No: F.1(1)/MICS/LAC/2023/2642-51.—In the exercise of the power conferred by Sub-Section (1) of Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 read with Government of India, Ministry of Home Affairs Notification No. S.O 2740 (E) dated 21st October, 2014, read with S.O. 2014 (E) dated 21.07.2015, it appears to Lieutenant Governor of National Capital Territory of Delhi, being the appropriate Government that in total 1509.13 Sq. Mtr. (0.150913 hectare) land is required in the Khanpur Village of Sub Division Hauz Khas in District South for public purpose for construction of Metro viaduct and Flyover at Khanpur Village, New Delhi. The Social Impact Assessment Study was carried out by Indian Institute of Public Administration, IP Estate, Ring Road, New Delhi and final SIA report was submitted on 28-03-2022.6 DELHI GAZETTE : EXTRAORDINARY PART IV] The summary of the Social Impact Assessment Report/preliminary investigation is as follows. “As per the Social Impact Assessment Report, the proposed parcel of land for acquisition is bare minimum and will serve legitimate and bonafide public purpose. The project will serve public purpose and also be beneficial socially. The project shall have minimum disturbance to the infrastructure and minimum impact on the individuals. There is no adverse impact on the environment from the project in question.” The total number of 36 land owners and 36 families are likely to be effected due to proposed acquisition of land. The detailed report is given in the Social Impact Assessment study report in Para 5.1 at page No. 61 of S.I.A report. The Additional District Magistrate, South Revenue District, Government of National Capital Territory of Delhi is appointed as Administrator under the provision of Section 43 of RFCTLARR Act, 2013 for purpose of rehabilitation and resettlement of the affected families. Therefore it is notified that for the above said project in the Khanpur Village of Sub Division Hauz Khas in District South, a piece of land under acquisition measuring 1509.13 Sq. Mtr. The Plan and other details of the land to be acquired can be inspected by the interested person in the office of the District Collector District (South) Revenue Department, Government of NCT of Delhi and Office of the CPM-6 (Civil) Delhi Metro Rail Corporation, on any working day during the working hours.10 DELHI GAZETTE : EXTRAORDINARY PART IV] The Government is pleased to authorize District Magistrate / Additional District Magistrate (South) and his staff to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act. Under section 11 (4) of the Act, no person shall make any transaction or cause any transaction of land i.e. sale/purchase etc. or create any encumbrances on such land from the date of publication of such notification without prior approval of the collector. Objection to the acquisition, if any may be filed by the person interested within 60 (Sixty) days from the date of publication of this notification as provided under section 15 of the Act before the Collector. If the Government of National Capital Territory of Delhi is satisfied that the land is needed for public purpose, a final Notification will be published in the Delhi Gazette in due course.
