No. 19(14)/2017/LAS/Estt/ 6267-73.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution, read with the Government of India, Ministry of Home Affairs Notification No.F.27/59-Him(i) J dated the 13th July, 1959, and in supersession of notification No.F.19(46)/95-LA:7066 dated 10th September, 1997, notified by the Legislative Assembly Secretariat, National Capital Territory of Delhi regarding Recruitment Rules for the post of Reporter, the Lt. Governor of the National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to make the amendments to the rules in the Schedule annexed hereto, regarding the method of recruitment and qualifications necessary for appointment to the post of Reporter in the Legislative Assembly Secretariat, National Capital Territory of Delhi, namely:- 1. Short title and commencement:- (i) These rules may be called the ‘Reporter’ Recruitment Rules, 2023. (ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the scheduled annexed to these rules. 3. Number of posts, its classification and level of pay matrix:- The number of said post, its classification and level of the Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule. 4. Method of recruitment, age limit, qualifications etc:-The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns 5 to 13 of the said Schedule. 5. Disqualifications:- No person; (a) Who has entered into or contracted a marriage with a person having a spouse living: or (b) Who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing, so exempt any person from the operation of this rule.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 6. Power to relax:- Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order for reasons to be recorded in writing, relax any of the provisions of these rules in respect of any class or category of persons. 7. Saving:-Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Ex-servicemen and other special categories of persons in accordance with orders issued by the Government from time to time in this regard.
