Delhi, the 7th April, 2021
No. F. 1(25)/DCF(HQ)/Estt./RR-SCD/2019/340.—In exercise of the powers conferred by the proviso of
Article 309 of the Constitution of India, read with the Notification No. 27/59-Him (i) dated 13th July, 1959 of the
Government of India, Ministry of Home Affairs, the Lt. Governor of National Capital Territory of Delhi is pleased to
make the Recruitment Rules for the posts of Staff Car Driver – Grade-I, Staff Car Driver – Grade-II and Staff Car
Driver – Ordinary Grade, Group ‘C’ posts (Non-Gazetted, Non-Ministerial) in the Department of Forests and
Wildlife, Government of National Capital Territory of Delhi, namely:
1. Short Title and commencement.— (i) These Rules may be called The Department of Forests and Wildlife
Staff Car Driver – Grade-I, Staff Car Driver – Grade-II and Staff Car Driver – Ordinary Grade, Recruitment
Rules 2021.
(ii) They shall come into effect on the date of their publication in the Official Gazette of Delhi.
2. No. of Posts, Classification and Pay Level in the Matrix.—The number of posts, its classification, pay band
and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedules
annexed to these Rules.
3. Method of Recruitment, Age Limit, and other Qualifications etc. .—The method of recruitment, age limit,
qualification and other matters relating to the said post shall be as specified in columns number (5) to (13) of the
said Schedule annexed to these Rules.
4. Disqualification.— No person,
(a) Who has entered into or contracted a marriage with a person having a spouse, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the personal law
applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt
any person from the operation of this Rule.
5. Power to relax.—Where the Government of National Territory is of the opinion that it is necessary or expedient
to do so, he may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
6. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of
persons in accordance with the orders issued by the Government of National Capital Territory of Delhi from
time to time in this regard.
