1. संजक्षप्त नाम और प्रारंभ. - (1) इन जनयमों का संजक्षप्त नाम राजभाषा जिभाग, क्षेत्रीय कायाान्ियन कायाालय, आिुजलजपक श्रेणी- I (समूह ‘ख‘ पद) भती जनयम, 2025 ह।ै

(2) ये राजपत्र म ें प्रकािन की तारीख को प्रिृत्त होंगे।

2. पद-सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर - उि पद की संख्या, उसका िगीकरण और िेतन सारणी म ें स्ट्तर िे होंग,े जो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तभं (4) में जिजनर्ददष्ट ह।ैं

3. भती की पद्धजत, आय-ु सीमा, अहता ाएं, आदद - उि पदों पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उससे संबंजधत अन्य बातें िे होंगी जो उि अनुसूची के स्ट्तंभ (5) से स्ंतभ (13) में जिजनर्ददष्ट ह।ैं 1712 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. जनरहता ा. - िह व्यजि.- (क) जजसने ऐसे व्यजि से जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया है, या जििाह की संजिदा की ह,ै अथिा (ख) जजसने अपने पजत या अपनी पत्नी के जीजित रहते हुए दकसी व्यजि से जििाह दकया ह,ै जििाह की संजिदा की ह,ै उि पदों पर जनयुजि का पात्र नहीं होगा:

परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान से छूट दे सकेगी।

5. जिजथल करन े की िजि: जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो कारण ह ैं उन्ह ें लेखबद्ध करके तथा संघ लोक सेिा आयोग स े परामिा करके, इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आदेि द्वारा जिजथल कर सकेगी।

6. व्यािजृ त्त: इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जजनका केरीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडे िगों, भूतपूिा सैजनकों और अन्य जििषे प्रिग ाके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पद का नाम पदों की सख्ं या िगीकरण िते न मट्रै रक्स म ें चयन पद ह ै सीध ेभती दकए जान ेिाले स्ट्तर अथिा अचयन व्यजियों के जलए आय-ु सीमा। पद।

(11) प्रोन्नजत:

(i) ऐसे आिुजलजपक श्रेणी-II, जजसने िेतन मैट्ररक्स के स्ट्तर– 4 (रू.25500-81100) में जनयजमत आधार पर उस श्रेणी में दस िषा की जनयजमत सेिा की हो। ट्रटप्पण: जहां ऐसे कजनष्ठ व्यजियों के संबंध में, जजन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया जा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया जाएगा परंतु यह तब जबदक उनके द्वारा की गई ऐसी अहाक या पात्रता सेिा, अपेजक्षत अहका या पात्रता सिे ा के आधे से अजधक से या दो िषा से, इनमें से जो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जजन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी की ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिाक पूरी की ली हो। प्रजतजनयुजि:

ऐसे अजधकारी जो केंरीय सरकार के अधीन आिुजलजपक का पद धारण कर रह ेहैं,- (क) जो जनयजमत आधार पर मूल संिगा या जिभाग में सदिृ पद धारण कर रह ेहैं, अथिा (ख) जजन्होंने मूल संिगा या जिभाग में िेतन मैट्ररक्स में स्ट्तर-4 (रू. 25500-81100 ) या समतुल्य पद में जनयुजि के पश्चात जनयजमत आधार पद उस श्रेणी में दस िषा की सेिा की हो। ट्रटप्पण 1: पोषक िगा के ऐसे जिभागीय अजधकारी, जो प्रोन्नजत की सीधी पंजि में है, प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए जाने के पात्र नहीं होंगे। ट्रटप्पण 2: प्रजतजनयजु ि की अिजध, जजसके अंतगात केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य संिगा बाह्य पद पर प्रजतजनयुजि की अिजध है, साधरणतया 3 िषा से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयजु ि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेदन प्राप्त करने की अंजतम तारीख को छप्पन िषा से अजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना भती करन ेम ेंदकन पट्ररस्ट्थजतयों म ेंसघं लोक सिे ा आयोग स ेपरामि ादकया जाएगा।

(12) (13) समूह ‘ख ‘ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के संघ लोक सेिा आयोग से परामिा करना आिश्यक नहीं ह।ै जलए), जजसमें जनम्नजलजखत होंगे:-

1. संयुि सजचि (राजभाषा) - अध्यक्ष;

2. जनदिे क (कायाान्ियन) - सदस्ट्य;

3. जनदिे क अथिा उप सजचि, राजभाषा जिभाग - सदस्ट्य। समूह ‘ख ‘ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए), जजसमें जनम्नजलजखत होंगे:-

1. जनदिे क (कायाान्ियन) - अध्यक्ष;

2. अिर सजचि (कायाान्ियन) - सदस्ट्य;

NOTIFICATION New Delhi, the 30th January, 2026 G.S.R. 167(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Stenographer Grade- I in the Regional Implementation Offices of the Department of Official Language, Ministry of Home Affairs, namely:-

1. Short title and commencement.-(1) These rules may be called the Regional Implementation Office of the Department of Official Language, Stenographer Grade I (Group ‘B’ Post) Recruitment Rules, 2025.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, classification and level in pay matrix.-The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualification. - No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax. -Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving. -Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion:

Stenographer Grade II in level- 4 in the pay matrix (Rs.25500-81100) with ten years regular service in the grade.

Note.- Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation:

Officers holding the post of Stenographer under the Central Government,-

(a) holding analogous post on a regular basis in the parent cadre or department; or

(b) with ten years regular service in the grade after appointment to the post on a regular basis in level-4 in the pay matrix (Rs.25500-81100) or equivalent in the parent cadre or Department;

Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2.- The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3.- The maximum age-limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
