1. सजं िप्त िीषचक/नाम और प्रारंभ – (1) इन जनयमों को महात्मा गाधं ी ग्रामीण औद्योगीकरण संस्ट्थान समूह 'क', 'ख' और 'ग' अजधकारी तथा कमचचारी भती जनयम, 2024 कहा िाएगा। (2) ये सरकारी रािपत्र में प्रकािन की जतजथ से प्रिृत्त होंगे। 2. अनप्रु योग.- ये जनयम, इन जनयमों से उपाबद्ध अनुसूची के कॉलम (1) में जिजनर्िष्टच पिों पर लागू होंगे। 3. पिों की सख्ं या, िगीकरण तथा प े बैंड, ग्रेड प े अथिा िते नमान - उि पिों की संख्या, उनका िगीकरण और उनसे संबद्ध पे बैंड, ग्रेड प ेअथिा िेतनमान िे होंगे, िो उि अनुसूची के कॉलम (2) से (4) में जिजनर्िष्टच होंगे। 4. भती की पद्धजत, आय-ु सीमा तथा अन्य अहतच ाएं-- उि पिों पर भती की पद्धजत, आयु-सीमा तथा अहतच ाएं एिं उनसे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के कॉलम (5) से (13) में जिजनर्िष्टच होंग।े 5. आरंजभक गठन (1) एमजगरी की जनयजमत स्ट्थापना पर कायचरत समहू 'क', 'ख' और 'ग' अजधकारी और कमचचारी इन जनयमों के प्रारंभ होने की तारीख को उन तत्स्ट्थानी पिों पर सम्यक रूप से जनयुि दकए समझे िाएंगे जिन्ह ें िे उस तारीख को जनयजमत आधार पर धाररत थे। (2) ऐसे अजधकाररयों की परस्ट्पर िररष्ठता जिन्ह ें आरंजभक गठन पर जनयुि दकया गया है, उनकी अपनी- 1718 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अपनी श्रेजणयों म ेंजनयजमत जनयुजि की तारीख के अनुसार, इस ितच के अधीन रखते हुए, अिधाररत की िाएंगी दक उनकी-अपनी- अपनी श्रेजणयों में उनकी परस्ट्पर िररष्ठता पर कोई व्यिधान न डाला िाए। जनधाचररत की िाएगी, इस ितच के अधीन दक उनके संबंजधत ग्रेडों के भीतर उनकी परस्ट्पर िररष्ठता में गड़बड़ी नहीं होगी। (3) उपजनयम (1) में उजल्लजखत अजधकाररयों की इन जनयमों के अधीन आरंजभक गठन में उनकी जनयुजि से पूिच की जनयजमत जनरंतर सेिा को, पररिीिा अिजध, प्रोन्नजत, पुजष्टकरण और पेंिन के जलए अहचक सेिा के प्रयोिन के जलए गणना में जलया िाएगा। 6. अपात्रता- कोई व्यजि नहीं (क) जिसने ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया है या (ख) जिसने अपने पजत या पत्नी के िीजित रहते हुए दकसी िसू रे व्यजि से जििाह दकया ह,ै या अनुबंध दकया ह,ै िह उि पिों पर जनयुजि का पात्र नहीं होगा: परन्तु यदि केन्द्र सरकार इस बात के जलए संतुष्ट हो दक ऐसा जििाह उस व्यजि और अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार हैं, तो िह दकसी व्यजि को इस जनयम के प्रितचन से छूट ि ेसकेगी। 7. छूट िने ेकी िजि- िहााँ स्ट्िायत्तिासी जनकाय की यह राय ह ैदक ऐसा करना आिश्यक या समीचीन है, िहााँ िह उनके केंद्र सरकार के पूिच अनुमोिन से िो काम उन्ह ेंलेखबद्ध करने, इन जनयमों के दकसी उपबंध को दकसी िगच अथिा प्रिगच के व्यजियों की बाबत, आििे से छूट प्रिान कर सकेगी। 8. व्यािजृ त्त- इन जनयमों में कोई भी बात, ऐसे आरिण, आयु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी, जिनका केंद्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी आििे ों के अनुरूप अनुसूजचत िाजतयों, अनुसजू चत िनिाजतयों, अन्य जपछड़ा िगच, भूतपूिच सैजनकों और अन्य जििेष िगच के व्यजियों के जलए प्रािधान करना अपेजित ह।ै महात्मा गाधं ी ग्रामीण औद्योगीकरण सस्ट्ं थान (एमजगरी) के कमचच ाररयों के जलए भती जनयम, 2024 अनसु चू ी पि का पि की िगीकरण मौििू ा प-े चयन सीधी भती के सीधी भती के जलए आिश्यक िजै िक एि ंअन्य नाम सख्ं या बैंड ग्रडे प े या जलए आयु योग्यताएाँ या गैर- सीमा िते नमान चयन पि (1) (2) (3) (4) (5) (6) (7) उप *06 सामान्य केंद्रीय पे मैररक्स लागू पचास िष चस े अजनिाय चिजै िक योग्यता: दकसी मान्यता प्राप्त जनििे क सेिा समूह 'क' लेिल-13 नहीं अजधक नहीं, जिश्वजिद्यालय/संस्ट्थान से जडग्री (2024) 1. खािी एि ंिस्त्र प्रभाग- िस्त्र प्रौद्योजगकी/ िस्त्र अननुसजचिीय सरकारी (*) प्रत्येक अजभयांजत्रकी/िस्त्र मैन्युफैक्चिंरंग(जनमाचण) कमचचाररयों जिभाग में /कपड़ा(फैजिक) या पररधान जडिाइननंग/ के जलए पाचाँ एक, िैसा पररधान मैन्युफैक्चिंरंग/ िस्त्र रसायन या िष चतक की दक कॉलम छूट। प्रसंस्ट्करण में मास्ट्टर जडग्री या रसायन अजभयांजत्रकी में मास्ट्टर जडग्री। संख्या 7 में नोट 1 - Short title and commencement. –(1) These rules may be called the Mahatma Gandhi Institute for Rural Industrialization Group ‘A’, ‘B’ & ‘C’ Officers and Staff Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.– These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and pay band, grade pay or pay scale. - The number of the said posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the said Schedule. 4. Method of recruitment, age limit and other qualifications.-The method of recruitment to the said posts, age limits and qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule. 5. Initial constitutions. – (1) Group ‘A’, ‘B’ and ‘C’ Officers and Staff working on regular establishment in MGIRI on the date of commencement of these rules shall be deemed to have been duly appointed to the corresponding posts which they were holding on regular basis on that date. (2) The inter-se seniority of officials who are appointed at the initial constitution shall be determined as per the date of their regular appointment to respective grades subject to the condition that their inter-se seniority within their respective grades shall not be disturbed. (3) The regular continuous service of officers mentioned in Sub-rule (1) prior to their appointment at the initial constitution under these rules, shall count for the purpose of probation period, the qualifying service for promotion, confirmation and pension. 6. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or20 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Power to relax. - Where the autonomous body is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, with prior approval of the Central Government relax any provisions of these rules with respect to any class or category of persons. 8. Savings. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
