## Policy Analysis Report: Amendment to the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011 **1. Executive Summary:** This report analyzes an amendment to the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011 (Delhi Act 07 of 2011). The amendment, documented in a notification dated December 30, 2021, adds "Registration of new Cooperative Society" to the list of services covered under the Act, mandating a turnaround time of 90 working days for this service. The amendment aims to enhance transparency and accountability in the cooperative society registration process by establishing a legally binding timeframe. **2. Introduction:** This report provides an overview and analysis of an amendment to the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011. The analysis is based solely on the provided government notification text. The purpose is to inform affected industries about the change, its implications, and expected outcomes. **3. Policy Overview:** * **Original Policy:** Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011 (Delhi Act 07 of 2011). * **Core Objective(s):** As inferred from the context of the amendment, the original Act aims to ensure timely delivery of specified government services to citizens. This is indicated by the explicit reference to time bound delivery in the Act's name and the notification's purpose. **4. Background and Rationale:** The amendment likely arises from a need to improve the efficiency and predictability of the cooperative society registration process in Delhi. The inclusion of a specific timeframe (90 working days) suggests that delays or inconsistencies in the past may have prompted this change. The government aims to streamline the process and provide citizens with a guaranteed timeline for registration. **5. Key Provisions / Changes:** This is an *amendment*, and therefore this section focuses on the *changes* introduced: * **Specific Part of the Original Policy Changed:** The Schedule appended to the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011. * **New Rule/Provision:** A new entry (565) is added to the Schedule, introducing a time-bound service for the "Registration of new Cooperative Society." The new entry stipulates that this service must be delivered within 90 working days from the date of application receipt. * **Difference/Effect of Change:** Before the amendment, there was no legally mandated timeframe for the registration of new cooperative societies. This amendment imposes a deadline, making the process more predictable and holding the responsible agency (Registrar of Cooperative Societies) accountable for timely service delivery. Failure to meet the deadline may lead to penalties or other consequences as defined in the original Act (though these are not detailed in the amendment text itself). **6. Target Audience and Stakeholders:** The primary target audience consists of individuals and groups seeking to register new cooperative societies in the National Capital Territory of Delhi. Key stakeholders include: * **Applicants for Cooperative Society Registration:** The amendment directly benefits them by providing a guaranteed timeframe for the registration process. * **Registrar of Cooperative Societies:** The designated responsible organization bears the responsibility of adhering to the 90-day deadline. * **Information Technology Department:** As referenced in the notification, this department likely plays a role in the policy's implementation and monitoring. **7. Implementation Aspects (Inferred):** * **Responsible Agency/Bodies:** The Registrar of Cooperative Societies is directly responsible for ensuring the registration process is completed within 90 working days. * **Timelines/Procedures:** The key timeline is the 90-working-day window for service delivery. The specific procedures for registration are likely governed by existing regulations of the Registrar of Cooperative Societies, with this amendment adding the time constraint to the existing process. * **Amendment Specific Implementation:** The Registrar will need to adapt its processes to ensure compliance with the new 90-day deadline. This may involve streamlining workflows, improving communication with applicants, and implementing tracking mechanisms to monitor progress. **8. Expected Outcomes / Impact of Changes:** The intended outcome of this amendment is to improve the efficiency, transparency, and accountability of the cooperative society registration process. The expected impacts include: * **Reduced Delays:** Applicants should experience shorter and more predictable processing times. * **Increased Transparency:** The legally mandated timeframe promotes transparency by setting a clear expectation for service delivery. * **Enhanced Accountability:** The Registrar of Cooperative Societies becomes accountable for meeting the 90-day deadline. * **Increased Formation of Cooperative Societies:** Reduced processing times might lead to an increased interest to forming new Cooperative Societies **9. Conclusion:** The amendment to the Delhi Right of Citizen to Time Bound Delivery of Services Act, 2011, introducing a 90-working-day deadline for the registration of new cooperative societies, represents a significant step towards improving citizen services in Delhi. By establishing a legally binding timeframe, the government aims to enhance the efficiency, transparency, and accountability of the registration process, ultimately benefiting individuals and groups seeking to form cooperative societies. The success of this amendment will depend on the effective implementation by the Registrar of Cooperative Societies and adherence to the stipulated timeline.
