NOTIFICATION
Delhi, the 27th April, 2023
No. F. 2/3/2021-AC/1149.—In exercise of the powers conferred by the proviso to article 309 of the
Constitution, read with the Government of India, Ministry of Home Affairs Notifications No.27/59–Him/(I) and
F.24/78/68-DH(S), dated the 13th July, 1959 and 24th September, 1968 respectively, the Lieutenant Governor of the
Government of National Capital Territory of Delhi, after prior consultation with Union Public Service Commission, is
pleased to make the following amendments to the Government of National Capital Territory of Delhi Accounts
Service Rules, 2012 published vide Gazette Notification of this Government vide Notification F. No. 2/2/2005-
AC/DS.I/1707-1710 dated 4th September, 2012 as namely:
(i) These rules may be called the Government of National Capital Territory of Delhi Accounts Service
(Amendment) Rules, 2023.
(ii) They shall come into force with effect from the date of their publication in the Official Gazette.
In the Government of National Capital Territory of Delhi Accounts Service Rules, 2012 (hereinafter referred to
as the said rules), clause (c) in Rule 2 shall be substituted as ―Appointing Authority in relation to Assistant
Accounts Officer and Accounts Officer means the Chief Secretary and in relation to Senior Accounts Officer,
Deputy Controller of Accounts, Controller of Accounts and Chief Controller of Accounts means the Lt.

Rule 3 clause (iii) of the said rules shall be substituted as ―The post in sub-rule-ii (a), (b), (c) and (d) shall be
classified as General Civil posts in Group A (Gazetted) and in sub rule-ii (e) and (f) shall be General Civil posts
in Group B (Gazetted)‖.
(a) Rule 6 clause (C) of the said rules shall be substituted as ―The vacancy in the Deputy Controller of
Accounts grade shall be filled by promotion by selection on the basis of the recommendations of
Departmental Promotion Committee from among eligible Accounts Officers/Senior Accounts Officers
having five years regular service in the said posts or five years combined regular service as Senior Accounts
Officer and Accounts Officer in the Level-10: Rs. 56,100-1,77,500 and Level-09: Rs.53,100-1,67,800 in the
Pay Matrix‖.
(b) Rule 6 clause (D) of the said rules shall be substituted as ―The vacancy in the Senior Accounts Officer
grade shall be filled by promotion by selection on the basis of the recommendations of Departmental
Promotion Committee from among eligible Accounts Officers in Level-09: Rs.53,100-1,67,800 in the Pay
Matrix having two years regular service in the Grade subject to availability of posts within 80% of the
sanctioned posts of Accounts Officer. The promotion to these posts shall be made in consultation with the
Commission‖.
(a) Rule 9 clause (i) of the said rules shall be substituted as ―For promotion to the post of Chief Controller of
Accounts, Controller of Accounts and Senior Accounts Officer:

Chief Secretary, GNCT of Delhi — Member
Pr. Secretary (Finance)/ Secretary (Finance), GNCT of Delhi — Member‖
(b) In rule 9 of the said rules, after clause (i), following sub-rule (a) shall be inserted:
―(i) (a) Departmental Confirmation Committee (DCC) from Group B to Group A:
Principal Secretary/Secretary (Finance), GNCT of Delhi — Chairman
Additional Secretary/ Spl. Secretary (Services), GNCT of Delhi — Member

(c) Rule 9 clause (ii) of the said rules shall be substituted as ―For promotion to the post of Deputy Controller of
Accounts and Accounts Officer:
