जनयम, 2014 को, उन बातों के जसिाय अजधक्ांत करते हुए, जिन्ह ें ऐसे अजधक्मण से पूिय दकया गया ह ै या करने का लोप
दकया गया ह,ै गृह मंत्रालय, रािभाषा जिभाग, केंद्रीय हहिं ी प्रजिक्षण संस्ट्थान/ हहिं ी जिक्षण योिना में बहु-काय य
कमयचाररिृंि के पि पर भती की पद्धजत का जिजनयमन करन े के जलए जनम्नजलजखत जनयम बनात ेह,ैं अथायत् : -
1. सजं क्षप्त नाम और प्रारंभ – (1) इन जनयमों का संहक्षंप्त नाम गृह मंत्रालय, रािभाषा जिभाग केंद्रीय हहिं ी प्रजिक्षण
संस्ट्थान/ हहिं ी जिक्षण योिना, बहु-कायय कमयचाररिृंि भती जनयम, 2024 ह।ै
(2) य ेरािपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंग े।
2. पि-सख्ं या, िगीकरण और िते न मरै रक्स म ें स्ट्तर :— उि पि की संख्या, उनका िगीकरण और उससे संलग्न िते न
मैररक्स में उनका स्ट्तर िह होगा, िो इन जनयमों स ेउपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्ियष्ट ह ैं।

3. भती की पद्धजत, आय-ु सीमा, अहतय ाएं, आदि :—उि पि पर भती की पद्धजत, आय-ु सीमा, अहतय ाए ं और उससे
संबंजधत अन्य बातें िे होंगी िो पूिोि अनुसूची के स्ट्तंभ (5) स ेस्ट्तंभ (13) में जिजनर्ियष्ट ह ैं।
4. जनरहतय ा : —िह व्यजि-
(क) जिसने ऐस े व्यजि से, जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की है;
या
(ख) जिसन े अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजििा
की ह ै
उि पि पर जनयुजि का पात्र नहीं होगा :
परन्त ु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार
को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के
प्रितयन से छूट िे सकेगी ।
5. जिजथल करन ेकी िजि :—िहां केन्द्रीय करकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह
उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िग य या प्रिग य के व्यजियों की बाबत,
आिेि द्वारा जिजथल कर सकेगी ।
6. व्यािृजत्त :—इन जनयमों की कोई बात, ऐसे आरक्षण, आयु-सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी,
जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों,
अनुसूजचत िनिाजतयों, अन्य जपछड े िगो, भूतपूि य सैजनकों और अन्य जििेष प्रिग य के व्यजियों के जलए उपबंध करना
अपेजक्षत ह।ै

NOTIFICATION
New Delhi, the 23rd July, 2024
G.S.R. 461(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in
supersession of the Ministry of Home Affairs, Department of Official Language, Central Hindi Training Institute/ Hindi
Teaching Scheme, Multi Tasking Staff Recruitment Rules, 2014 except as respect things done or omitted to be done before
such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of
Multi Tasking Staff in the Central Hindi Training Institute, Hindi Teaching Scheme, Department of Official Language,
Ministry of Home Affairs, namely :-
1. Short title and commencement.—(i) These rules may be called the Ministry of Home Affairs, Department of
Official Language, Central Hindi Training Institute, Hindi Teaching Scheme, Multi Tasking Staff, Recruitment Rules,
2024.
(ii) They shall come into force on the date of their publication in the Official Gazette.
2. Number of post, classification and level in the pay matrix.—The number of posts, its classification, level in the
pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]
3. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications
and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule.
4. Disqualification.—No person,-
(a) who has entered into, or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any
person from the operation of this rule.
5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or
category of persons.
6. Savings.—Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex-Servicemen and other
special categories of persons, in accordance with the orders issued by the Central Government from time to time in
this regard.
