Delhi, the 9th March, 2022
F. No. 13(84)/2020/ACL/-1533.—In exercise of the powers conferred by the proviso to article 309 of the
Constitution of India, read with Government of India, Ministry of Home Affair’s notification number S.O. 3532 dated
the 24th September, 1968 and in supersession of the recruitment rules for the post of Secretary in Punjabi, Hindi, Urdu,
Sanskrit, Sindhi and Maithili-Bhojpuri Academy notified vide notification No. F.13(18)/99/ACL/2089 dated
9th March, 2009, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following
rules regulating the method of recruitment to the post of Secretary in Punjabi, Hindi, Urdu, Sanskrit, Sindhi and
Maithili-Bhojpuri Academy, autonomous bodies under the Department of Art, Culture & Languages, Government of
National Capital Territory of Delhi, namely:-
1. Short Title and Commencement.
(1) These rules may called the Punjabi, Hindi, Urdu, Sanskrit, Sindhi and Maithili-Bhojpuri Academy for the
post of Secretary, Recruitment Rules, 2021.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, its classification and level in pay matrix.
The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in
column (2) to (4) of the Schedule annexed to these rules.
3. Method of recruitment, age limit, qualification etc.
The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as
specified in the columns (5) to (11) of the said Schedule.
4. Disqualifications.
No persons, -
(a) Whohas entered into or contracted marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be
eligible for appointment to the said post:[PART IV DELHI GAZETTE : EXTRAORDINARY 5
Provided that the Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
5. Power to relax.
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for
reasons to be recorded in writing, and in consultation with the Competent Authority, relax any of the
provisions of these rules with respect to any class or category of persons.
6. Saving.
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen
and other special categories of persons in accordance with orders issued by Government of India from
time to time, in this regard.

I. Post graduate degree in respective language from recognized
university or equivalent.
II. At least 10 years experience in administrative and financial
matters (not below the rank having pay in the Level-7 of Pay
Matrix).
Desirable :
1. Must have at least two publications and five articles in the
respective language.
2. Proven track record of passionate engagement and dedicated
promotion of the said language for at least 10 years and
recognized by the literary figures in the field.
3. Experience of leadership & supervision in organizing
conferences, events, programs and cultural exchanges.
4. Experience in organizing minimum two National and five
State Level Literary/Cultural Functions.
5. Ph.D. in respective Literature/Language.
Note 1 :- Period of deputation including period of deputation in
another ex-cadre post held immediately preceding this
appointment in the same or some other organization/
department of the Central Govt. shall ordinarily not to exceed 4
years. The maximum age limit for appointment by transfer on
deputation (including short-term contract)/transfer shall be not
exceeding 56 years, as on the closing date of receipt of
applications.
