Executive Summary & Key Takeaways

**Executive Summary** The Fifteenth Finance Commission has recommended fund allocations of ₹60,750 crore for FY 2020-21 and ₹2,36,805 crore for FY 2021-2026 to Rural Local Bodies (RLBs). The release of these grants is contingent upon meeting mandatory eligibility criteria, including the digital onboarding of panchayats and the timely constitution of State Finance Commissions (SFCs) by March 2024. State governments must ensure the disbursal of funds to RLBs within 10 working days of receipt to avoid interest penalties. **Key Points / Main Content** **Fund Allocation Criteria** * **Inter-state Distribution:** Funds are allocated among States based on a weightage of 90% for population and 10% for area. * **Three-Tier Distribution Bands:** State governments must distribute funds among tiers within specific ranges: Gram Panchayats (70%–85%), Block Panchayats (10%–25%), and District Panchayats (5%–15%). * **Two-Tier Distribution Bands:** For states without block panchayats, the ranges are Gram Panchayats (70%–85%) and District Panchayats (15%–30%). * **Intra-tier Distribution:** Allocation among entities within a tier is based on a 90:10 population-to-area ratio or latest SFC recommendations. **Mandatory Eligibility Conditions for Grant Release** * **Constitution of Bodies:** Grants are only released for duly constituted/elected local bodies. * **Digital Compliance:** RLBs must upload development plans and provisional accounts on the eGramSwaraj portal and onboard the eGramSwaraj-PFMS interface for transactions. * **Auditing:** RLBs must complete audits of annual accounts via the ‘AuditOnline’ application for the year preceding the previous year. * **SFC Compliance:** States were required to constitute State Finance Commissions and lay explanatory memorandums before legislatures by March 2024; failure to comply stops further grant releases. **Release and Monitoring Mechanism** * **Installments:** Grants are released in two annual installments following the submission of a Grant Transfer Certificate (GTC) for the previous installment. * **Nodal Ministries:** The Ministry of Panchayati Raj (MoPR) recommends Untied (Basic) Grants, while the Department of Drinking Water and Sanitation (DDWS) recommends Tied Grants. * **Disbursal Timeline:** States must transfer grants to RLBs within 10 working days. Delays require the State to pay interest at the market borrowing rate. **Impact Analysis** **Rural Local Bodies (RLBs)** **Impact** RLBs gain access to significant financial resources for rural development but face strict performance-based conditions. Funding is released on a pro-rata basis if digital and auditing requirements are not met. **Action Required** RLBs must ensure they are duly elected, maintain updated accounts and plans on eGramSwaraj, and complete audits through AuditOnline. **State Governments** **Impact** States are responsible for the equitable distribution of funds and are held financially liable for disbursal delays. They face a total stoppage of grants if constitutional requirements regarding SFCs are ignored. **Action Required** States must transfer funds to local bodies within 10 working days of receipt, submit GTCs to the Union Government, and ensure the constitution and reporting of SFCs. **Ministry of Panchayati Raj (MoPR) and DDWS** **Impact** These bodies act as monitors of panchayat functioning and financial management, utilizing digital tools like eGramSwaraj and AuditOnline to track progress. **Action Required** The ministries must evaluate the fulfillment of eligibility conditions and GTC submissions before recommending the release of subsequent grant installments to the Ministry of Finance.
