The Intemational Convention on Standards of Training, Certification, and Watchkeeping for Seafarers, 1978 as amended (STCW, 1978) was adopted by the Intemational Maritime Organization at London on 7th July 1978. The Convention entered into force intemationally on 28th April 1984. As of date, this Convention has been ratified by 167 countries representing 98.91% of the Gross Tonnage of the World Merchant Fleet. This Convention was acceded to, by India on 16th November 1984 and accordingly entered into force on l6 February 1985. The Merchant Shipping Act, of 1958 (Act 44 of 1958) was amended by Act l3 of 1987 to incorporate this Convention in the Act w.e.f. 0lst day of July 1989. 2. Whereas. this Directorate has issued M.S. Notice No. 04 of 2022 dated 04.04.2022, regarding the Continued Professional Competence of seafarers in possession of Certificate of Competency of the nautical discipline. 3. Whereas, this Directorate has issued M.S. Notice No. 07 of 2022 dated 13.07.2022' pertaining to the clarification on previously issued M.S. Notice 04 of 2022 dated 04.04.2022, regarding Continued Professional Competence of Seafarers in possession of Certificate of Competency (CoC) of nautical discipline. 4. Whereas, this Directorate has issued M.S. Notice No. 05 of 2023 dated 26'04.2023, pertaining to Addendum to M.S. Notice No. 04 of 2022 dated 04.04.2022, regarding Continued Professional Competence of Seafarers in possession of Certificate of Competency (CoC) of nautical discipline. 5. This M.S. Notice supersedes the M.S Notice No. 04 of 2022 dated 04.04.2022, M.S. Notice No.07 of 2022 dated 13.07.2022. M.S. Notice No.05 of 2023 dated26.04.2023, and any other administrative instructions issued in regard to revalidation course, as required for revalidation ofthe nautical grade COCs. Further, it may be noted that this training is separate from'Refresher and Updating Training' which is a mandatory requirement for transition of certificate of competency from STCW 1995 amendmenls to STCW 2010 amendments' 6. Meet the standards ofmedical fitness as prescribed by these rules; and b. Establish continued professional competence in accordance with section A-l/l I of the STCW Code. c. Comply with additional requirements as specified by the Directorate General of Shipping. 7. ln regard to establishing required continued prolessional competence as per A-l/1 I of the STCW Code, and also as per the Rule 14 (l )(b) of the M.S (STCW) Rules 2014, required provisions have been incorporated in Para 3, Section 1/l I of Training, Examination and Assessment Programme (TEAP) Part A. 8. Based upon discussion with stakeholders, analysis of various audits, inspections, and survey findings, there is a need to enhance and refresh knowledge of seafarers prior to revalidation of their COCs, in aspects such as, information on recent and upcoming legislative amendments; important matters pertaining to maritime safety, security, and prevention & control of pollution from ships; trends and overview of findings noted during PSC & FSI inspections; learning form various incident reports; etc. In order to cover the aforesaid aspects, a three day course with total duration of 24 hours, has been developed in consultation with the various industry stakeholders, and the said course is also in line with the revalidation course presently being conducted for the revalidation of the engineering grade CoCs. 9. This course has now been mandated for revalidation of all Nautical grade COCs as per provisions of the Rule l4(l)(c) of the M.S (STCW) Rules 2014. 10. The syllabus of this revalidation course is as per the Annexue - I, which is appended herein, and the lormat of the course completion certificate is as per Annexure-ll, which is also appended herein. . The requirements of this Revalidation Course for revalidation of COCs of Masters and Deck 1 1 Officers will come into force with effect from lst August 2023. Hence, all Maritime Training Institutes which have approval for conducting the'Refresher and Upgrading Training Course' required for transition of COCs from STCW 1995 amendments to STCW 2010 amendments, for Masters and Deck Officers, shall be considered approved for conduct this 3-day of Revalidation Training Course for Masters and Deck Officers, with syllabus as attached at Annexure - I, and certificate be issued as per the format attached at Annexure - II This is issued with the approval ofthe Director General of Shipping in the rank of Secretary to the Govt. of India. \ s6lzozg (Capt.
