अब, इसजलए, आधार (जविीय और अन्य सजससडी, लाभ और सेवाओं का लजक्षत जवतरण) अजधजनयम, २०१६
(२०१६ का १८) की धारा ७ के प्रावधानों के अनुसरण म,ें पूवोक्त योिनाओं हते ु राष्ट्रीय रािधानी क्षत्रे दिल्ली सरकार की
समेदकत जनजध स े दकय े िान े वाले आवती व्यय हते ु राष्ट्रीय रािधानी क्षत्रे दिल्ली के उपराज्यपाल इसके द्वारा जनम्नजलजखत
को अजधसूजचत करते ह,ैं अथाित:्-
1. (1) योिना(ओं) के तहत लाभ प्राप्त करन े के इच्छुक पात्र छात्र को आधार संख्या होने का प्रमाण प्रस्ट्तुत करना होगा या
आधार प्रमाणीकरण स ेगुिरना होगा।
(2) योिना के तहत लाभ प्राप्त करन े के इच्छुक पात्र छात्र, जिसके पास आधार संख्या नहीं ह ैया, जिसने अभी तक
आधार के जलए नामांकन नहीं दकया ह,ै लेदकन योिना के तहत लाभ प्राप्त करन े का इच्छुक ह ैतब छात्र को उक्त अजधजनयम
की धारा 3 के अनुसार आधार प्राप्त करने का पात्र होने पर आधार नामांकन के जलए आवेिन करना होगा।ऐसे छात्रों का
नामांकन जिक्षा जनिेिालय के क्षेत्रीय स्ट्तर के कायािलयों, जिन्ह ें जिम्मेिारी सौंपी गई ह,ैके माध्यम स े दकया िा सकता ह ै
तथा संयुक्त जनिेिक (आईटी) को भारत के जवजिष्ट पहचान प्राजधकरण (बाि म ें यूआईडीएआई के रूप म ें संिर्भित) के
समन्वय म ें अजधजनयम के तहत रजिस्ट्रार घोजित दकया गया ह।ै
आधार नामांकन के जलए छात्र अपन े जनकट के दकसी भी आधार नामांकन केंद्र (सूची www.uidai.gov.in पर
उपलसध) पर िाने का जवकल्प भी चुन सकते ह।ैं
बितें दक िब तक छात्रों को आधार आवंटटत नहीं दकया िाता ह,ै तब तक ऐसे छात्रों को योिना के तहत लाभ
स्ट्कूल प्रमुखों द्वारा उनकी वतिमान प्रवेि जस्ट्थजत की पुजष्ट के आधार पर दिया िाता रहगे ा।
2. लाभार्थियों को योिना(ओं) के तहत सुजवधािनक और परेिानी मुक्त लाभ प्रिान करने के जलए, स्ट्कूल प्रमुख जनम्नजलजखत
सजहत सभी आवश्यक व्यवस्ट्थाएं करेंग,े अथाति ्: -
(i) योिनान्तगित लाभार्थियों को आधार संख्या की आवश्यकता स े अवगत कराना एव ं जवद्यालयों म ें जिजवर
आयोजित करने की व्यवस्ट्था करना
(ii) अपन े क्षेत्रों म ें उपलसध जनकटतम आधार नामांकन केंद्रों म ें खुि को नामांदकत करने की सलाह िी िा सकती
ह,ै यदि वे पहल े स े नामांदकत नहीं ह ैं और स्ट्थानीय रूप स े उपलसध आधार नामांकन केंद्रों की सूची
(www.uidai.gov.in पर उपलसध होगी) उन्ह ें उपलसध हो िायेगी।
3. यह अजधसूचना रािपत्र म ेंइसके प्रकािन की तारीख स े प्रभावी होगी।

NOTIFICATION
New Delhi, the 24th November, 2021
F. No. DE.18-1(57)/Plg/2020/2876.—Whereas, the use of Aadhaar as identity document for delivery of
services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and
efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner and
Aadhaar obviates the need for producing multiple documents to prove one’s identity;
And whereas, the Directorate of Education in the Government of NCT of Delhi, is administering
Subsidy/Scholarship in the following Schemes of (hereinafter referred to as the schemes):-
(i) Free Supply of Text books &Writing Material –S&M (cash & Kind to students of Govt & Govt. Aided
Schools)
(ii) Subsidy for School Uniforms to students-Subsidies (cash to students of Govt & Govt Aided Schools)
(iii) Chief Minister’s Scholarship for Meritorious students-Scholarship & Stipend (Cash only for Govt
school students)
(iv) Welfare of EBM students -Scholarship & Stipend (Cash only for Govt school students)
(v) Integrated Education of the disabled child at secondary stage (IEDSS)- Scholarship & Stipend (Cash
only for government School Students)
To provide financial assistance (hereinafter referred to as the benefit) to the students (hereinafter referred
to as the beneficiary) students of Govt. and Govt. Aided schools of DoE. And, whereas the aforesaid benefit under
the scheme involves recurring expenditure from the Consolidated Fund of Delhi;
Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), for incurring recurring
expenditure under the aforesaid schemes from the consolidated fund of Govt. of National Capital Territory of
Delhi, the Lt. Governor of National Capital Territory of Delhi here by notifies the following, namely:—
1. (1) Eligible student desirous of availing the benefits under the scheme(s) shall be required to furnish proof
of possession of Aadhaar number or undergo Aadhaar authentication.
(2) An eligible individual desirous of availing the benefits under the scheme, who does not possess the
Aadhaar number or, has not yet enrolled for Aadhaar, but desirous of availing benefits under the scheme shall
have to apply for Aadhaar enrollment, in case he or she is entitled to obtain Aadhaar as per section 3 of the said
Act. Such students may be enrolled through Directorate of Education Zonal level offices entrusted with the
responsibility and Joint Director (IT) declared as Registrar under the ACT in coordination with the Unique
Identification Authority.
Of India (hereinafter referred to as the UIDAI). Students may also choose to visit any Aadhaar
enrolment centre in their proximity (list available at www.uidai.gov.in) for Aadhaar enrolment.
Provided that till the time Aadhaar is assigned to the students, benefits under the scheme shall continue
to be given to such students based on confirmation of their current admission status with Heads of Schools.
2. In order to provide convenient and hassle free benefits under the scheme(s) to the beneficiaries, Heads of
Schools shall make all the required arrangements including the following, namely:-
(i) To make beneficiaries aware of the requirement of Aadhaar number under the scheme and make
arrangements to organize camps in schools
(ii) May be advise to get themselves enrolled at the nearest Aadhaar enrolment centers available in
their areas, in case they are not already enrolled and the list of locally available Aadhaar enrolment
centers (list available at www.uidai.gov.in) shall be made available to them.
3. This notification shall come into effect from the date of its publication in the official Gazette.
