Sub.: Revision of tration fees and annual fees for recurring exDenses towards
ISPS and DGComm Centre - res
This circular is in reference to N.T. Branch Circular No: NTiISPSiO2i2olO,
dated, 22nd, January 2010, which communicated the requirements regarding the fee
payable for the operation and maintenance of the DG Communication Centre to all
ship owners and port flacilities.

Over the past decade, the maritime industry has experienced significant
growth, leading to an increase in both the number of Indian seafarers and ship raffic
in Indian waters. Consequently, the role of the DG Communication Centre has
expanded considerably, necessitating greater efforts to manage its role and
responsibilities.
3. In light of the increasing number of security and casualty incidents in the
Red Sea, Gulf of Aden, and surrounding regions. the DGCommunication Centre has
been a crucial first point ofresponse for such emergencies. The personnel deployed at
the Communication Centre have played a critical role in such emergencies,
however,the remuneration have not seen corresponding increases due to the lack of
fee revisions over l.he years.

Despite the yearly increase in expenses for manning, upkeep, and maintenance
of the Communication Centre, driven by the risingConsumer Price Index (CPI), the
fee structure to cover these expenses has not been revised since 2010.

After careful review and analysis of the subject matter, a decision has been
taken to revise the one-time registration fees and the annual fee for the services
provided by the DG Communication Centre to meet the increasing expenses. The
proposed fee structure was circulated to alI the stakeholders and their feedback taken
into consideration while finalizing the revised fees structure.

Fee demand of DG Communication Centre will be raised to the port (major /non-
major) and shipyards by DG Communication Centre of DG Shipping in the form of Statement
of Contribution for one time registration and annual fees. Further, auditors undertaking
verification audits of Major and Non major ports and Indian Ships shall verify that dues forthe DGCOMM Centre are paid by the Port authorities and ship owner prior to conduct of
ISPS audits.

In the event the applicable fees due are not cleared by the stipulated date,
appropriate action as deemed necessary and additional penalty shall be imposed by
the Directorate.
t l. Further. the fees payable will be checked by DGCOMM center during annual
testing of Ship Security Alert System (SSAS) any by the Mercantile Marine
Departments.

It is to be noted that the fund collected for operation of DG Comm Centre is of the
stakeholders and it is not the revenue of IRS or DGS. DC Comm Centre operates based on
cost sharing arrangement among the stakeholders which is evident from DGS circulars on this
matter. Since the contribution by the stake holders is their share of operation ofthe DG Comm
Centre and it is based on the concept of mutuality, the applicability of TDS Deduction, GST
lely etc. may not arise as there is no commercial service provided.
13. All (ndian Ship owners, ports and shipyards may please be guided
accordingly.

This fee revision circular is applicable with effect from 01.08.2024.
