Whereas, the Directorate General of Shipping (DGS) had initially received a formal
request from the Union Territory of Lakshadweep (UTL), wherein they had sought a relaxation of
the educational qualification criteria for individuals from Minicoy Island belonging to the
Scheduled Tribe (ST) Category. The request specifically targeted admission requirements for the 6
month GP Rating Course and the 6-month Certificate Course in Maritime Catering (CCMC).
Additionally, the UTL requested the issuance of Continuous Discharge Certificates (CDC) to
these individuals.

And whereas, the Directorate vide DGS Order no. 01 of 2017 dated 09.05.2017 (F. No.
I 6-TR( I y2005-ll) allowed a relaxation in the minimum educational qualification from "Xth
Standard Passed" to "VIIIth Standard Passed." This alteration was aimed to facilitate the
participation of natives from Minicoy Islands in UTL. who belonged to the Scheduled Tribes, in
Pre-Sea Rating Courses. The relaxation also extended to the process of obtaining CDCs. This
relaxation was granted for a specified period of three years and was remained valid until 8th May
2020.
3. And whereas, the Directorate vide DGS Order No. I I of 2021, dated 09.03.2021 (F. No.
23-MlSCl3l202l-CREW - DGS) (C. No. 6687), further affirmed and extended the relaxation in
educational qualifications ior individuals fiom Minicoy Islands in UTL belonging to Scheduled
Tribes for a period of three years i.e. upto 08th l;4ay 2023.

powers conferred by Clause (l) Section 456 ofthe Merchant Shipping, 1958 (as amended), on the
Central Govemment and further delegated to the Director General of Shipping vide Ministry of
Ports, Shipping and Waterways, Govemment of India, Notification No. SO No. 3 144 dated
14.12.1960, is pleased to Order that the relaxation granted vide DGS Order No.01 of 2017 and
DGS Order No. I I of 2021 shall remain in force for a further period of three years i.e. up to 8th
May.2026.
