L.-33004/99 सी.जी.-डी.एल.-अ.-25102025-267120 CG-DLxx-xEG-I2D5H1x0x2x0 25-267120 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 701] नई दिल्ली, िुक्रवार, अक्त बू र 24, 2025/ कार्तका 2, 1947 No. 701] NEW DELHI, FRIDAY, OCTOBER 24, 2025/ KARTIKA 2, 1947 सक्ष्ू म, लघ ुऔर मध्यम उद्यम मत्रं ालय (केवीआई-2 अनभु ाग) अजधसचू ना नई दिल्ली, 24 अक् तूबर, 2025 सा.का.जन. 785(अ).— राष्ट्रपजत, भारत के संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए सूक्ष्म, लघु और मध्यम उद्यम मंत्रालय के प्रिासजनक जनयंत्रण के तहत महात्मा गांधी ग्रामीण औद्योगीकरण संस्ट्थान, वधाा, िो दक एक स्ट्वायत्तिासी जनकाय ह,ै म ें समूह ‘क’ पि हते ु भती पद्धजत को जनयंजत्रत करन े हते ु एतद्द्वारा जनम्नजलजखत जनयमावली बनाते ह;ै अथाात:- 1. सजं िप्त नाम और प्रारंभ- (1) इन जनयमों को महात्मा गाधं ी ग्रामीण औद्योगीकरण संस्ट्थान, वधाा (समूह ‘क’) सेवा जनयमावली, 2025 कहा िाएगा। (2) य ेरािपत्र म ेंप्रकािन की तारीख से लागू होंगे। 2. अनप्रु योज्य– य ेजनयम सलं ग्न अनुसूची के कॉलम म ेंजवजनर्िाष्ट पि के जलए लाग ूहोंगे। 3. पिों की सख्ं या, वगीकरण और वते नमान- पिों की संख्या, उनका वगीकरण एवं वेतनमान उि अनुसूची के कॉलम (2) स े(4) म ेंजवजनर्िाष्ट अनुसार होगा। 7116 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. भती प्रदक्रया, आय-ु सीमा, योग्यता आदि- उि पिों के जलए भती प्रदक्रया, आयु-सीमा, योग्यता तथा संबंजधत अन्य मामलों के जलए उपरोि अनुसचू ी के कॉलम (5) से (13) में जवजनर्िाष्ट अनुसार होगा। 5. आरंजभक गठन – (1) महात्मा गांधी ग्रामीण औद्योगीकरण संस्ट्थान, वधाा में जनयजमत आधार पर जनिेिक के रूप म ें कायारत व्यजि इन जनयमों के लागू होन ेकी तारीख स ेउस पि पर जनयुि समझा िाएगा, जिस तारीख से व ेजनयजमत आधार पर उि पि धाररत थे। (2) इन जनयमों के तहत आरंजभक गठन में उनकी जनयुजि से पवू ा पि पर उप-जनयम (1) में उजल्लजखत अजधकाररयों की जनयजमत सतत सेवा की गणना पररवीिाधीन अवजध, पिोन्नजत, स्ट्थाईकरण और पिें न आदि के जलए अहका सेवा के प्रयोिन हते ु की िाएगी। 6. भारत भर म ेंसवे ा करन ेकी जिम्मिे ारी: – इन जनयमों के तहत जनयुि कोई भी व्यजि िेि के दकसी भी भाग में सेवा करने के जलए उत्तरिायी होगा। 7. प्रजििण लने ेकी जिम्मिे ारी – इन जनयमों के तहत जनयुि दकसी भी व्यजि को महात्मा गांधी ग्रामीण औद्योगीकरण संस्ट्थान, वधाा द्वारा समय-समय पर जलए गए जनणाय के अनुसार प्रजििण अथवा पाठ्यक्रम म ेंभाग लेना होगा। दकसी भी ऐसे व्यजि को जिसे भारत में प्रजििण अथवा पाठ्यक्रम जिसकी अवजध छः महीन े अथवा अजधक हो अथवा दकसी भी ऐसे व्यजि को जिसे भारत स ेबाहर दकसी जनिी फामा, फैक्टरी अथवा भारत की प्रयोगिालाओं म ेंप्रजििण प्राप्त करन ेके जलए भेिा गया हो, प्रजििण अथवा पाठ्यक्रम की अवजध को ध्यान में रखे जबना प्रजििण का पूरा खचा अथवा लागत वापस करनी होगी, यदि, दकसी कारण से वह प्रजििण के िौरान अथवा ऐसे प्रजििण के पूणा होन े के तीन वर्ा की अवजध के भीतर, अपनी सेवाएं छोड़न े का जवकल्प चुनता/चुनती ह।ै 8. अयोग्यता – कोई व्यजि, (क) िो दकसी ऐसे व्यजि से जववाह करता ह,ै अथवा जववाह का करार करता ह ै जिसका पजत या पत्नी िीजवत ह,ै और (ख) िो अपने पजत या पत्नी के िीजवत रहत ेदकसी व्यजि से जववाह करता ह ैअथवा जववाह का करार करता ह,ै उि पि पर जनयुजि हते ु पात्र नहीं होगा: बिते दक केंद्र सरकार, यदि इस बात से संतष्टु ह ै दक ऐसे व्यजि और जववाह के िसू रे पि पर लाग ू वैयजिक कानून के तहत ऐसा जववाह स्ट्वीकाया ह ैऔर ऐसा करने का अन्य आधार भी ह ैंतो दकसी व्यजि को इस जनयम में छूट िे सकती ह।ैं 9. छूट िेन ेकी िजि – िहां महात्मा गांधी ग्रामीण औद्योगीकरण संस्ट्थान, वधाा की सामान्य पररर्ि की यह राय ह ैदक ऐसा करना आवश्यक अथवा समीचीन ह ै वहा ाँ वह दकसी वग ा अथवा श्रेणी के व्यजियों के संबधं म,ें जलजखत रूप म ें कारण बताकर आििे द्वारा इन जनयमों के दकन्ही प्रावधानों म ेंछूट ि े सकती ह।ै 10. व्यावृजत्त – इस संबंध में केंद्र सरकार द्वारा समय समय पर िारी आिेिों के अनुसरण में अनसु ूजचत िाजत, अनुसूजचत िनिाजत, भूतपूवा सैजनक, अन्य जपछड़ा वग ाएवं अन्य जविेर् श्रेजणयों को दिए िाने वाले आरिण, आयु सीमा में छूट एवं अपेजित अन्य ररयायतों पर इन जनयमों का कोई प्रभाव नहीं पड़गे ा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अनसु चू ी पिनाम पि वगीकरण वते नमान क्या चयन सीधी भती हते ु सीधी भती हते ु अपजे ित िजै िक एवं अन्य सख्ं या अथवा गरै - आय ुसीमा योग्यताएं चयन पि ह ै (1) (2) (3) (4) (5) (6) (7) जनिेिक 01 सामान्य केन्द्रीय (वेतन स्ट्तर- लागू नहीं आवेिन प्राजप्त की अजनवाय:ा सेवा समूह क अंजतम जतजथ को (2025) 14) जवज्ञान, अजभयांजत्रकी अथवा प्रबंधन में रािपजत्रत अजधकतम आयु . (8) (9) (10) (11) (12) (13) लागू नहीं 1(एक) सीधी भती या अन्य प्रजतजनयजु ि: लागू नहीं लागू नहीं। वर्ा। संगठनों से प्रजतजनयजु ि महात्मा गांधी ग्रामीण द्वारा। केन्द्र सरकार या राज्य सरकार औद्योजगकीकरण संस्ट्थान, अथवा दकसी सांजवजधक जनकाय वधाा सोसायटी पंिीकरण रटप्पणी: यदि दकसी अथवा जनगम अथवा अजधजनयम, 1860 पिधारी के प्रजतजनयुजि स्ट्वायत्तिासी संगठनों के ऐसे (XXI) 1860 के तहत पर स्ट्थानांतरण या लंबी अजधकारी - (क)(i) िो जनयजमत पंिीकृत एक बीमारी अथवा अध्ययन4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अवकाि अथवा अन्य आधार पर समतुल्य पि धाररत स्ट्वायत्तिासी संगठन ह ै पररजस्ट्थजतयों में एक वर्ा करते ह;ै तथा जनिेिक पि का अथवा अजधक के जलए कोई चयन कार्माक एव ं अथवा पि खाली होता है तो उसे प्रजििण जवभाग द्वारा (ii) जिनकी वेतन स्ट्तर 13 (रु. केन्द्र सरकार अथवा राज्य अनुमोदित िांच-सह- सरकार के अजधकाररयों से, 123100-215900) के पि पर चयन पद्धजत के माध्यम िो जनयजमत आधार पर तीन वर्ा की जनयजमत सेवा ह।ै से दकया िाना ह।ै समतुल्य पि धाररत ह ैं तथा कॉलम (7) के तहत जनयुजि मंजत्रमंडल की (ख) कॉलम 7 में जनधााररत जनधााररत योग्यता रखते ह,ैं जनयुजि सजमजत के से प्रजतजनयुजि पर िैजिक योग्यता रखते ह।ैं अनुमोिन से की िाती ह।ै स्ट्थानांतरण से भरा िा सकता ह।ै रटप्पणी 1. प्रजतजनयजु ि की अवजध, जिसके अंतगात केन्द्र सरकार अथवा राज्य सरकार के उसी अथवा दकसी अन्य संगठन अथवा जवभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्य संवगा-बाह्य पि पर प्रजतजनयुजि की अवजध भी िाजमल ह,ै सामान्यतः तीन वर्ा से अजधक नहीं होगी, जिसे िो वर्ा की अजतररि अवजध के जलए और बढाया िा सकता ह।ै रटप्पणी 2. आवेिन पत्र प्राजप्त की अंजतम जतजथ को प्रजतजनयुजि पर जनयुजि (लघु आवजधक संजविा सजहत) हते ु अजधकतम आयु सीमा 58 वर्ा से अजधक नहीं होनी चाजहए। प्रजतजनयुजि पर जनयुि व्यजि की अजधवर्र्ाता की आयु 60 वर्ा होगी। भतू पूव ासजै नकों हते ु: प्रजतजनयजु ि/पनु : जनयजु ि सिस्त्र सेना के ऐसे कार्माक सेवाजनवृजत्त के करीब हों अथवा एक वर्ा की अवजध के भीतर आरजित रखने के जलए स्ट्थानांतररत होने वाले ह ैं तथा प्रजतजनयुजि के जलए जनधााररत योग्यता और अनुभव रखते हों, उन कार्माकों पर भी प्रजतजनयुजि के जलए जवचार दकया िाएगा। यदि चयन होता ह ै तो ऐसे अजधकाररयों के जलए प्रजतजनयुजि अवजध तब तक होगी जिस तारीख को वे सिस्त्र[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 सेना से कायामुि होंगे। इसके बाि, उन्ह ेंपुन: जनयुजि ितों पर रखी िा सकती ह।ै इस पि पर वास्ट्तजवक चयन से पूवा यदि कोई पात्र अजधकारी सेवाजनवृत्त हो िाए अथवा आरजित रखने हते ु स्ट्थानांतररत हो िाए, तो उस मामले में उनकी जनयुजि पुन: जनयुजि आधार पर होगी (जसजवल पिों की तरह ही अजधवर्र्ाता की आयु तक पुन: जनयुजि)। [फा. स.ं ि े /7/2025- केवीआई-(2)] जवपुल गोयल, संयुक् त सजचव MINISTRY OF MICRO, SMALL AND MEDIUM ENTERPRISES (KVI-2 Section) NOTIFICATION New Delhi, the 24th October, 2025 G.S.R. 785(E).— In exercise of the powers conferred by proviso to article 309 of the Constitution of India, the President hereby makes the following rules regulating the method of recruitment to the Group ‘A’ post in the Mahatma Gandhi Institute for Rural Industrialization, Wardha, an Autonomous Institute under the administrative control of Ministry of Micro, Small and Medium Enterprises, namely:- 1. Short title and commencement - (1) These rules may be called the Mahatma Gandhi Institute for Rural Industrialization, Wardha (Group ‘A’) Service Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application – These rules shall apply to the post specified in columns of the Schedule annexed to these rules. 3. Number of posts, Classification and Scale of Pay – The number of posts, their classification and the scale of pay attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age limit, qualifications, etc. – The method of recruitment age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Initial constitution. – (1) The person who is working as Director on regular establishment in Mahatma Gandhi Institute for Rural Industrialization, Wardha, on the date of commencement of these rules shall be deemed to have been appointed to the post corresponding to that which he or she is holding on regular basis on that date. (2) The regular continuous service of officers mentioned in sub-rule (1) - on the post prior to their appointment at the initial constitution under these rules, shall count for the purpose of probation period, the qualifying service for promotion, confirmation and pension, etc. 6. Liability to serve throughout India. – Any person appointed under these rules shall be liable to serve anywhere in India. 7. Liability to undergo training – Any person appointed under these rules shall be liable to undergo such training or course as Mahatma Gandhi Institute for Rural Industrialization, Wardha, may decide from time to time. Any6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] person detailed in India for training or course the duration of which is six months, or more, or any person detailed in training outside India, with private firms, factories or laboratories in India, irrespective of the duration of the training or course, shall be liable to refund in full the expenses or cost of training, if, for any reason, during the training or within a period of three years after the completion of such training he or she opts to discontinue his or her service. 8. Disqualification – No person, (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 9. Power to relax - Where the General Council of Mahatma Gandhi Institute for Rural Industrialization, Wardha is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 10. Saving - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen, Other backward Classes and other special categories in accordance with the orders issued by the Central Government from time to time in this regard.
