(1) इन जनयमों का संजक्षप्त नाम महाजनदेिक, पोत पररवहन जनदेिालय, मुंबई और वाजणजययक समुद्री बेडा जवभागों और उसके अधीनस्ट्र् कायागलयों, (समूह 'ग’ पद) भती जनयम, 2026 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रवृत होंगे। 2. लाग ूहोना - य ेजनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजवजनर्दगष्ट पदों के जलए लागू होंगे। 3. पदों की संख्या, वगीकरण और वेतन मैररक्स में स्ट्तर - उि पदों की संख्या, उनका वगीकरण और उनसे सलं ग्न वेतन मैररक्स में स्ट्तर वह होगा, िो उि उपाबद्ध अनुसूची के स्ट्तम्भ (2) से स्ट्तम्भ (4) तक म ेंजवजनर्दगष्ट ह।ैं 4. भती की पद्धजत, आय-ु सीमा, अहतग ाएं आदद - उि पदों पर भती की प द्धजत, आय-ु सीमा, अहतग ाएं और उनसे संबंजधत अन्य बात ें वह होंगी, िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनददष्ट ह।ैं 5. जनरहतग ा- वह व्यजि- (क) जिसने ऐस े व्यजि से जिसका प्रजत या जिसकी पत्नी िीजवत है, जववाह दकया ह,ै या जववाह की संजवदा की ह;ै अर्वा (ख) जिसने अपने प्रजत या अपनी पत्नी के िीजवत रहते हुए दकसी व्यजि से जववाह दकया है, या जववाह की संजवदा की ह;ै उि पदों पर जनयुजि का पात्र नहीं होगा: परंतु यदद केंद्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो वह दकसी व्यजि को इस जनयम के प्रवतनग से छूट दे सकेंगी। 6. जिजर्ल करन े की िजि - िहां केंद्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए िो कारण ह,ै उन्ह ें लेखबद्ध करके और संघ लोक सेवा आयोग से परामिग करके इन जनयमों के दकसी भी उपबंध को दकसी वगग या प्रवग गके व्यजियों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी। 7. व्यावजृ त्त - इन जनयमों की कोई बात ऐसे आरक्षण, आय ु सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडा वगों, भूतपूवग सैजनकों और अन्य जविषे प्रवग गके व्यजियों के जलए उपबंध कराना अपेजक्षत ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनसु चू ी पद का नाम पदों की सख्ं या वगीकरण वते न मरै रक्स म ें स्ट्तर चयन पद या अचयन पद (1) (2) (3) (4) (5) अवर श्रेणी 94* (2026) सामान्य वेतन मैररक्स में स्ट्तर-2 अचयन जलजपक (क) केंद्रीय सेवा, (रु. 19900-63200) महाजनदेिक, समूह 'ग', पोत पररवहन अरािपजत्रत, जनदेिालय, अनुसजचवीय मुंबई -32; या चालीस वषग तक जिजर्लनीय) । (iii) कंप्यूटर पर अग्रं ेिी म ें पतैं ीस िब्द प्रजत जमनट या हहदं ी म ेंतीस िब्द प्रजत जमनट की टंकण गजत (पैंतीस िब्द प्रजत जमनट और तीस िब्द रटप्पणः आय-ु सीमा अवधाररत करने के प्रजत जमनट क्मिः 10500 की-जडप्रेिन प्रजत घंटा और 9000 की- जलए जनणागयक तारीख, कमचग ारी चयन जडप्रेिन प्रजत घंटा के औसत पर, प्रत्येक िब्द के जलए पांच की- आयोग द्वारा यर्ा जवज्ञाजपत के अनुसार जडप्रेिन मानत ेहुए)। होगी। समय-अवजधः दस जमनट। रटप्पण 1: अन्यर्ा सअु र्हतग अभ्यर्र्गयों के संदभगमें कमगचारी चयन आयोग अर्वा सक्षम प्राजधकारी द्वारा जलजखत रूप में कारण अजभलेजखत करत े हुए, जववेकाजधकार से, अहतग ाओं में जिजर्लता प्रदान की िा सकेगी। रटप्पण 2: अनुसूजचत िाजतयों अर्वा अनुसूजचतिनिाजतयों से संबंजधत अभ्यर्र्गयों के संदभग म ें यदद चयन प्रदक्या के दकसी भी स्ट्तर पर कमगचारी चयन आयोग अर्वा सक्षम प्राजधकारी का यह समाधान होता ह ै दक उन समुदायों के जलए आरजक्षत ररजियों को भरन े हते ु अपेजक्षत अनुभव रखन े वाले संबंजधत अभ्यर्र्गयों के पयागप्त संख्या में उपलब्ध होन े की संभावना नहीं ह,ै तो कमगचारी चयन आयोग अर्वा सक्षम प्राजधकारी द्वारा जलजखत रूप म ें कारण अजभलेजखत करते हुए, अपने जववेकाजधकार से, अनुभव संबंधी अहतग ाओं में जिजर्लता प्रदान की िा सकेगी। सीध ेभती दकए िान ेवाल ेव्यजियों पररवीक्षा अवजध, यदद कोई हो । भती की पद्धजत भती सीध े होगी अर्वा प्रोन्नजत के जनए जवजहत आय ु और िजै क्षक द्वारा अर्वा प्रजतजनयजु ि / आमले न द्वारा और अहतग ाएं प्रोन्नत व्यजियों की दिा जवजभन्न पद्धजतयों द्वारा भरी िान े वाली ररियों म ेंलाग ूहोंगी या नहीं । की प्रजतितता I (8) (9) (10) हा,ाँ स्ट्तंभ (11) म ेंउजल्लजखत सीमा सीधी भती दकय े िान े वाल े (i) पचासी प्रजतित (85%) कमगचारी तक I व्यजियों के जलए दो वषग। चयन आयोग के माध्यम से सीधी भती द्वारा’ रटप्पणः पररवीक्षा को (ii) दस प्रजतित (10%) जवभागीय सफलतापूवगक पूरा करने के जलए अहतग ा परीक्षा के आधार पर केन्द्रीय सरकार द्वारा यर्ाजवजहत प्रोन्नजत द्वारा; और कम से कम दो सप्ताह की अवजध (iii) पााँच प्रजतित (5%) वररष्ठता-सह- का प्रवेि प्रजिक्षण आज्ञापक योग्यता के आधार पर प्रोन्नजत होगा। द्वारा । प्रोन्नजत या प्रजतजनयजु ि या आमले न द्वारा भती की दिा म ें व े श्रजे णया ं जिनस े प्रोन्नजत या प्रजतजनयजु ि या आमले न दकया िाएगा । (11) (i) प्रोन्नजतः ररजियों का 10 प्रजतित स्ट्तर-1 म ेंवेतन मैररक्स (रु. 18000-56900) वाले बह-कायग कमगचारी से, िो दकसी मान्यता प्राप्त बोडग स े12वीं कक्षा उत्तीणग हों और उस श्रेणी में तीन वष ग की जनयजमत सेवा पूणग कर चुके हों, जवभागीय अहतग ा परीक्षा के आधार पर भरा िाएगा। रटप्पण 1: परीक्षा के जलए पात्रता की अजधकतम आयु-सीमा सामान्य अभ्यर्र्गयों के जलए 45 वषग और अनुसूजचत िाजत और अनुसूजचत िनिाजत के अभ्यर्र्गयों के जलए 50 वष ग होगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 रटप्पण 2: यदद खंड (i) के अधीन उपलब्ध ररजियों स ेअजधक ऐसे कमगचारी परीक्षा म ेंउत्तीणग हो िाते ह ैंतो अजतररि कमगचाररयों को अगल ेवषों में उत्पन्न ररजियों को भरने हते ु जवचार दकया िाएगा तादक पहले परीक्षा में उत्तीण ग कमगचारी बाद में उत्तीणग होन े वालों स ेपहल े जवचार दकए िाएं। (ii) ररजियों का 5 प्रजतित स्ट्तर-1 म ें वेतन मैररक्स (रु. 18000-56900) वाले बहुकायग कमगचारी से, जिन्होंन े उस पद पर तीन वष ग की जनयजमत सेवा पूण ग कर ली हो, वररष्ठता-सह-योग्यता के आधार पर भरा िाएगा। रटप्पणः िहा ंऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंन े अपनी अहकग या पात्रता सेवा परू ी कर ली है, प्रोन्नजत के जलए जवचार दकया िा रहा हो वहां उनसे ययेष्ठ व्यजियों के संबंध में भी जवचार दकया िाएगा परंत ु यह तब िबदक उनके द्वारा की गई ऐसी अहकग अर्वा पात्रता सेवा, अपेजक्षत अहकग अर्वा पात्रता सेवा के आधे स े अजधक स े अर्वा दो वषग से, इनम ें से िो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंन े ऐसी अहकग अर्वा पात्रता सेवा पहल े ही परू ी कर ली ह,ै अगली उितर श्रेणी म ेंप्रोन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवगक पूरी कर ली हो। यदद जवभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना । भती करन ेम ेंदकन पररस्ट्र्जतयों म ेंसघं लोक सवे ा आयोग स े परामि गदकया िाएगा । (12) (13) जवभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जवचार करन े लाग ूनहीं होता । के जलए) जिसमें जनम्नजलजखत होंगे; 1. उप महाजनदेिक, पोत पररवहन महाजनदेिालय (कार्मगक या प्रिासन) - अध्यक्ष; 2. उप महाजनदेिक, पोत पररवहन महाजनदेिालय अर्वा नौ-सवेक्षक अर्वा अजभयंता एव ं पोत सवेक्षक अर्वा पोत सवेक्षक (अनुसूजचत िाजत अर्वा अनुसूजचत िनिाजत का प्रजतजनजध) – सदस्ट्य; Short title and commencement.- (1) These rules may be called the Directorate General of Shipping, Mumbai and Mercantile Marine Departments and its subordinate offices, (Group ‘C’ Posts) Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application: -These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. – The number of the said posts, their classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification – No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a living spouse, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
