16 िून, 2025 का.आ. 3532(अ).—पटसन और पटसन वस्त्र जनयंरण आदिे , 6 और 5 के खडं 2016(1) में प्रदत िजक्तयों का प्रयोग करते हुए अधोहस्ट्ताक्षरी द्वारा ददनांक 20.05.को िारी समसंख्यक आदेि में आंजिक संिोधन करते हुए मैं 2025, मलय चंदन चक्रबती, पटसन आयुक्त, एतद्द्वारा जनदिे देता ह ूँदक आप अपन े स्ट्वयं के खात े म ें औरया तीसरे पक्ष के खात े म ें / -: कच्चे िूट का स्ट्टॉक नीचे दी गई ताजलका के अनुसार काम करेंगें कच्चे िूट व्यापारी/ डीलर/एिेंजसयां/स्ट्टॉदकस्ट्ट/जमलों की श्रेणी कच्चे िूट की अजधकतम मारा रखी िाएगी (क) (ख) (ग) 1 बेलर जिनके पास एक ही पररसर म ेंकच्चा िूट बेललगं प्रेस ह ै 500क्वंटल 2 कच्चे िूट के अन्य सभी श्रेजणयों के व्यापारी/डीलर/एिेंसी /स्ट्टॉदकस्ट्ट 100क्वंटल 3 जिन्होने इस कायाालय आदेि ददनांक 05.03.2024के अनुसरण म ें 500दकलोग्राम ददनांक 15.07.2024 के भीतर इस कायाालय म ें पंिीकरण के जलए आवेदन नहीं दकया ह।ै 4 िूट जमलें/कच्च ेिूट से िूट वस्ट्तुए ंबनाने वाली जनमााण इकाईया ूँ चालू उत्पादन दर के अनुसार 45 ददनों की खपत 5118 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 2. मै आगे जनदेि देता ह ूँदक अगर यह धाररत दकए िा रह ेकॉलम (बी) में उजल्लजखत कच्चे िूट व्यापाररयों की श्रेणी के अनुरुप कॉलम (सी) म ें उजल्लजखत मारा स े अजधक होती ह ै तो इस आदिे की तारीख स े 30 िून, 2025 के भीतर कच्च े िूट की अजतररक्त मारा को बेच देंगे और 04 िलु ाई, 2025 के भीतर परेजिती (कन्साइनी) को उक्त मारा की जडलीवरी वास्ट्तजवक रुप से करेंग े तथा उसके तुरंत बाद ईमले (jcoffice@jutecomm.gov.in) द्वारा सत्यापन के जलए समर्थात दस्ट्तावेिी साक्ष्य के साथ कच्चे िूट की अजधक मारा की जबक्री/जडलीवरी का उल्लेख करत े हुए एक अनुपालन ररपोटा भेिेंगे। अगर आपके पास उपयक्तुा सीमा से ज्यादा स्ट्टॉक है, तो नए स्ट्टॉक की खरीद तुरंत रोक द ें िब तक दक स्ट्टॉक उजल्लजखत सीमा से नीचे ना आ िाए। 3. एक पररसर म ें स्ट्टॉक दकए गए कच्च े िूट को, चाह े ऐसे व्यापाररयों/स्ट्टॉदकस्ट्टों के नाम जभन्न जभन्न क्यों न हो, इस आदेि की व्याख्या के प्रयोिनाथा एक ही स्ट्टॉक माना िाएगा, ऐसे अपवाद को छोड़कर िब उक्त िूट को एक वाजणजज्यक गोदाम म ें स्ट्टॉक दकया िाता हो और व्यापारी/स्ट्टॉदकस्ट्ट पृथक व्यापार लाइसेंस, पथृ क पैन, पटसन आयुक्त के कायाालय के साथ अलग पंिीकरण और गोदाम दकराए के जलए अलग दकराया अनुबंध/रसीद सभी एक साथ और सामूजहक रुप से प्रस्ट्तुत करने म ेंसक्षम हों। 4. यदद आप इस आदेि के प्रावधानों का अनुपालन नहीं कर पात े ह ैं तो आप पटसन एव ं पटसन वस्त्र जनयंरण आदेि, 2016 के खंड 11 के साथ परित आवश्यक वस्ट्त ु अजधजनयम, 1955 की धारा 7 के तहत दडं नीय होंगे, जिसम ें कारावास और िुमााने का प्रावधान ह।ै 5. यह आदेि तत्काल प्रभाव से लागू होगा और दकसी भी समय इसे संिोजधत करन े के अजधकार के तहत अगले आदेि तक वैध माना िाएगा। 6. मैं यह भी अनुदेि देता ह ूँ दक कच्चा िूट स े िूट वस्ट्तुए ं बनान े वाले िूट जमल/उत्पादन इकाईयों पर स्ट्टॉक सीमा के संबंध में आयाजतत िूट को इस आदेि से छूट देन े के मामल े को, जनयाात प्रजतबद्धता या जनिी बािार म ें जबक्री दिाान े वाल े संगत दस्ट्तावेि के साथ अभ्यावेदन प्राप्त होने पर मामले- दर-मामले आधार पर जवचार दकया िाएगा। 7. मैं आगे यह भी जनदेि देता ह ूँदक यह आदेि भारतीय िूट जनगम द्वारा खरीद ेगए कच्चे िूट के स्ट्टॉक पर लागू नहीं होगा। 8. इसके अलावा, उपयक्तुा आदेि के खडं 9(1) के उप-खंड (बी) और (सी) के अनुसरण मे, मैं राज्य पुजलस अजधकाररयों तथा अजधकृत प्रजतजनजधयों को पररसरों सजहत गोदामों म ें प्रवेि करन े और तलािी लने े के जलए तथा इस आदेि के िवाब में उनके द्वारा रखे गए स्ट्टॉक को सही ढगं से घोजित दकया गया ह ै या नहीं, यह सत्याजपत करने के जलए उनके कब्िे के अधीन उनके बजहयों और अन्य अजभलेखों का जनरीक्षण करने तथा पूवा में िारी दकए गए और दिलहाल प्रभावी दकसी भी अन्य आदेि के अनुपालन की िांच करन े एवं कच्चे िूट को िब्त करन े का जिसके बारे में उनके पास यह जवश्वास करने का कारण ह ै दक उसे इस आदेि या िारी दकए गए और दिलहाल प्रभावी दकसी भी अन्य आदेि के उल्लंघन में संग्रजहत दकया गया ह ै तथा पटसन और पटसन वस्त्र जनयंरण आदेि, 2016 और आवश्यक वस्ट्त ु अजधजनयम, 1955 के प्रावधानों के तहत अन्य कोई भी कानूनी कारावाई करने के जलए, म ैं सभी आवश्यक सुजवधाएं प्रदान करन े 3532(E).—In partial modification of the Order of even number dated 20-05-2025 issued by the undersigned in exercise of the powers vested under Clause 6(1) (iii) &Clause 5of the Jute and Jute Textiles Control Order, 2016, I, Moloy Chandan Chakrabortty, Jute Commissioner, hereby direct that you shall reduce the stocks of raw jute on your own account and /or on account of third parties mentioned in the table below: Category of raw jute traders/ dealers/agencies/stokists/Mills Maximum quantity of raw jute to be held (a) (b) (c) 1 Balers who are having raw jute Baling Press in the same premises 500 Quintals 2 All other categories of traders/dealers/agencies/stockist of raw jute 100 Quintals[भाग II—खण् ड 3(ii)] भारत का रािपर : असाधारण 3 3 500 Kilograms Those who have not applied to this office for registration in pursuance of this office Order dated 05-03-2024 within 15-07-2024 4 Jute Mills / Manufacturing units of Jute Goods from raw jute 45 days’ consumption as per current production rate 2. I further direct that you to sell the quantity of raw jute if it is in excess of the quantity mentioned in column (c) corresponding to the category of raw jute traders mentioned at column (b) being held by you within 30th June 2025 from the date of this Order and physically deliver the same to the consignee within 4th July 2025 and to send a compliance report indicating sale / delivery of the excess quantity of raw jute along with supporting documentary evidence for verification by email (jcoffice@jutecomm.gov.in) immediately. If you are holding stock excess to the above limit, purchase of fresh stock shall be stopped forthwith till stock comes below the above mentioned limit. 3. Raw jute stocked in a single premise irrespective of in different names of such traders/stockists etc. will be considered as total single stock for the purpose of interpretation of this Order except when such jute is stocked in a Commercial godown and such traders/stockists are able to produce separate trade license, separate PAN, separate registration with JC office and also separate rent agreement/receipt for godown rent all together and collectively. 4. If you fail to comply with the provisions of this Order, you shall be punishable under clause 11 of the Jute and Jute Textiles Control Order, 2016 read with Section 7 of the Essential Commodities Act, 1955 which provides for imprisonment and fine. 5. This Order shall come into force with immediate effect and remain valid till further orders subject to reservation of right to modify the same at any point of time. 6. I further state that for the stock limit on Jute Mills/Manufacturing units of jute goods from raw jute, exemption of imported jute from this order will be considered on a case-to-case basis after receipt of representation supported by relevant documents showing export commitments or sale in private markets. 7. I further state that this Order shall not be applicable to stocks of raw jute procured by The Jute Corporation of India Ltd. 8. Further, in pursuance of sub-clause (b) and (c) of clause 9(1) of the aforesaid Order, I direct to afford necessary facilities to my authorized representatives state Police officials to enter and search their premises including the godowns and also to inspect their books and other records under their possession with a view to verifying whether or not stocks held by them have been correctly declared or not in response to this Order & also to seize raw jute which he/she has reason to believe to have been stored in contravention to this order& to take any other legal action within provisions of the Jute and Jute Textiles Control Order, 2016 & Essential Commodities Act, 1955.
