1. सजं िप्त िाम और प्रारंभ।— (1) इि जियमों का संजिप्त िाम खाद्य प्रसंस्ट्करण उद्योग मंत्रालय, उप औद्योजगक सलाहकार, सहायक औद्योजगक सलाहकार और तकिीकी अजधकारी (औद्योजगक सलाहकार काडर) भती जियम, 2026 ह।ै

(2) य े रािपत्र म ें प्रकािि की तारीख को प्रिृत्त होंग े।

2. लाग ू होिा।— य ेजियम, इि जियमों स े उपाबद्ध अिुसूची म ेंजिजिर्दवष्ट पदों पर लाग ू होंगे।

3. पद-सख्ं या, िगीकरण और िते ि मट्रै रक्स म ेंस्ट्तर।— उि पदों की संख्या, उिका िगीकरण और उिका िेति मैट्ररक्स में स्ट्तर िह होगा, िो इि जियमों स े उपाबद्ध अिुसूची के स्ट्तंभ (2) स ेस्ट्तंभ (4) म ें जिजिर्दवष्ट ह ै।

4. भती की पद्धजत, आय-ु सीमा, अहतव ाएं आकद।— उि पदों पर भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उिस े संबंजधत अन्य बात ें िे होंगी िो उि अिसु ूची के स्ट्तंभ (5) स े स्ट्तंभ (13) म ें जिजिर्दवष्ट ह ैं। 7101 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

5. जिरहतव ा।— िह व्यजि— (क) जिसि े ऐसे व्यजि स े जिसका पजत या जिसकी पत्नी िीजित ह,ैं जििाह ककया ह,ै या जििाह की संजिदा की ह;ै या (ख) जिसिे अपिे पजत या अपिी पत्नी के िीजित रहते हुए ककसी व्यजि स ेजििाह ककया ह ैया जििाह की संजिदा की ह,ै उि पद पर जियुजि का पात्र िहीं होगा :

परन्त ु यकद केंद्रीय सरकार का यह समाधाि हो िाता ह ै कक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीि अिज्ञु ेय ह ै और ऐसा करि े के जलए अन्य आधार ह ैं तो िह ककसी व्यजि को इस जियम के प्रितिव स े छूट दे सकेगी ।

6. जिजर्ल करि े की िजि।— िहां केंद्रीय सरकार की यह राय ह ैं कक ऐसा करिा आिश्यक या समीचीि ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा सघं लोक सेिा आयोग स े परामि व करके, इि जियमों के ककसी उपबंध को ककसी िगव या प्रिगव के व्यजियों की बाबत, आदेि द्वारा जिजर्ल कर सकेगी ।

7. व्यािजृ त्त।— इि जियमों की कोई बात, ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि िहीं डालगे ी, जििका केंद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जिकाले गए आदेिों के अिुसार अिुसूजचत िाजतयों, अिुसूजचत िििाजतयों, भूतपूि व सैजिकों और अन्य जििेष प्रिग व के व्यजियों के जलए उपबंध करिा अपेजित ह ै। [फा. स.ं A-32022/1/2023-Adminstration] प्रीत पाल ससंह, संयक्तु सधचव (प्रशासन) अनसु चू ी पद का िाम | पदों की संख्या िगीकरण | िेति मैट्ररक्स में चयन पि सीिे भती दकए जाने वाले व्यधक्तयों के | स्तर | अथवा अचयन जलए आयु-सीमा | पि |

177500) श्रेणी में ह ैऔर धजन्होंने पााँच (1) संयुि सजचि (प्रिासि), खाद्य प्रसंस्करण िषव की जियजमत सेिा की ह ै, सहायक उद्योग मंत्रालय – अध्यि; औद्योजगक सलाहकार और मंत्रालय या (2) जिदेिक (प्रिासि), खाद्य प्रसस्ं करण उद्योग जिभाग द्वारा धवधहत दो से चार सप्ताह मंत्रालय –सदस्ट्य; और का अजििायव प्रजििण सफलतापूिवक पूरा (3) संयुि औद्योजगक सलाहकार, खाद्य प्रसंस्करण ककया हो। उद्योग मंत्रालय -सदस्ट्य | ट्रटप्पण:- िहां ऐसे कजिष्ठ व्यजियों के संबंध में, जिन्होंिे अपिी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार ककया िा रहा हो, िहां उिके ज्येष्ठ व्यजियों के संबंध में भी जिचार ककया िाएगा परंतु यह तब िब कक उसके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजित अहकव या पात्रता सेिा के आध ेसे अजधक से या दो िषव से, इिमें से िो भी कम हो, कम ि हो और उन्होंिे अपिे ऐसे कजिष्ठ व्यजियों सजहत, जिन्होंिे ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पट्ररिीिा की अिजध सफलतापूिवक पूरी कर ली हो । प्रजतजियजु ि (धजसके अतं गतग अल्पकाजलक सजं िदा भी ह)ै : - केंद्रीय या राज्य सरकार या संघ राज्य िेत्र प्रशासन या जिश्वजिद्यालयों या मान्यता प्राप्त अिुसंधाि संस्ट्र्ािों या सािविजिक िेत्र के उपक्मों या स्वशासी धनकायों या कानूनी संगठिों के अिीन ऐसे अजधकारी: -

(i) धजन्होंने मूल काडर या जिभाग में जियजमत आधार पर सदिृ पद धारण दकया हुआ ह;ै या

(ii) धजन्होंने मूल काडर या जिभाग में िेति स्तर -10 (रु.56100-177500) में जियजमत आधार पर उस पि पर जियुजि के पश्चात उस श्रेणी में पााँच िषव की सेिा की हो; और जिम्नजलजखत िैिजणक अहतग ाएं और अिुभि रखते हों:

मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से खाद्य प्रौद्योजगकी या कृजष इंजीधनयरी या रासायजिक इंजीधनयरी में उपाधि, जिसमें खाद्य या फल प्रौद्योजगकी जिषयों में से एक हो; या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से रसायि जिज्ञाि में स्नातकोत्तर की उपाधि या कृजष में स्नातक की उपाधि के सार् खाद्य प्रौद्योजगकी में जडप्लोमा। ट्रटप्पण 1:- पोषक प्रिग वके ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजियुजि पर जियुजि के जलए जिचार ककए िािे के पात्र िहीं होंग े। इसी प्रकार, प्रजतजियुि व्यजि प्रोन्नजत द्वारा जियुजि के जलए जिचार ककए िािे के पात्र िहीं होंग े। ट्रटप्पण 2:- प्रजतजियुजि की अिजध (जिसके अन्तगवत इस जियुजि से ठीक पहले धाट्ररत ककसी अन्य काडर बाह्य पद पर प्रजतजियुजि की अिजध ह)ै केंद्रीय सरकार के उसी या ककसी अन्य संगठि या जिभाग में, साधारणतया तीि िषव से अजधक िहीं होगी । ट्रटप्पण 3:- प्रजतजियुजि पर जियजु ि के जलए अजधकतम आयु सीमा आिेदि प्राप्त करिे की अंजतम तारीख को 56 िषव से अजधक िहीं होगी ।

2.सहायक औद्योजगक 3*(2026). सािारण केन्द्रीय सेिा, समूह स्तर-10 (रु.56,100-चयि पद | लागू िहीं होता | सलाहकार (औद्योजगक *कायवभार के आधार 'क ', रािपजत्रत, अििुसजचिीय 1,77,500) सलाह) | पर पट्ररितवि ककया | िा सकता ह।ै

(7) (8) (9) (10) लागू िहीं होता | लागू िहीं होता | प्रोन्नत व्यजियों के जलए िो िषव | (i) 67% प्रोन्नत रिप्पण:- पट्ररिीिा अिजध को सफलतापूिवक पूरा करिे के द्वारा, धजसके न हो जलए कम से कम दो सप्ताह की अिजध का अजििायव प्रवेश सकने पर प्रजििण होगा । प्रजतजियुजि द्वारा (धजसके अंतगगत अल्पकाधलक संधविा भी ह)ै ;

और

(ii)33% प्रजतजियुजि द्वारा (धजसके अंतगगत अल्पकाधलक संधविा भी ह)ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

(11) (12) (13) प्रोन्नधत: प्रोन्नधत के जलए संघ लोक ऐसे जो िेति मैट्ररक्स के स्तर-7 में सेिा आयोग से परामिव तकिीकी अजधकारी ह ैऔर करिा आिश्यक है। धजन्होंने इस श्रेणी में पांच िषव की जियजमत सेिा की हो और मंत्रालय या जिभाग द्वारा धवधहत दो से चार सप्ताह का अजििायव प्रजििण सफलतापूिवक पूरा कर जलया हो। 2 ट्रटप्पण:- िहां ऐसे कजिष्ठ व्यजियों के संबंध में, जिन्होंिे अपिी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार ककया िा रहा हो, िहां उिके ज्येष्ठ व्यजियों के संबंध में भी जिचार समहू 'क' जिभागीय प्रोन्नधत सजमजत (प्रोन्नधत के सबं ंि म ें ककया िाएगा परंतु यह तब िब जिचार करन ेके धलए) धजसम ेंधनम्नधलधखत होंग:े- कक उसके द्वारा की गई ऐसी अहकव

(1) अध्यि या सदस्ट्य, संघ लोक सेिा आयोग –अध्यि, या पात्रता सेिा, अपेजित अहकव

(2) जिदेिक या उप सजचि (प्रिासि), खाद्य प्रसंस्ट्करण या पात्रता सेिा के आध ेसे अजधक उद्योग मंत्रालय – सदस्ट्य; और से या दो िष वसे, इिमें से िो भी

(3) संयुि औद्योजगक सलाहकार (औद्योजगक सलाह काडर ) कम हो, कम ि हो और उन्होंिे या जिदेिक या उप सजचि, खाद्य प्रसंस्ट्करण उद्योग मंत्रालय अपिे ऐसे कजिष्ठ व्यजियों सजहत, -सदस्ट्य। जिन्होंिे ऐसी अहकव या पात्रता सेिा पहल ेही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के समहू 'क' जिभागीय पजु ष्ट सजमजत( पजु ष्ट के संबिं म ें जिचार जलए अपिी पट्ररिीिा की अिजध करन ेके धलए) धजसम ेंधनम्नधलधखत होंग:े- सफलतापूिवक पूरी कर ली हो । प्रजतजियजु ि (धजसके अतं गतग

(1) अपर सजचि या संयुि सजचि (प्रिासि), खाद्य अल्पकाधलक सधं विा भी ह)ै : प्रसंस्ट्करण उद्योग मंत्रालय – अध्यि, केंद्र सरकार या राज्य सरकारों या

(2) जिदेिक या उप सजचि (प्रिासि), खाद्य प्रसंस्ट्करण केंद्र िाजसत प्रदेिों के प्रिासि या उद्योग मंत्रालय- सदस्ट्य ; और स्वशासी जिकायों या कानूनी

(3) संयुि औद्योजगक सलाहकार या जिदेिक या उप सजचि, संगठनों या सािविजिक िेत्र के खाद्य प्रसंस्ट्करण उद्योग मंत्रालय – सदस्ट्य। उपक्मों या जिश्वजिद्यालयों या मान्यता प्राप्त अिुसंधाि संस्ट्र्ािों के अिीन ऐसे अधिकारी : - (क) (i) धजन्होंने मूल काडर या जिभाग में जियजमत आधार पर सदिृ पद धारण दकया हुआ ह;ै या

(ii) धजन्होंने मूल काडर या जिभाग में िेति मैट्ररक्स के स्तर-9 (रु.53100-167800) उक्त पद पर जियजमत आधार पर जियुजि के पश्चात दो िषव की सेिा की हो ; या

(iii) धजन्होंने मूल काडर या जिभाग में िेति मैट्ररक्स के स्तर-8 (रु.47600-151100) उक्त पद पर जियजमत आधार पर जियुजि6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] के पश्चात चार िषव की सेिा की हो ; या

(iv) धजन्होंने मूल काडर या जिभाग में िेति मैट्ररक्स के स्तर-7 (रु. 44900-142400) उक्त पद पर जियजमत आधार पर जियुजि के पश्चात पांच िषव की सेिा की हो; और (ख) जिम्नजलजखत शैधिक अहतग ाएं रखते हों: ककसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से खाद्य या फल प्रौद्योजगकी एक जिषय के रूप में होिे के सार् खाद्य प्रौद्योजगकी या कृजष इंजीधनयरी या रासायजिक इंजीधनयरी में स्नातक की उपाधि;

या ककसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से रसायि जिज्ञाि में स्नातकोत्तर की उपाधि या कृजष में स्नातक की उपाधि के सार् खाद्य प्रौद्योजगकी में जडप्लोमा। ट्रटप्पण 1:- पोषक प्रिगव के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ै प्रजतजियुजि पर जियुजि के जलए जिचार ककए िािे के पात्र िहीं होंग े । इसी प्रकार, प्रजतजियुि व्यजि प्रोन्नजत द्वारा जियुजि के जलए जिचार ककए िािे के पात्र िहीं होंग े। ट्रटप्पण 2:- प्रजतजियुजि की अिजध (जिसके अन्तगवत इस जियुजि स ेठीक पहले धाट्ररत ककसी अन्य काडर बाह्य पद पर प्रजतजियुजि की अिजध ह)ै केंद्रीय सरकार के उसी या ककसी अन्य संगठि या जिभाग में, साधारणतया तीि िषव से अजधक िहीं होगी । ट्रटप्पण 3:- प्रजतजियुजि पर जियुजि के जलए अजधकतम आयु सीमा आिेदि प्राप्त करिे की अंजतम तारीख को 56 िषव से अजधक िहीं होगी ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7

3.तकिीकी 4*(2026 ) सािारण केन्द्रीय स्तर-07 (रु.44,900- लागू िहीं तीस िषव से अजधक िहीं (केंद्रीय अजधकारी *कायवभार के सेिा, समूह 'ख', 1,42,400) होता | सरकार द्वारा िारी अिुदेिों या (औद्योजगक आधार पर रािपजत्रत, आदेिों के अिुसार सरकारी सेिकों सलाह) | पट्ररितवि ककया अििुसजचिीय | के जलए पांच िषव तक जिर्ल की िा सकता ह।ै जा सकती ह)ै । रिप्पण.- आयु-सीमा अिधाट्ररत करिे के जलए जिणावयक तारीख वह होगी जो संघ लोक सेिा आयोग द्वारा जिज्ञाजपत की जाए |

(7) (8) (9) (10) अजििाय:व- लागू िहीं होता | दो िषव | सीधे भती द्वारा। मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से खाद्य प्रौद्योजगकी या कृजष ट्रटप्पण : पदधारी के इंजीधनयरी या रासायजिक इंजीधनयरी में स्नातक की उपाधि, जिसमें रिप्पण.- पट्ररिीिा प्रजतजियुजि पर चले खाद्य या फल प्रौद्योजगकी जिषयों में से एक हो; अवधि को िािे या लम्बी बीमारी या सफलतापूिवक पूरा या अध्ययि छुट्टी या मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ाि से रसायि जिज्ञाि में करने के जलए कम से ककसी अन्य पट्ररजस्ट्र्जत स्नातकोत्तर की उपाधि या कृजष में स्नातक की उपाधि के सार् खाद्य कम दो सप्ताह की में एक िषव या अजधक प्रौद्योजगकी में जडप्लोमा। अिजध का केंद्रीय अिजध के जलए बाहर सरकार द्वारा धवधहत रहिे के कारण हुई अिुभि: उपयुवि िर्णवत जिषय में दो िषव का अिुभि, िो केंद्रीय अजििायव प्रवेश ट्ररजियां, केंद्रीय सरकार या राज्य सरकार के ककसी जिभाग में, या ककसी सािविजिक प्रजििण होगा । सरकार के ऐसे िेत्र के उपक्म में प्राप्त ककया गया हो या संबंजधत िेत्र के ककसी अजधकाट्ररयों में से औद्योजगक उपक्म या इकाई में ज्येष्ठ प्रबंधकीय पद धारण ककया हो। प्रजतजियुजि के आधार ट्रटप्पण 1: अहतव ाएं, अन्यर्ा सुअर्हतव अभ्यर्र्वयों की दिा में संघ लोक पर भरी िा सकेगी। सेिा आयोग के जििेकािुसार, उसके जलए िो कारण ह ैंउन्ह ेंलेखबद्ध (क) जिन्होंिे जियजमत करके, जिजर्ल की िा सकती है। आधार पर सदिृ पद ट्रटप्पण 2: अिुभि संबंधी अहतव ाएं संघ लोक सेिा आयोग के धारण ककया हुआ ह ैया जििेकािुसार, उसके जलए िो कारण ह ैंउन्ह ेंलेखबद्ध करके, अिुसूजचत िेति मैट्ररक्स के स्ट्तर 6 िाजतयों और अिुसूजचत िििाजतयों के अभ्यर्र्वयों की दिा में तब (रुपये 35400 - जिजर्ल की िा सकती ह ैंिब चयि के ककसी प्रक्म पर संघ लोक सेिा 112400) में पांच िषव आयोग की यह राय ह ैकक उिके जलए आरजित ट्ररजियों को भरिे के की जियजमत सेिा की जलए अपेजित अिुभि रखिे िाले उि समुदायों के अभ्यर्र्वयों के पयावप्त हो; और संख्या में उपलब्ध होिे की सम्भाििा िहीं ह।ै (ख) स्ट्तंभ 7 के अधीि सीधी भती के जलए जिजहत ककए गए अिुभि और िैजिक अहतव ाएं रखता हो ।

(11) (12) (13) लागू िहीं होता समहू ‘ख ‘ जिभागीय पधु ि सजमजत (पधु ि के सबं ंि म ें जिचार करन ेके संघ लोक सेिा आयोग से परामिव करिा | धलए ) धजसम ेंधनम्नधलधखत होंग े:- आिश्यक है।

(1) अपर सजचि या संयुि सजचि (प्रिासि), खाद्य प्रसंस्ट्करण उद्योग मंत्रालय - अध्यि

(2) जिदेिक या उप सजचि (प्रिासि), खाद्य प्रसंस्ट्करण उद्योग मंत्रालय – सदस्ट्य ; और

NOTIFICATION New Delhi, the 15th September 2026 G.S.R. 810(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Food Processing Industries Industrial Advice Cadre, Recruitment Rules, 2007, in so far as they relate to the posts of Deputy Industrial Adviser, Assistant Industrial Adviser and Technical Officer of Industrial Advice Cadre, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Deputy Industrial Adviser, Assistant Industrial Adviser and Technical Officer in the Industrial Advice Cadre, Ministry of Food Processing Industries, namely: -

1. Short title and commencement. - (1) These rules may be called the Ministry of Food Processing Industries Deputy Industrial Adviser, Assistant Industrial Adviser and Technical Officer (Industrial Advice Cadre) Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application.- These rules shall apply to the posts specified in the Schedule annexed to these rules.

3. Number of posts, classification and level in Pay Matrix.- The number of posts, their classification and Level in the Pay Matrix attached there to shall be as specified in columns (2) to (4) of the aforesaid Schedule.

4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification.- No person, -

(a) who has entered into or contracted a marriage with a person having a spouse living or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings.- Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 2:- The period of deputation (including the period of deputation in another ex-cadre post held immediately preceding this appointment) in the same or some other organization or department of the Central Government shall ordinarily not exceed three years.

Note 3:- The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications.
