This report analyzes a notification from the Ministry of Textiles, Government of India, regarding the reconstitution of the National Jute Board. This amendment, effective from September 29, 2022, outlines the new composition of the board for a period of two years. The key finding is the updated list of members representing various government ministries, research institutions, and state governments.
**2. Introduction:**
This report aims to provide an informative overview of the Government of India's notification regarding the reconstitution of the National Jute Board. The analysis is based solely on the provided official text and focuses on the changes introduced by this amendment.
**3. Policy Overview:**
* This notification is an amendment to the original policy established by the National Jute Board Act, 2008 (No. 12 of 2009) and is in continuation of Notification No. S.O. 3376(E) dated 29th September, 2020.
* The core objective, as inferred from the text, is to ensure effective governance and development of the jute industry in India through a constituted board.
**4. Background and Rationale:**
The notification indicates a periodic reconstitution of the National Jute Board. The rationale for this specific amendment likely stems from the need to update the board's membership to reflect current personnel and ensure representation from relevant stakeholders for the effective implementation of the National Jute Board Act, 2008. The amendment likely aims to maintain an active and functional board.
**5. Key Provisions / Changes:**
This notification specifically amends the composition of the National Jute Board. The original policy (National Jute Board Act, 2008) established the framework for the board, and this amendment defines the specific individuals and positions holding membership.
* **Specific Part Changed:** The amendment changes the *membership* of the National Jute Board as defined by the original Act and likely further specified in previous notifications.
* **New Rule/Provision:** The new rule is the updated list of members, designating individuals to specific roles within the reconstituted board. This list includes representatives from various Ministries (Textiles, Agriculture, Food PD), research institutions (IJIRA, IJT, NIRJAFT, CRIJAF), the Jute Corporation of India (JCI), and state governments (Andhra Pradesh, Tripura, West Bengal).
* **Difference/Effect of the Change:** The amendment replaces the previous board members with a new set of representatives. The effect is a change in the individuals responsible for overseeing and guiding the National Jute Board's activities. This ensures the board is composed of current and relevant stakeholders.
**6. Target Audience and Stakeholders:**
The primary target audience includes:
* The newly appointed members of the National Jute Board.
* The Ministry of Textiles and associated departments.
* The Jute Industry.
* Associated Research Institutes.
* State Governments with Jute Interests.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Textiles, specifically the Jute Division, is responsible for implementing this amendment. The National Jute Board itself is the key body for implementing the broader objectives of the National Jute Board Act, 2008.
* **Timelines/Procedures:** The amendment is effective from September 29, 2022, and the reconstituted board will serve for a period of two years.
* **Amendment Specific Implementation:** The Secretary of the National Jute Board will likely be responsible for coordinating the transition and ensuring the new members are integrated into the board's operations.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this amendment is a functional and effectively represented National Jute Board. The updated membership is expected to bring fresh perspectives and expertise to the board, potentially leading to:
* Improved policy guidance for the jute industry.
* More effective implementation of the National Jute Board Act, 2008.
* Stronger collaboration between government, research institutions, and the jute industry.
**9. Conclusion:**
