या 655 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जिसने अपन े पजत या अपनी पत्नी के िीजवत रहते हुए, दकसी व्यजि से जववाह दकया ह ै या जववाह की संजविा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा : परंत ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह, ऐसे व्यजि और जववाह के अन्य पिकार को लाग ू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार हैं, तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट िे सकेगी । 5. जिजथल करन े की िजि: िहााँ केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन ह,ै वहााँ वह उसके जलए िो कारण ह ैं उनको लेखबद्ध करके और संघ लोक सेवा आयोग से परामि व करके, इन जनयमों के दकसी उपबंध को दकसी वगव या प्रवग वके व्यजियों की बाबत आिेि द्वारा जिजथल कर सकेगी। 6. व्यावजृ त्त: इन जनयमों की कोई बात ऐसे आरिणों, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछ़े े वगगों, भूतपूव व सैजनकों और अन्य जविेष प्रवगव के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पि की संख्य ा वगीकरण वते न मरै रक्स म ेंस्ट्त र चयन या सीध ेभती दकए िान े अचयन पि वाल ेव्य जियों के जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) कजनष्ठ अनुवाि 01* (2023) साधारण केंरीय वेतन मैररक् स में स्ट्त र-6 लागू नहीं लागू नहीं होता। अजधकारी सेवा, समूह ‘ख’, (35400-112400/- होता। *कायवभार के आधार अरािपजत्रत, रुपये) पर पररवतवन दकया िा सकता ह।ै अननुसजचवीय सीध ेभती दकए िान ेवाले सीध ेभती दकए िान ेवाल े पररवीिा की अवजध, यदि भती की पद्धजत: भती सीधी होगी व् यजियों के जलए अपजे ित व्य जियों के जलए जवजहत कोई हो या प्रोन्न जत द्वारा या आय ुऔर िजै िक अहतव ाएं प्रजतजनयजु क्त / आमले न द्वारा तथा िजै िक और अन्य अहतव ाएं प्रोन्न त व्य जक्त यों की ििा म ें जवजभन्न पद्धजतयों द्वारा भरी िान े लाग ूहोंगी या नहीं वाली ररजक्त यों की प्रजतितता (7) (8) (9) (10) लागू नहीं होता। लागू नहीं होता। लागू नहीं होता। प्रजतजनयुजि (जिसके अतं गतव अल्पकाजलक संजविा भी ह)ै / आमले न द्वारा। प्रोन्न जत या प्रजतजनयजु क्त / आमले न द्वारा भती की ििा म ेंव ेश्रजे णया ं यदि जवभागीय प्रोन्न जत भती करन ेम ेंदकन जिनस ेप्रोन्न जत या प्रजतजनयजु क्त / आमले न दकया िाएगा सजमजत ह ैतो उसकी पररजस्ट्थ जतयों म ेंसघं लोक सरं चना सवे ा आयोग स ेपरामि व दकया िाएगा (11) (12) (13) प्रजतजनयुजि(जिसके अंतगवत अल्प काजलक संजविा भी ह)ै / आमले न: लागू नहीं होता। संघ लोक सेवा आयोग से परामिव आवश्यक नहीं ह।ै (क)(i) केन्रीय सरकार या राज्य सरकार या संघ राज्य-िेत्रों या पजललक सेक्टर उपक्मों या स्ट्वायत्त या काननू ी संगठन के अधीन ऐसे अजधकारी:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (i) िो मूल काडर या जवभाग म ें जनयजमत आधार पर सििृ पि धारण दकए हुए ह;ैं और (ख) जिनके पास जनम्नजलजखत िैजिक अहतव ाएं और अनभु व ह:ैं (i) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जहन्िी में मास्ट्टर जडग्री जिसम ें जडग्री स्ट्तर पर अंग्रिे ी एक अजनवायव या वकै जल्पक जवषय के रूप में रहा हो या परीिा का माध्यम रहा हो; या (ii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से अंग्रज़े ी में मास्ट्टर जडग्री जिसम ें जडग्री स्ट्तर पर जहन्िी एक अजनवायव या वैकजल्पक जवषय के रूप में रहा हो या परीिा का माध्यम रहा हो; या (iii) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जहन्िी या अंग्रिे ी से जभन्न दकसी भी जवषय में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर जहन्िी माध्यम रहा हो और अंग्रिे ी एक अजनवायव या वैकजल्पक जवषय के रूप में रहा हो या परीिा का माध्यम रहा हो; या (iv) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जहन्िी या अग्रं ेिी से जभन्न दकसी भी जवषय में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर अग्रं ेिी माध्यम रहा हो और जहन्िी एक अजनवायव या वकै जल्पक जवषय के रूप म ें रहा हो या परीिा का माध्यम रहा हो; या (v) दकसी मान्यताप्राप्त जवश्वजवद्यालय से जहन्िी या अंग्रिे ी से जभन्न दकसी भी जवषय में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर जहन्िी और अंग्रेिी अजनवायव या वकै जल्पक जवषय के रूप में रहा हो या िोनों में से कोई एक परीिा का माध्यम रहा हो और िसू रा अजनवायव या वैकजल्पक जवषय के रूप में रहा हो; और (vi) केन्रीय सरकार या राज्य सरकार के कायालव य जिसके अतं गतव भारत सरकार के उपक्म भी ह,ै में जहन्िी से अंग्रेिी अनवु ाि में और जवपयवयने म ें मान् यताप्रा्‍ त जड्‍ल ोमा या सर्टवदिकेट कोसव या जहन्िी से अंग्रिे ी अनुवाि कायव और जवपयवयने में िो वषव का अनभु व। रट्‍पण 1: प्रजतजनयुजक्त की अवजध जिसके अंतगतव केंरीय सरकार के उसी या दकसी अन् य संगठन या जवभाग में इस जनयजु क्त से ठीक पहल े धाररत दकन्ह ीं अन् य काडर-बाह्य पि पर प्रजतजनयुजक् त की अवजध है, साधारणतया तीन वषव से अजधक नहीं होगी। प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा आवेिन प्रा्‍त करने के जलए अंजतम तारीख को छ्‍प न वषव से अजधक नहीं होगी। रट्‍पण 2: आमेलन केवल केन्रीय सरकार या राज्य सरकार या संघ राज्य-िेत्र के अजधकाररयों की ििा में दकया िा सकता ह।ै [िा. सं. ए.12018/56/2017-एमई] जविाल चौहान, संयुि सजचव4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] MINISTRY OF HEALTH AND FAMILY WELFARE NOTIFICATION New Delhi, the 30th Janruary, 2023 G.S.R. 64(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Junior Translator (Group ‘B’ post) Recruitment Rules, 2020, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Junior Translation Officer in the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, namely:- 1. Short title and commencement.- (1) These rules may be called the Ministry of Health and Family Welfare, Central Institute of Psychiatry, Kanke, Ranchi, Junior Translation Officer (Group ‘B’ post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in the pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualifications.– No person,- (a) who has entered into or contracted a marriage with any person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, the Other Backward Classes, the Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed three years. The maximum age-limit for appointment by deputation shall be not exceeding fifty six years as on the closing date of the receipt of applications.
