूट वस्ट्तुएूँ बनाने वाल े िूट जमल / उत्पादन इकाईयों पर स्ट्टॉक-सीमा के मामले म ें इस आदेि से छूट दने े के जलए ऐसे सगं त दस्ट्तावेिों जिनसे जनयाात प्रजतबद्धता या प्राइवेट बािार में जबक्री का पता लगता हो, के साथ अभ्यावेदन प्राप्त होन ेपर मामले-दर-मामल ेआधार पर जवचार दकया िाएगा | आयाजतत कच्चा िूट को इस आदेि में बताई गई स्ट्टॉक-सीमा की गणना से छूट रहगे ी | 8. यह आदेि तत्काल प्रभाव से लागू होगा और दकसी भी समय इसे संिोजधत करन े के आरजक्षत अजधकार के तहत अगले आदेि तक वैध माना िाएगा। 9. म ैंआगे यह भी जनदेि देती ह ूँदक यह आदेि भारतीय िूट जनगम पर लागू नहीं होगा। हांलादक िूट जमलों द्वारा रखे गए उस स्ट्टॉक िो भारतीय पटसन जनगम द्वारा बेचा गया है, पर यह स्ट्टॉक-सीमा लागू होगी | 10. इसके अलावा, पटसन और पटसन वस्त्र जनयंरण आदेि, 2016 के खंड 9(1) के उप-खंड (बी) और (सी) के अनुसरण म,े मैं अपन े अजधकृत प्रजतजनजधयों तथा राज्य पुजलस अजधकाररयों को पररसरों सजहत गोदामों में प्रवेि करने और तलािी लने े के जलए तथा इस आदेि के िवाब में उनके द्वारा रखे गए स्ट्टॉक को सही ढंग से घोजित दकया गया ह ै या नहीं, यह सत्याजपत करन े के जलए उनके कब्ि े के अधीन उनके बजहयों और अन्य अजभलेखों का जनरीक्षण करन े तथा पूव ा म ें िारी दकए गए और[भाग II—खण् ड 3(ii)] भारत का रािपर : असाधारण 3 दफलहाल प्रभावी दकसी भी अन्य आदिे के अनुपालन की िांच करन े एवं कच्च े िूट को िब्त करने का जिसके बारे म ें उनके पास यह जवश्वास करने का कारण ह ै दक उस े इस आदेि के उललंघन म ें संग्रजहत दकया गया ह ै तथा पटसन और पटसन वस्त्र जनयंरण आदेि, 2016 और आवश्यक वस्ट्त ुअजधजनयम, 1955 के प्रावधानों के तहत अन्य कोई भी काननू ी कारावाई करन े के जलए, म ैं सभी आवश्यक सुजवधाएं प्रदान करने का जनदेि देती ह।ूँ [फा. स. ं िूट(टी)-6/1/178/िीएन(33)/2019-I(ई)] अमृत राि, पटसन आयुक् त MINISTRY OF TEXTILES (Office of the Jute Commissioner) ORDER Kolkata, the 24th February, 2026 S.O. 1007(E).— In partial modification of the order published in The Gazette of India, Part II, Section 3(ii) vide notification no. S.O.310(E) dated 19th January 2026 and after giving consideration to factors enumerated in Clause 5 and 6(2) and in exercise of the powers conferred on me by Clause 6(1) (iii) & Clause 5 of the Jute and Jute Textiles Control Order, 2016, I, Amrit Raj, Jute Commissioner, hereby direct that at no point in time you will hold more than the quantity of raw juteon your own account and / or on account of third parties mentioned in the table below: Category of raw jute stockists/jute mills Maximum quantity of raw jute to be held (a) (b) (c) 1 Stockists who are raw jute balers, having raw jute Baling Press in the 600 Quintals same premises and registered with o/o Jute Commissioner 2 All other categories of Stockists/Balers of raw jute 5 Quintals 3 Jute Mills / Manufacturing units of Jute Goods from raw jute 45 days’ consumption as per current production rate. 2. I further direct you to sell the quantity of raw jute if it is in excess of the quantity mentioned in column (c) corresponding to the category of raw jute traders mentioned at column (b)being held by you within 10(ten) days from the date of this Order and physically deliver the same to the consignee within 21st March 2026 and send a compliance report indicating sale / delivery of the excess quantity of raw jute along with supporting documentary evidence for verification by email (jcoffice@jutecomm.gov.in) immediately. If you are holding stock excess to the above limit, purchase of fresh stock shall be stopped forthwith till stock comes below the above-mentioned limit. 3. I further direct you to declare/update the stocks held by you through fortnightly report on the Jute SMART portal accessible through http://jutecomm.gov.in/Jute_Smart.html. 4. Raw jute stocked in a single premise irrespective of being in names of different traders/stockists/balers etc. will be considered total single stock for the purpose of interpretation of this Order. That is, if two or more traders/stockists/balers are sharing a godown/baling press and have different registrations with o/o Jute Commissioner; the total quantity held by all such registered entities on that premise must be within the limits as prescribed above. 5. If you have contracted the sale of raw jute stock, the stock held by seller shall be considered to be held by the seller until the same is physically delivered to the buyer. 6. If you fail to comply with the provisions of this Order, you shall be punishable under clause 11 of the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955 which provides for imprisonment and fine.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 7. I further state that for the stock limit on Jute Mills/Manufacturing units of jute goods from raw jute, exemption from this order will be considered on a case-to-case basis after receipt of representation supported by relevant documents showing export commitments or sale in private markets. The imported raw jute shall remain exempt from the calculation of the stock limits provided in the order. 8. This Order shall come into force with immediate effect and remain valid till further orders subject to reservation of right to modify the same at any point of time. 9. I further state that this Order shall not apply to Jute Corporation of India Ltd. However, the stock held by the jute mills sold by Jute Corporation of India Ltd. shall be covered by the stock limits. 10. Further, in pursuance of sub-clause (b) and (c) of clause 9(1) of the Jute and Jute Textiles Control Order, 2016, I direct to afford necessary facilities to my authorized representatives and State Police officials to enter and search their premises including the godowns and also to inspect their books and other records under their possession with a view to verifying whether or not stocks held by them have been correctly declared or not in response to this Order & also to seize raw jute which he/she has reason to believe to have been stored in contravention to this order& to take any other legal action within provisions of the Jute and Jute Textiles Control Order, 2016 and Essential Commodities Act, 1955.
