म ें की गई व्यिस्ट्था, राजभाषा अजधजनयम तथा उसके अंतगतच बनाए गए जनयमों, केंरीय हहदी सजमजत के जनणयच ों तथा राजभाषा जिभाग द्वारा जारी दकए गए अनुदेिों के कायाचन्ियन तथा दरू संचार जिभाग और उसके संबद्ध और अधीनस्ट्थ कायाचलयों, जनगमों/उपक्रमों के कामकाज म ें हहदी के प्रगामी प्रयोग के बारे में सलाह देना ह।ै 3. सजमजत का कायकच ाल सजमजत के सदस्ट्यों का कायचकाल इसके गठन की तारीख अथाचत् इस संकल्प के जारी हान े की तारीख से तीन िष च तक रहगे ा बित च दक :- (क) जो संसद सदस्ट्य, सजमजत के सदस्ट्य ह,ैं िे संसद सदस्ट्य न रहने पर सजमजत के सदस्ट्य नहीं रहगें ।े (ख) सजमजत के पदेन सदस्ट्य अपन ेपद पर कायच करते रहने तक सजमजत के सदस्ट्य रहगें े। (ग) यदद दकसी सदस्ट्य की मृत्यु हो जाने के कारण अथिा सजमजत की सदस्ट्यता से त्याग-पत्र देने के कारण स्ट्थान ररक्त होता ह ै तो उस स्ट्थान पर जनयक्तु सदस्ट्य सजमजत के कायचकाल में स े िेष अिजध के जलए ही सदस्ट्य रहगे ा। (घ) जििेष पररजस्ट्थजतयों में सजमजत का कायचकाल घर्ाया या बढ़ाया जा सकता ह।ै4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART I—SEC.1] 4. सामान्य सजमजत का मुख्यालय नई ददल्ली म ें होगातथाजप, सजमजत अपनी बैठकें आिश्यकता पडने पर ददल्ली स े बाहर दकसी अन्य स्ट्थान पर भी कर सकती ह।ै 5. यात्रा तथा अन्य भत्त े राजभाषा जिभाग, गृह मंत्रालय के ददनांक 03 फरिरी, 2006 के कायाचलय ज्ञापन संख्या ।।/20034/04/2005- रा.भा.(नीजत-2) द्वारा यह उल्लेख दकया गया ह ै दक चूंदक केंरीय मंत्रालयों/जिभागों द्वारा गरठत हहदी सलाहकार सजमजतयों में नाजमत 15 गरै -सरकारी सदस्ट्यों म ें 06 संसद सदस्ट्य होत े हैं, अत: यात्रा/दैजनक भत्ता प्रािधान को अजधक स्ट्पष्ट करत े हुए जनम्न प्रािधान दकया जाता ह ै:- (क) सजमजत में नाजमत सांसदों को ''संसद सदस्ट्य (िेतन, भत्ता एिं पेंिन) अजधजनयम, 1954'' के प्रािधानों एि ं समय-समय पर जारी दकए गए संिोधनों तथा उनके अधीन बनाए गए जनयमों के अनुसार यात्रा भत्ता तथा दैजनक भत्ता ददया जाएगा। (ख) सजमजत में अन्य गैर-सरकारी सदस्ट्यों को राजभाषा जिभाग के ददनांक 22 जनिरी, 1987 के कायाचलय ज्ञापन संख्या ।।/20034/04/86-रा.भा.(क-2) में जनजहत ददिा जनदेिों के अनरूु प और भारत सरकार द्वारा समय-समय पर यथा संिोजधत जनधाचररत दरों एिं जनयमों के अनुसार यात्रा भत्ता तथा दैजनक भत्ता देय होगा। आदेि आदेि ददया जाता ह ै दक इस सकं ल्प की प्रजत सजमजत के सभी सदस्ट्यों, सभी राज्य सरकारों और सघं राज्य क्षेत्रों के प्रिासकों, भारत सरकार के सभी मंत्रालयों/जिभागों, मंजत्रमंडल सजचिालय, राष्ट्रपजत सजचिालय, उप राष्ट्रपजत सजचिालय, प्रधानमंत्री कायाचलय, संसदीय कायच मंत्रालय, लोक सभा सजचिालय, राज्य सभा सजचिालय, नीजत आयोग, संसदीय राजभाषा सजमजत, भारत के जनयंत्रक तथा महालेखा परीक्षक कायाचलय, महालेखाकार, केंरीय राजस्ट्ि, जनिाचचन आयोग, संघ लोक सेिा आयोग को भेजी जाए। यह भी आदिे ददया जाता ह ै दक इस संकल्प को जनसाधारण की जानकारी के जलए भारत के राजपत्र म ें प्रकाजित दकया जाए। सु. FUNCTIONS OF THE COMMITTEE[भाग I—खण् ड 1] भारत का राजपत्र : असाधारण 7 Functions of the Samiti will be to render advice to the Government in regard to the implementation of the provisions relating to Official Language contained in the Constitution, Official Languages Act and Rules framed thereunder, decisions of the Kendriya Hindi Samiti, implementatioin of the instructions issued by the Department of Official Language and give advice to progressive use of Hindi in the Department of Telecommunications and its attached, subordinate, corporate offices/undertakings. 3. TENURE OF THE SAMITI The tenure of the Samiti shall be three years from the date of its constitution i.e. from the date of issue of this resolution, provided that :- (a) A member, who is a Member of Parliament, ceases to be member of the Samiti as soon as he/she ceases to be a Member of Parliament. (b) Ex-officio Members of the Samiti shall continue as members a long as they hold the office by virtue of which they are members of the Samiti. (c) If a vacancy arises in the samiti due to resignation or death of a member, the member appointed in that capacity shall hold the office for residual term. (d) Under special circumstances, the tenure of the Samiti can be extended. 4. GENERAL Headquarter of the Samiti will be in New Delhi, but the Samiti can convene its meetings at any other place other than Delhi, if necessary. 5. TRAVELLING AND OTHER ALLOWANCES The Department of Official Language, Ministry of Home Affairs, vide their O.M. No. II/20034/04/2005-OL(Policy-2) dated 3rd Februrary, 2006 has stated that as the 15 non official members include 06 Members of Parliament, nominated in the Hindi Salahakar Samiti, constituted by the Central Ministries/Departments, so the provision regarding travelling/daily allowance is made more elaborate in the following manner :- (a) The Members of Parliament nominated in the Samiti will be paid travelling/daily allowance as per the provisions in the ―Members of Parliament (Salary, Allowance and Pension) Act, 1954, as amended from time to time and rules made thereunder. (b) Travelling/daily allowance to other non-official Members of the Samiti will be paid as per the guidelines contained in the Department of Official Language’s O.M. No. II/20034/04/86-OL (A-2) dated 22nd January, 1987 and in accordance with the prescribed rates and rules as amended from time to time by the Government of India. ORDER Ordered that a copy of this resolution be communicated to all the members of the Samiti, all State Governments and Union Territory Administrations, all Ministries and Departments of the Government of India, President’s Secretariat, Vice President’s Secretariat, Prime Minister’s Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Lok Sabha Secretariat, Rajya Sabha Secretariat, NITI Aayog, Comptroller and Auditor General of India, Accountant General, Central Revenue, Election Commission and Union Public Service Commission.
