No. 161 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI प्रजिक्षण और तकनीकी जिक्षा जिभाग अजधसचू ना दिल्ली, 24 िुलाई, 2023 एफ.3(08)/2022/टीटीई/ई-IV/567.—गृह मंत्रालय, भारत सरकार की दिनांक 13 िुलाई 1959 की अजधसूचना सं. िी.एस.आर. 840 के साथ पठित भारत के संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल एतद्द्वारा "प्रजिक्षण और तकनीकी जिक्षा जिभाग", राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार म ें "मल्टी टासस्ट्कंग स्ट्टाफ (एमटीएस)” के पि की भती पद्धजत को जिजनयजमत करने के जलए जनम्नजलजित जनयम बनाते ह,ैं अथाात्:- 1. सजं क्षप्त िीर्का एि ंप्रारंभ :- (i) इन जनयमों को "मल्टी टासस्ट्कंग स्ट्टाफ (एमटीएस)” भती जनयमािली, 2023 कहा िायेगा। (ii) ये दिल्ली रािपत्र में अपने प्रकािन की जतजथ से लाग ूहोंगे। 2. पिों की सख्ं या, िगीकरण तथा िते न मठै रक्स म ें स्ट्तर :- पिों की संख्या, इनका िगीकरण तथा िेतन मैठरक्स म ें स्ट्तर इन जनयमों के साथ संलग्न अनुसूची के कॉलम (2) से (4) में यथाजिजनर्िष्टा होंगे। 4767 DG/2023 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भती पद्धजत, आय ु सीमा तथा अन्य योग्यता इत्यादि :- उि पि की भती पद्धजत, आयु सीमा, योग्यताएं एि ं इससे संबंजधत अन्य मामले उि अनुसूची के कॉलम (5) से (13) में यथाजिजनर्िष्टा होंगे। 4. अयोग्यता :- ऐसा कोई भी व्यजि, (क) िो दकसी व्यजि के िीजित पजत / पत्नी के होते हुए जििाह करता ह ैया जििाह का अनुबंध करता है, या (ि) िो एक िीजित पजत/पत्नी के होते हुए दकसी व्यजि से जििाह कर चुका ह ैया जििाह अनुबंध कर चुका है। िह उि पि पर जनयुजि का पात्र नहीं होगा। िता यह ह ै दक यदि सरकार संतुष्ट ह ै दक ऐसा जििाह ऐसे व्यजि एि ं जििाह के अन्य पक्षकार पर लाग ू व्यजिगत कानून के अंतगात अनुमत ह ै और इस बात से संतुष्ट हो िाने पर दक ऐसा करने के जलये जििेर् आधार ह/ै ह ैं दकसी भी ऐसे उम्मीििार को इस जनयम के प्रितान की छूट िे सकेगा। 5. जिजथल करन े की िजि :-िहां सरकार का यह मत हो दक ऐसा करना आिश्यक अथिा समीचीन ह,ै तो िह कारणों को अजभजलजित करते हुए तथा आििे द्वारा व्यजियों की दकसी श्रेणी या िग ा के संबंध में इन जनयमों के उपबंध में से दकसी को भी जिजथल कर सकेंगे। 6. बचाि- इन जनयमों की दकसी भी बात का सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों, अन्य जपछड़ा िगों, भूतपूिा सैजनक या अन्य जििेर् िगों के व्यजियों के जलये उपबंजधत दकये िाने के जलये आरक्षण, अपेजक्षत आयु सीमा में छूट और अन्य ठरयायतों पर कोई प्रभाि नहीं पड़ेगा। अनसु चू ी 1 पिनाम : मल्टी टासस्ट्कंग स्ट्टाफ (एम.टी.एस) 2 पिों की संख्या : 146* (2023) *कायाभार के आधार पर जभन्नता के अधीन 3 िगीकरण : सामान्य केंद्रीय सेिा, समूह ग , अरािपजत्रत अजलजपकीय 4 िेतन मैठरक्स में िेतन स्ट्तर : स्ट्तर : 1 (18000-56900/-रुपये) िेतन मैठरक्स में 5 क्या चयन पि ह ैअथिा गैर चयन पि : लागू नहीं 6 सीधी भती िाले उम्मीििारों के जलए आयु सीमा : 18-25 िर्ा* (केंद्र सरकार द्वारा िारी जनिेिों या आिेिों के अनुसार जिभागीय उम्मीििार के जलए 40 िर्ा तक की छूट) नोट: आयु सीमा जनधााठरत करने की महत्िपूणा जतजथ डीएसएसएसबी/सक्षम प्राजधकारी द्वारा जिज्ञाजपत की िाएगी। *पि अजिल भारतीय िुली प्रजतयोजगता द्वारा भरे िाने की जस्ट्थजत में आयु सीमा 18 िर्ा से 27 िर्ा के बीच होगी। 7 सीधी भती िाले उम्मीििारों से अपेजक्षत िैजक्षक तथा अन्य : आिश्यक: योग्यताएँ मान्यता प्राप्त बोडा/संस्ट्थान से मैठरकुलेिन या समकक्ष पास। 8 क्या सीधी भती िाले उम्मीििारों के जलए जनधााठरत : लागू नहीं िैजक्षक योग्यता एिं आयु सीमा पिोन्नजत िाले उम्मीििारों पर भी लागू होगी। 9 पठरिीक्षा की अिजध, यदि कोई हो। : िो साल 10 भती की पद्धजत चाह ेसीधी भती द्वारा या पिोन्नजत द्वारा या : सीधी भती द्वारा । प्रजतजनयुजि/आमेलन द्वारा और जिजभन्न तरीकों से भरे िाने िाले पिों की प्रजतितता।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 11 प्रोन्नजत/प्रजतजनयुजि/आमेलन द्वारा भती के मामले में िे ग्रेड : लागू नहीं जिनसे प्रोन्नजत/प्रजतजनयुजि/आमेलन दकया िाना ह।ै 12 यदि कोई जिभागीय पुजष्टकरण सजमजत जिद्यमान ह,ै तो : समहू 'सी' जिभागीय पजुष्टकरण सजमजत (पजुष्ट पर जिचार करन ेके जलए): उसकी संरचना क्या ह ै? 1. प्रधान सजचि/सजचि (जिद्युत) - अध्यक्ष 2. संबंजधत जिभागाध्यक्ष - सिस्ट्य 3. उप सजचि (जित्त) – सिस्ट्य। नोट: जिभागीय पुजष्टकरण सजमजत का िठरष्ठतम सिस्ट्य अध्यक्ष के रूप म ें काया करेगा यदि जिभागीय पुजष्टकरण सजमजत का अजधसूजचत अध्यक्ष दकसी अन्य सिस्ट्य से कजनष्ठ होता ह।ै 13 भती करने में जिन पठरजस्ट्थजतयों में संघ लोक सेिा आयोग : लागू नहीं से परामिा दकया िाना ह।ै राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल के आििे से और उनके नाम पर, आर एजलस िाज़, आयुि-सह-सजचि (टीटीई) DEPARTMENT OF TRAINING AND TECHNICAL EDUCATION NOTIFICATION Delhi, the 24th July, 2023 F. 3(08)/2022/TTE/E-IV/567.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India read with Government of India, Ministry of Home Affairs Notification Number G.S.R 840 dated the 13th July, 1959, the Lt. Governor, National Capital Territory of Delhi is pleased to make rules regulating the method of recruitment to the post of Multi Tasking Staff (MTS) in the Department of Training & Technical Education, Government of National Capital Territory of Delhi as following, namely.- 1. Short title and commencement.- (i) These rules may be called the Multi Tasking Staff (MTS), Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of post, its classification and level in pay matrix.- The number of said posts, their classification and level in pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc.- The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns 5 to 13 of the said Schedule. 4. Disqualifications.- No Person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for the appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.- Where the Government is of opinion that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing may relax any of the provisions of these rules with respect to any class or category of persons. 6.
