L.-33004/99 सी.जी.-डी.एल.-अ.-14092024-257182 CG-DxLx-xEG-I1D4H0x9x2x0 24-257182 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 528] िई दिल्ली, िुक्रिार, जसतम्ब र 13, 2024/भार 22, 1946 No. 528] NEW DELHI, FRIDAY, SEPTEMBER 13, 2024/BHADRA 22, 1946 इलक्ट्े राजिकी और सचू िा प्रौधोजगकी मत्रं ालय (राष्ट्रीय सचू िा जिज्ञाि केन्द्र) अधिसचू ना िई दिल् ली, 9 जसतम्ब र, 2024 सा.का.जि. 570(अ).—राष्ट्रपजत, संजिधाि के अिुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, इलेक्ट्राजिकी और सूचिा प्रौधोजगकी मंत्रालय, राष्ट्रीय सूचिा जिज्ञाि केन्द्र म ें सहायक जिििे क (रािभाषा) के पि पर भती की पद्धजत का जिजियमि करि े के जलए जिम्नजलजखत जियम बिाते ह,ैं अर्ाात ् :— 1. सजं िप्त िाम और प्रारंभ.– (1) इि जियमों का संजिप्त िाम इलेक्ट्राजिकी और सूचिा प्रौधोजगकी मंत्रालय, राष्ट्रीय सूचिा-जिज्ञाि केन्द्र, सहायक जििेिक (रािभाषा) समूह ‘क’ पि, भती जियम, 2024 ह ै। (2) य ेरािपत्र म ेंप्रकािि की तारीख को प्रिृत्त होंग े। 2. पि-सख्ं या, िगीकरण और िते ि मट्रै रक्ट्स म ें स्ट्तर.- उि पि की संख्या, उसका िगीकरण और इससे संलग्न िेति मैट्ररक्ट्स में उसका स्ट्तर िह होगा, िो इि जियमों स ेउपबद्ध अिुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजिर्िाष्ट ह।ै 3. भती की पद्धजत, आय-ु सीमा, अहता ाएं आदि.– उि पि पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्द्य बातें िे होंगी िो उि अिुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजिर्िाष्ट ह ै। 5901 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. सिे ा के जलए िाजयत्ि.- इि जियमों के अधीि जियिु अजधकारी भारत में कहीं भी सेिा करिे के जलए िायी होंग े। 5. जिरहता ा.– िह व्यजि,- (क) जिसिे ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसिे अपि े पजत या अपिी पत्नी के िीजित रहत े हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह ै उक्ट्त्त पि पर जियुजि का पात्र िहीं होगा : परंतु यदि केन्द्रीय सरकार का यह समाधाि हो िाता ह ै की ऐसा जििाह ऐसे व्यजि और जििाह के अन्द्य पिकार को लागू स्ट्िीय जिजध के अधीि अिुज्ञेय ह ै और ऐसा करि े के जलए अन्द्य आधार ह ै तो िह दकसी व्यजि को इस जियम के प्रिताि से छूट िे सकेगी । 6. आरंजभक गठि.- ऐस े पिधारी िो इि जियमों के प्रिताि के पिू ा जियजमत आधार पर पूिोि पि धारण कर रह े ह,ैं इि जियमों के अधीि जियिु दकए गए समझे िाएंग े और उि जियमों के प्रारंभ के पूि ा जियजमत आधार पर उि पिों म ें उिके द्वारा की गई सेिाओं को अगले उच्चतर श्रेणी आदि म ें परीिीिता, ज्यष्टे ता और प्रोन्नजत के जलए पात्रता की उिकी अिजध का जिजिश्चय करि े के जलए गणिा में जलया िायगा । 7. जिजर्ल करि े की िजक्ट्त्त.- िहा ं केन्द्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीचीि ह,ै िहां िह उसके जलए िो कारण ह ैं उन्द्ह ें लेखबद्ध करके इि जियमों के दकसी उपबंध को दकसी िग ा या प्रिग ा के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी । 8. व्यािजृ त्त.- इि जियमों की कोई बात, ऐस े आरिण, आय-ु सीमा में छूट और अन्द्य ट्ररयायतों पर प्रभाि िहीं डालेगी, जििका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, अन्द्य जपछड े िगों, भूतपूि ा सैजिकों और अन्द्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करिा अपेजित ह ै। अिसु चू ी पि का िाम पि की सख्ं या िगीकरण िते ि मट्रै रक्ट्स म ेंस्ट्तर चयि या अचयि पि (1) (2) (3) (4) (5) सहायक जििेिक *01 (2024) साधारण केंरीय िेति मैट्ररक्ट्स म ें स्ट्तर-10 चयि। (रािभाषा) * कायाभार के आधार सेिा, समूह 'क', (56100-177500 रु)। पर पट्ररिताि दकया िा रािपजत्रत, सकता ह।ै अििुसजचिीय। सीध े भती दकए िाि ेिाल े सीध े भती दकए िाि ेिाल ेव्यजियों के जलए अपजे ित िजै िक और अन्द्य अहता ाएं। व्यजियों के जलए आय-ु सीमा। (6) (7) 35 िषा की आयु स ेअजधक िहीं। आिश्यक: (क) (i) दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजििाया या िैकजल्पक (केन्द्रीय सरकार द्वारा िारी दकए जिषय या परीिा के माध्यम के रूप में अग्रं ेिी के सार् जहन्द्िी म ें मास्ट्टर गए अिुििे ों या आििे ों के जडग्री; या अिुसार सरकारी सेिकों के जलए (ii) दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजििाया या जिजर्ल की िा सकती ह।ै ) िैकजल्पक जिषय या परीिा के माध्यम के रूप म ें जहन्द्िी के सार् अग्रं ेिी म ें मास्ट्टर जडग्री; या जमिोरम, मजणपरु , िागालैंड, जत्रपुरा, जसदिम, जहमाचल प्रिेि (v) दकसी मान्द्यताप्राप्त जिश्वजिद्यालय से जडग्री स्ट्तर पर अजििाया या के लाहोल और स्ट्पीजत जिल े तर्ा चंबा-जिले के पागं ी उपखंड, िैकजल्पक जिषय के रूप में जहन्द्िी और अंग्रेिी या इि िोिों में से कोई एक लद्दाख, अंडमाि और जिकोबार परीिा के माध्यम और िसू रा अजििाया या िैकजल्पक जिषय के रूप में हो, द्वीप या लिद्वीप सघं राज्यिेत्र के के सार् जहन्द्िी और अग्रं ेिी स े जभन्न दकसी जिषय में मास्ट्टर जडग्री; और अभ्यर्र्ायों के जलए जिजहत की गई अिभु ि: ह।ै (ख) (i) केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासिों या स्ट्ििासी जिकाय या कािूिी सगं ठिों या पजललक सेक्ट्टर उपक्रमों या जिश्वजिद्यालयों या मान्द्यता प्राप्त अिुसंधाि संस्ट्र्ािों के अधीि जहन्द्िी में िलिािली उपयोग/लाग ू करिा (िलिािलीयों काया) और अंग्रेिी से जहन्द्िी या इसके जिपयेण, िरीय रूप से तकिीकी या िैज्ञाजिक साजहत्य में अिुिाि का तीि िषा का अिुभि; या (ii) केन्द्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासि या स्ट्ििासी जिकाय या कािूिी संगठिों या पजललक सेक्ट्टर उपक्रमों या जिश्वजिद्यालय या मान्द्यता प्राप्त अिुसंधाि संस्ट्र्ािों के अधीि जहन्द्िी और अग्रं ेिी में अध्यापि या हहिं ी या अंग्रेिी म ें अिुसंधाि का तीि िष ा का अिभु ि। ट्रटप्पण 1: अहता ाएं, अन्द्यर्ा सुअर्हता अभ्यर्र्ायों की ििा में कारणों के जलए िो लेखबद्ध दकए िाए, सिम प्राजधकारी के जििेकािुसार जिजर्ल की िा सकती ह।ै ट्रटप्पण 2: अिुभि संबधी अहता ाएं कारणों के जलए िो लखे बद्ध दकए िाए, सिम प्राजधकारी के जििेकािुसार अिुसूजचत िाजतयों और अिसु ूजचत िििाजतयों के अभ्यर्र्ायों की ििा म ें तब जिजर्ल की िा सकती ह ै िब चयि के दकसी प्रक्रम पर सिम प्राजधकारी की यह राय ह ै की उिके जलए आरजित ट्ररजियों को भरि े के जलए अपेजित अिुभि रखिे िाल े उि समुिायों के अभ्यर्र्ायों के पयााप्त संख्या में उपललध होिे की संभाििा िहीं ह।ै िाछं िीय: दकसी मान्द्यता प्राप्त बोडा से 10िीं स्ट्तर पर जहन्द्िी से जभन्न, संजिधाि की आठिीं अिुसूची में िर्णता दकसी एक भाषा का अध्ययि दकया हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सीध े भती दकए िाि े िाल े व्यजियों पट्ररिीिा की अिजध, यदि कोई भती की पद्धजत: भती सीध े होगी या प्रोन्नजत के जलए जिजहत आय ु और िजै िक हो। द्वारा या प्रजतजियजु ि/आमले ि द्वारा तर्ा अहता ाएं प्रोन्नत व्यजियों की ििा म ें जिजभन्न पद्धजतयों द्वारा भरी िाि े िाली लाग ूहोंगी या िहीं। ट्ररजियों की प्रजतितता। (8) (9) (10) लाग ूिहीं होता। िो िषा। प्रोन्नजत द्वारा, जिसके ि हो सकिे पर प्रजतजियुजि द्वारा, िोिों के ि हो सकिे पर ट्रटप्पण: पट्ररिीिा की अिजध सीधी भती द्वारा। सफलतापूिाक पूरा करि े के जलए कम से कम िो सप्ताह का प्रििे प्रट्ररिण अजििाय ा होगा िो केन्द्रीय सरकार द्वारा जिजिर्िाष्ट दकया िाए। प्रोन्नजत या प्रजतजियजु ि/आमले ि द्वारा भती यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी भती करि ेम ेंदकि की ििा म ें ि े श्रजे णया ाँ जििस े प्रोन्नजत या सरं चिा । पट्ररजस्ट्र्जतया ाँम ेंसघं प्रजतजियजु ि/आमले ि दकया िाएगा। लोक सिे ा आयोग स े परामि ादकया िाएगा। (11) (12) (13) प्रोन्नजत: समहू 'क' जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के लाग ू नहीं होता। िेति मैट्ररक्ट्स के स्ट्तर-7 (44900- सबं ध म ें जिचार करि े के जलए) जिसम ें जिम्नजलजखत 142400/- रु.) में ऐसे ज्यष्ठे अिुिािक होंग:े - जिन्द्होंिे उस श्रेणी में तीि िषा की जियजमत सेिा की ह ै और समय-समय पर सगं ठि द्वारा जिधााट्ररत प्रासंजगक िेत्र में एक सप्ताह 1. कार्मिक समूह का प्रधाि, का प्रजििण सफलतापूिाक पूरा दकया ह।ै राष्ट्रीय सूचना धिज्ञान केंद्र - अध्यक्ष; ट्रटप्पण: िहा ं ऐस े कजिष्ठ व्यजियों के संबंध 2. धनदेशक या संयुक्त धनदेशक, में, जिन्द्होंिे अपिी अहका या पात्रता सेिा राष्ट्रीय सूचना धिज्ञान केंद्र -सदस्य; पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उिके ज्येष्ठ व्यजियों 3. राष्ट्रीय सूचना धिज्ञान केंद्र के संबंध में भी जिचार दकया िाएगा परंत ु यह तब िब की उसके द्वारा की गई ऐसी स े धिन्न मंत्रालय या धििाग अहका या पात्रता सेिा, अपेजित अहका या या संगठन स े िारत सरकार पात्रता सेिा के आध े स े अजधक से या िो िष ा का धनदेशक या उपसधचि से, इिमें स े िो भी कम हो, कम ि हो और उन्द्होंिे अपिे ऐसे कजिष्ठ व्यजियों सजहत, या समतुल्य -सदस्य। जिन्द्होंिे ऐसी अहता या पात्रता सेिा पहल े ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए अपिी पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 प्रजतजियजु ि: समहू 'क' जिभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं ध म ें केन्द्रीय सरकार या राज्य सरकारों या संघ जिचार करि ेके जलए) जििम ेंजिम्नजलजखत होंग:े- राज्यिेत्र प्रिासिों के ऐसे अजधकारी: (क) (i) िो मलू काडर या जिभाग म ें 1. कार्मिक समूह का प्रधाि, धनयधमत आिार पर सििृ पद राष्ट्रीय सूचना धिज्ञान केंद्र - अध्यक्ष; िारण दकए हुए ह;ै या (ii) जिन्द्होंिे मलू काडर या धििाग म ें 2. धनदेशक या संयुक्त धनदेशक, िेतन मैट्रिक्स के स्तर-7 (44900- राष्ट्रीय सूचना धिज्ञान केंद्र -सदस्य; 142400/- रु.) या समतल्ु य म ें धनयधमत आिार पर उक्त पद पर 3. राष्ट्रीय सूचना धिज्ञान केंद्र स े धनयुधक्त के पश्चात् तीन िषा की धिन्न मंत्रालय या धििाग सेिा की ह;ै और या संगठन स े िारत सरकार का धनदेशक या उपसधचि (ख) जििके पास स्ट्तंभ (7) के अधीि सीध े या समतुल्य -सदस्य। िती दकए िािे िाल े व्यजियों के जलए जिजहत शैधक्षक अहता ाए ं और अनुिि ह।ै ट्रिप्पण 1: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीिी पंजि म ें ह,ैं प्रधतधनयुधक्त पर धनयुधक्त के धलए धिचार दकए िािे के पात्र नहीं होंगे। इसी प्रकार प्रधतधनयुधक्त व्यजि प्रोन्नजत द्वारा धनयुधक्त के धलए धिचार दकए िाि े के पात्र नहीं होंगे। ट्रिप्पण 2: प्रधतधनयुधक्त की अिजध, जिसके अंतगता केन्द्रीय सरकार के उसी या ककसी अन्य सगं ठन या धििाग म ें इस धनयुधक्त स े ठीक पहल े िाट्ररत ककसी अन्य काडर बाहृय पद पर प्रधतधनयुधक्त की अिधि ह ै साधारणतया 3 िर्ि स ेअधिक नहीं होगी। ट्रिप्पण 3: प्रधतधनयुधक्त द्वारा धनयुधक्त के धलए अधिकतम आय ु सीमा आिेदन प्राप्त करिे की अंधतम तारीख को 56 िर्ि स े अधिक नहीं होगी। [फा. सं. 3(01)/2020-कार्म.ा ] डॉ. शुभाग चदं , उपमहाधनदेशक (कार्मिक)6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF ELECTRONICS AND INFORMATION TECHNOLOGY (National Informatics Centre) NOTIFICATION New Delhi, the 9th September, 2024 G.S.R. 570(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules to regulate the method of recruitment to the post of Assistant Director (Official Language) in the National Informatics Centre, Ministry of Electronics and Information Technology, namely:- 1. Short title and commencement.– (1) These rules may be called the Ministry of Electronics and Information Technology, National Informatics Centre, Assistant Director (Official Language) Group ‘A’ Post Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in the pay matrix.– The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Liability for service. – Officers appointed under these rules shall be liable to serve anywhere in India. 5. Disqualification.– No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Initial Constitution.– The incumbents holding the aforesaid post on a regular basis prior to the commencement of these rules shall be deemed to have been appointed under these rules and the services rendered by them in the said post on regular basis before the commencement of the said rules shall be taken into account for deciding their period of probation, seniority and eligibility for promotion to the next higher grade, e.t.c. 7. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (a) (i) Master’s degree from a recognised University in Hindi with English as a compulsory or elective subject or as the medium of examination at the (Relaxable for the Government degree level; or servants in accordance with the[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 instructions or orders issued by (ii) Master’s degree from a recognised University in English with Hindi as the Central Government). a compulsory or elective subject or as the medium of examination at the degree level; or Note: The crucial date for (iii) Master’s degree from a recognised University in any subject other than determining the age-limit shall be Hindi or English, with Hindi medium and English as a compulsory or the closing date for receipt of elective subject or as the medium of examination at the degree level; applications from candidates and or not the closing date prescribed for those residing in Assam, (iv) Master’s degree from a recognised University in any subject other Meghalaya, Arunachal Pradesh, than Hindi or English, with English medium and Hindi as a Mizoram, Manipur, Nagaland, compulsory or elective subject or as a medium of examination at the Tripura, Sikkim, Lahaul and Spiti degree level; or District and Pangi Sub-division of (v) Master’s degree from a recognised University in any subject other than Chamba District of Himachal Hindi or English, with Hindi and English as a compulsory or elective Pradesh and the Union territories subjects or either of the two as a medium of examination and the other of Andaman and Nicobar Islands, as a compulsory or elective subject at the degree level; and Ladakh and Lakshadweep. Experience: (b) (i) three years’ experience of using or applying terminology (terminological work) in Hindi and translation work from English to Hindi or vice-versa, preferably of technical or scientific literature under the Central Government or State Governments or Union territory Administrations or autonomous body or statutory organisations or public sector undertakings or Universities or recognised research institutions; or (ii) three years’ experience of teaching in Hindi and English or research in Hindi or English under the Central Government or State Governments or Union territory Administration or autonomous body or statutory organisations or public sector undertakings or University or recognised research institutions. Note 1: Qualifications are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualifications regarding experience are relaxable at the discretion of the competent authority, for reasons to be recorded in writing, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection, competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. Desirable: Studied one of the languages, other than Hindi, included in the Eighth Schedule to the Constitution at 10th standard from a recognised Board. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.
