No. 7.1 Subject- Refresher and Updating Training Course (Upgradation Course from STCW 1995 to STCW 2010) for Masters and deck File No. 7- officers in accordance with the NT(7)/2010 requirements of STCW Convention as amended in 2010 (STCW 2010). [In lieu of revalidation course] Authorized by: Chief Examiner STCW 2010 circular No: 12 of 2012 31.01.2012 of Master & Mates / DG 1. As per the requirements of STCW 2010, Regulation I/11, Paragraph 4 and 5, each Party to STCW Convention is required to compare the standards of competence which is required of candidates for certificates under STCW 1995 with those specified for the appropriate certificate in Part A of the STCW Code, as amended in 2010 and shall determine the need for requiring the holders of such certificates to undergo appropriate refresher and updating training or assessment. 2. Further, the Party to the STCW Convention shall, in consultation with those concerned, formulate or promote the formulation of a structure of refresher and updating courses as provided for in Section A-I/11 of the STCW Code. 3. The refresher and updating training course (Upgradation Course) required by regulation I/11 shall be approved and include changes in relevant national and international regulations concerningthe safety of life at sea (SOLAS), security and the protection of marine environment and take account of any updating of the standard of competence concerned. 4. In accordance with the above provisions, the Directorate General of Shipping has formulated the structure of refresher and updating training courses (Upgradation Courses) for the various grades of Certificates of Competency in the deck department. 5. The refresher and updating training course (Upgradation Course) modules and the course outlines are attached as Annexure I. 6. The refresher and updating training course (Upgradation Course) for operational level is shown as Part A- Theoretical Training. Duration of this training is 5 working days with 35 contact hours. This training is applicable to a) Candidates holding Master FG CoC under STCW 1995 for Upgradation to STCW 2010. b) Candidates holding Chief Mates FG CoC under STCW 1995 for Upgradation to STCW 2010. c) Candidates holding Chief Mates FG CoC under STCW 1995 whether undergone ASM course under the old or new syllabus, d) Candidates who have done Chief Mates Phase II under STCW 1995, The course may be done before or after Chief Mates (F.G) Phase II Competency course, or before or after the ASM course as applicable. 4. In addition to the Upgradation course, candidates are required to undergo modules on refresher training for PST, PSCRB, FPFF and AFF (attached as Part C- Practical Training). 2. Officers who have not undergone Ship Security Officer (SSO) training are required to undergo approved training course for Seafarers with Designated Security Duties in accordance with Regulation VI/6-2. 3. Candidates are also required to undergo ECDIS course as applicable. Training and assessment in the use of ECDIS is not required for those who serve exclusively on ships not fitted with ECDIS. This limitation shall be reflected in the certificate of competency. 4. The sea service requirements continue to be as per MS STCW Rules and META manual Volume I. 5. A representative flowchart highlighting various categories of personnel required to undertake the refresher and updating training course (Upgradation Course) is attached as Annexure II. In case of any inconsistency between the flowchart and this notice, the text of this notice shall take precedence over the flowchart. 6. The existing revalidation course for Masters and Deck Officers shall be replaced by the modules for Upgradation courses as specified in Annexure I, in partial supersession of MS Notice No. 13 of 2003, dated: 5th June, 2003 on the subject of Revalidation Course for Masters & Deck Officers. The requirements for Upgradation from STCW 78 to STCW 95 shall continue to be as per MS Notice No. 13 of 2003. 7. On successful completion of the respective course the approved Training institutes shall issue thecertificate to the participants in the format attached as Annexure III. In addition, the institutes are required to issue a certificate to the participants who have undergone training in "Implementation of MLC 2006" during this Course in the format attached as Annexure IV. 8. The requirements of this notice are to be complied with at the time of re-validation of CoC or for obtaining higher grade of certificate after the date of issuance of this notice failing which the certificates shall be re-validated or issued under STCW 1995 valid till 31st December 2016 only. 9. The requirements of this notice are also applicable for NCV grade Masters and deck officers at the time of revalidation of CoC or for obtaining higher grade of certificate. 10. This issues with the approval of the Director General of Shipping and ex- officio Additional Secretary to the Government of India.
