जियंत्रक (अन्िेषण) के पिों से ह,ै उि बातों के जसिाय अजधक्ांतकरते हुए जिन्ह ें ऐसे अजधक्मण स े पहल े दकया गया ह ै या करिे का लोप दकया गया ह,ै इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय के अधीि प्रमाणि प्राजधकरण जियंत्रक के कायाालय में उप जियंत्रक (अन्िेषण) और सहायक जियंत्रक (अन्िेषण) के पिों पर भती की पद्धजत का जिजियमि करिे के जलए जिम्नजलजखत जियम बिाते ह,ैं अर्ाातः- 1. सजं िप्त िाम और प्रारंभ.– (1) इि जियमों का संजिप्त िाम इलेक्ट्रॉजिकी और सूचिा प्रौद्योजगकी मंत्रालय,प्रमाणि प्राजधकरण जियंत्रक का कायाालय, उप जियंत्रक (अन्िेषण) और सहायक जियंत्रक (अन्िेषण) भती जियम, 2024 ह।ै (2) ये स्ट्तभं (13) में जिजिर्िाष्ट ह।ैं 5. जिरहता ा.-िह व्यजि, - (क) जिसिे ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसिे अपिे पजत या अपिी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह,ै उि पिों पर जियुजि का पात्र िहीं होगा: परन्तु यदि केन्द्रीय सरकार का यह समाधाि हो िाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीि अिुज्ञेय ह ै और ऐसा करि े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जियम के प्रिताि स े छूट िे सकेंगी। 6. जिजर्ल करि े की िजि.– िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करिा आि‍यक या समीचीि ह,ै िहां िह उसके जलए िो कारण ह ैं उन्ह ें लखे बद्ध करके इि जियमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 7. व्यािजृ त्त.– इि जियमों की कोई बात, ऐसे आरिण, आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि िहीं डालेगी, जििका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत प्रमुख अिसंरचिा फ्रेमिका के अधीि संपरीिा या िांच की जिजधयों की गहि िािकारी; (ख) सूचिा प्रौद्योजगकी अजधजियम, 2000 (2000 का 21) के जिजधक और जिजियामक ढांचे की सुिढृ िािकारी; (ग) साइबर धोखाधडी की िाचं का प्रबंधि करिे की संिेिििील िािकारी और गोपिीयता बिाए रखि े की प्रिर्िात योग्यता; (घ) सूचिा सरु िा के िेत्र में सुिढ़ृ जिश्लेषणकारी और समस्ट्या समाधाि योग्यता; और (ङ) सूचिा सुरिा, कंप्यूटर जिजध जिज्ञाि, अिुभि अर्ाात:् - (क) कंप्यूटर जिजध जिज्ञाि औिार, दकसी घटिा को संभालिे की प्रदक्या और लोक प्रमुख अिसंरचिा फ्रेमिका के अधीि संपरीिा या िांच की जिजधयों की सुजिज्ञता; (ख) इलेक्ट्रॉजिक संव्यिहार और साइबर सरु िा से संबंजधत सुसंगत जिजधयों, जिजियमों और मािकों का कायािील ज्ञाि; (ग) िीजतपरक हकै कंग के औिार और तकिीक पर कायािील ज्ञाि; (घ) सूचिा सरु िा के िेत्र में सुिढ़ृ जिश्लेषणकारी और समस्ट्या समाधाि योग्यता; और (ङ) सुसंगत िेत्र में, िैसे सूचिा सरु िा, कंप्यूटर जिजध जिज्ञाि, सूचिा प्रणाजलयों की िांच और संपरीिा करिे में प्रमाजणत व्यिसायी। (iii) िांछिीय अहता ा: साइबर जिजध या साइबर सुरिा या साइबर G.S.R. 585(E). — In exercise of the powers conferred by clause (f) of sub-section (2) of section 87 of the Information Technology Act, 2000 (21 of 2000) and in supersession of the Department of Information Technology, Ministry of Communications and Information Technology, Controller of Certifying Authorities, Gazetted and Non-Gazetted posts Recruitment Rules, 2009, in so far as they relate to the posts of Deputy Controller (Investigation) and Assistant Controller (Investigation), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules to regulate the method of recruitment to the posts of Deputy Controller (Investigation) and Assistant Controller (Investigation) in the office of Controller of Certifying Authorities, under the Ministry of Electronics and Information Technology, namely:- 1. Short title and commencement. — (1) These rules may be called the Ministry of Electronics and Information Technology, Office of Controller of Certifying Authorities, Deputy Controller (Investigation) and Assistant Controller (Investigation) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. — These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. — The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, other qualifications, etc. — The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
