This is a *new* policy establishing recruitment rules for the position of Nursing Orderly within the Department of Women and Child Development (DWCD), Government of the National Capital Territory (NCT) of Delhi. Key findings include defined eligibility criteria encompassing age, education, and experience, as well as outlining the recruitment process and conditions of service for the Nursing Orderly position. The policy also addresses disqualifications, relaxation powers, and reservation benefits, as well as provisions for deputation.
**2. Introduction:**
This report provides an informative overview of the "Department of Women and Child Development, Nursing Orderly, Recruitment Rules, 2021" based on the official gazette notification. The purpose is to detail the policy's objectives, key provisions, implementation aspects, and expected outcomes as described within the provided document.
**3. Policy Overview:**
* This is a **New Policy**.
* **Core Objective(s):** As inferred from the text, the core objective of this policy is to establish a clear and standardized framework for the recruitment and appointment of Nursing Orderlies within the Department of Women and Child Development, Government of NCT of Delhi. This framework encompasses defining the post's classification, pay scale, eligibility criteria (age, education, experience), recruitment methods, and conditions of service.
**4. Background and Rationale:**
As a new policy, this recruitment rule likely addresses the need to formalize and standardize the hiring process for Nursing Orderlies within the DWCD. The policy suggests a prior lack of clearly defined rules, leading to potential inconsistencies or ambiguities in recruitment. The establishment of these rules ensures transparency and fairness in the hiring process, aligning it with constitutional provisions and government guidelines. This likely contributes to efficient and effective operation of the Department's services.
**5. Key Provisions / Changes:**
As a new policy, the following are the main components, rules, and actions mandated by the text:
* **Post Definition:** Establishes the post of Nursing Orderly within the DWCD.
* **Classification and Pay:** Classifies the post as a General Central Service, Group C, Non-Gazetted, Non-Ministerial position with a Level 1 pay matrix (Rs. 18000-56900).
* **Recruitment Method:** Specifies that recruitment will be through direct recruitment.
* **Age Limit:** Sets the age limit for direct recruits between 18 and 25 years (or 18 and 27 years if filled up by All India open competition). Age relaxations are available for departmental candidates.
* **Educational Qualifications:** Requires candidates to have passed 10th standard or equivalent from a recognized board, hold a First Aid Certificate from a recognized institution, and possess one year of experience in hospital work in a fifty-bedded hospital.
* **Disqualifications:** Disqualifies individuals who have married someone with a living spouse or who have married while having a living spouse themselves, subject to certain exemptions based on personal law.
* **Probation Period:** Specifies a probation period of two years.
* **Deputation:** Allows for filling vacancies on a deputation basis from officers of the Central Government, State Governments, or Union Territories under specific conditions, like the incumbent being away for an extended period.
* **Powers to Relax:** Empowers the Government to relax any provisions of these rules under specific conditions for any class or category of persons.
* **Reservation:** Acknowledges that reservation benefits shall be extended to Scheduled Castes, Scheduled Tribes, and other special categories of persons in accordance with the orders issued by the Central Government.
* **Departmental Promotion Committee:** Establishes a Departmental Promotion Committee (DPC) for considering confirmation of the post. The DPC will consist of the Pr. Secretary/Secretary AR (Chairman), Secretary, DWCD (Member), and Dy. Secretary, GAD (Member).
**6. Target Audience and Stakeholders:**
The target audience and stakeholders directly affected by this policy include:
* Individuals seeking employment as Nursing Orderlies within the Department of Women and Child Development, GNCTD.
* The Department of Women and Child Development (DWCD) itself, specifically its HR and administrative departments.
* The Delhi Subordinate Services Selection Board (DSSSB) or any other competent authority responsible for conducting the recruitment process.
* The Services Department, Government of NCT of Delhi (involved in prior consultation).
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Department of Women and Child Development (DWCD) is primarily responsible for implementing these rules. The Delhi Subordinate Services Selection Board (DSSSB) or other competent authority would be responsible for conducting the recruitment process.
* **Timelines/Procedures:** The policy comes into effect from the date of its publication in the Delhi Gazette (January 19, 2022). The age limit will be determined as advertised by the Delhi Subordinate Services Selection Board/Competent Authority. The detailed procedures of the recruitment process will be likely determined by the DSSSB or other competent authorities.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcomes of this policy are:
* A standardized and transparent recruitment process for Nursing Orderlies in the DWCD.
* Attracting qualified candidates who meet the specified eligibility criteria.
* Ensuring fair and equitable opportunities for all applicants, including those from reserved categories.
* Efficient filling of vacancies and improved workforce management within the DWCD.
* Consistency and legal defensibility in the hiring practices of Nursing Orderlies.
**9. Conclusion:**
The "Department of Women and Child Development, Nursing Orderly, Recruitment Rules, 2021" represents a significant step towards formalizing the recruitment process for Nursing Orderlies within the Delhi Government's DWCD. The rules provide a clear framework for recruitment, eligibility, and service conditions, promoting fairness and efficiency. This Policy is significant because it standardizes the rules and framework for an important role in women and child development in the NCT of Delhi.
