Regarding need to strengthen and stabilise SNA-SPARSH, the
Centralised Payment System to ensure timely payment of
salary and grant of funds involved with centrally sponsored
schemes-Laid
SHRI VISHALDADA PRAKASHBAPU PATIL (SANGLI): I wish to
draw the attention of the Government to salary and fund
disbursement delays caused by the inefficient SNA-SPARSH
centralised payment system. Since the rollout of SNA-SPARSH in
April 2025, centrally sponsored schemes including Pradhan Mantri
Awas Yojana (Gramin), Swachh Bharat Mission (Gramin), and
National Health Mission (NHM) have faced prolonged fund flow
disruptions. Salaries of MGNREGA staff, NHM contractual
employees, and scheme workers have been delayed for up to
three months. This has stalled PMAY-G and SBM-G project
completions, created distrust among beneficiaries awaiting
instalments, and crippled routine office operations due to unpaid
vendor bills and administrative paralysis. I urge the Hon'ble
Minister of Finance, in coordination with the Ministries of Rural
Development, Health, and Jal Shakti, to immediately expedite
SNA-SPARSH portal fixes and stabilise the system architecture;
extend transition timelines with realistic implementation phases;
simplify Utilisation Certificate submissions and bank account
linkage procedures; ensure advance state fund releases; provide
interim manual payment mechanisms for affected staff and scheme
beneficiaries; and mandate regular monitoring at district levels to
prevent recurrence. The livelihoods of lakhs of workers and the
success of flagship rural development schemes depend on urgent
corrective action.
