1. संजक्षप्त िाम और प्रारंभ.- (1) इि जियमों का संजक्षप्त िाम पयाविरण, िि और िलिाय ु पररितवि मंत्रालय, भारतीय ििस्ट्पजत सिेक्षण, पादप रसायिज्ञ (समूह 'ख' पद) भती जियम, 2025 ह।ै

(2) य ेरािपत्र म ेंप्रकािि की तारीख को प्रिृत्त होंगे।

2. पद संख्या, िगीकरण और िेति मैररक्स म ें स्ट्तर.- उि पद की संख्या, उसका िगीकरण और िेति मैररक्स म ें स्ट्तर िे होंग,े िो इि जियमों से उपाबद्ध अिुसूची के स्ट्तंभ (2) स े स्ट्तंभ (4) म ें जिजिर्दवष्ट ह।ैं

3. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आकद.- उि पद पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उससे 7443 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] संबंजधत अन्य बातें िे होंगी िो उि अिुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजिर्दवष्ट ह।ैं

4. जिरहतव ा.- िह व्यजि,- (क) जिसि े ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह ककया ह,ै या जििाह की संजिदा की ह,ै अथिा (ख) जिसि े अपिे पजत या अपिी पत्नी के िीजित रहते हुए ककसी व्यजि स े जििाह ककया ह,ै जििाह की संजिदा की ह,ै उि पद पर जियुजि के जलए पात्र िहीं होगा:

परन्तु यकद केंद्रीय सरकार का यह समाधाि हो िाता ह ै कक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीि अिज्ञु ेय ह ै और ऐसा करि े के जलए अन्य आधार ह ैं तो िह ककसी व्यजि को इस जियम के प्रितवि स ेछूट दे सकेगी ।

5. जिजथल करि े की िजि.- िहा ं केन्द्रीय सरकार की यह राय ह ै कक ऐसा करिा आिश्यक या समीचीि ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग स े परामि व करके, इि जियमों के ककसी उपबंध को ककसी िगव या प्रिग व के व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी।

6. व्यािृजत्त.- इि जियमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा म ें छूट और अन्य ररयायतों पर प्रभाि िहीं डालगे ी, जििका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जिकाल े गए आदेिों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, अन्य जपछडे िगों, भूतपूि व सैजिकों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करिा अपेजक्षत ह।ै अिसु चू ी पद का पदों की संख्या। िगीकरण। िेति मैररक्स में स्ट्तर। सीधे भती ककए चयि पद ह ै अथिा िाम। िािे िाले व्यजियों अचयि पद। के जलए आयु-सीमा।

(11) (12) (13) प्रोन्नजत: समूह 'ख' जिभागीय प्रोन्नजत सजमजत जिसमें संघ लोक सेिा आयोग से परामिव आिश्यक िहीं है। तकिीकी सहायक, जिन्होंिे जियुजि के बाद िेति मैररक्स जिम्नजलजखत िाजमल होंग:े- के स्ट्तर -6 (35400-112400/- रुपये) में पांच िषव की सेिा 1. पयाविरण, िि एि ं िलिायु पररितवि जियजमत आधार पर की हो तथा सक्षम प्राजधकारी द्वारा मंत्रालय के संरक्षण एि ं सिेक्षण प्रभाग के जिजहत सम्बद्ध क्षेत्र में दो सप्ताह का प्रजिक्षण सफलतापूिवक प्रभारी संयुि सजचि या समकक्ष – पूरा ककया हो। अध्यक्ष;

3. जिदेिक, भारतीय ििस्ट्पजत सिेक्षण – से अजधक या दो िषव, इिमें से िो भी कम हो, से कम ि हो, सदस्ट्य। और उन्होंिे अपिे उि कजिष्ठ व्यजियों के साथ, जिन्होंिे ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पररिीक्षा अिजध सफलतापूिवक पूरी कर ली हो। प्रजतजियुजि:

केंद्रीय सरकार या राज्य सरकार या संघ राज्य क्षेत्र प्रिासि के अजधकारी, जिन्होंिे- (क) (i) मूल संिगव या जिभाग में जियजमत आधार पर सदिृ पद धारण ककया हो; या

(ii) मूल कैडर या जिभाग में िेति मैररक्स के स्ट्तर-6 (35400-112400) या समकक्ष में पांच िष व की जियजमत सेिा की ह;ै और (ख) जिम्नजलजखत अहतव ा और अिभु ि रखते हो :-

(i) ककसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थाि से काबवजिक रसायि जिज्ञाि या िैि रसायि जिज्ञाि में एम.एससी.

NOTIFICATION New Delhi, the 6th November, 2025 G.S.R. 830(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Botanical Survey of India (Class I and Class II posts), Recruitment Rules, 1965 in so far as they relate to the post of the Plant Chemist, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Plant Chemist in the Botanical Survey of India under the Ministry of Environment, Forest and Climate Change, namely: -

1. Short title and commencement.- (1) These rules may be called the Ministry of Environment, Forest and Climate Change, Botanical Survey of India, Plant Chemist (Group 'B' post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of posts, classification and level in the pay matrix.-The number of said post, its classification and level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment to the said post, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.

4. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(ii) Three years experience of research in plant chemistry.

Note 2: The maximum age-limit for appointment by deputation shall not exceed fifty six years as on the closing date of receipt of the ap plications.

Note 3: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation and similarly, deputationists will not be eligible for consideration for appointment by promotion.
