No. 11/04/2020-Samarth.— Ministry of Textiles is implementing a flagship Scheme Samarth (Scheme for Capacity Building in Textiles Sector) with the objective to provide demand driven placement oriented skilling programme to supplement the efforts of the industry in creating employment in textile and related sector, covering the entire value chain of textiles, excluding Spinning & Weaving in organized sector and decentralized traditional sectors such as handloom, handicraft, jute, silk etc. comprising of both entry level skilling and up-skilling/re-skilling training 2. The scheme is implemented in terms of the overall skilling policy framework adopted by M/o Skill Development & Entrepreneurship and the Skilling programme under which is majorly implemented through the following Implementing Partners: i. State Government Agencies ii. Institutions/ Organizations of the Ministry of Textiles iii. Textile Industry/ Industry Associations 3. Previous SFC approved the scheme for 3 years i.e. upto 31.03.2024 with financial outlay of Rs.390 cr. and to train 3.40 lakhs persons. Now, the Competent Authority, based on the recommendations of Standing Finance Committee (SFC) has approved further extension of timeline for implementation of Samarth for a period of two years i.e 2024-25 and 2025-26 (up to 31.03.2026) with financial outlay of Rs. 495 Cr. to train 3 lakh persons.
