No.112 भाग IV PART IV राष्ट्रीय राजधानी राज्य क्षत्रे ददल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI अथ.थ एव ंसाजं ययकी जनदेिालय अजधसचू ना नई ददल्ली, 23 जून, 2023 फा. स.ं1/15/2018/अ.स.जन./स्ट्था./1267.—भारत के संजवधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए तथा अथ.थ एवं सांजययकी जनदिे ालय मग रुप-सी (पूवथवती समूह-डी) के पद के जलए समय-समय पर जारी दकए गए जपछले सभी भती जनयमों के अजधक्रमन मग, राष्ट्रीय राजधानी क्षेत्र ददल्ली की सरकार के उपराज्यपाल द्वारा अथ.थ एवं सांजययकी जनदेिालय, राष्ट्रीय राजधानी क्षेत्र ददल्ली सरकार मग मल्टी टास्स्ट्कग स्ट्टाफ (एमटीएस) के पद की भती पद्धजत को जवजनयजमत करने के जलए जनम्नजलजखत जनयम बनात गहैं, अथाथत् :- 1. संजक्षप्त िीर्कथ और प्रारंभ :– (i) इन जनयमों को अथथ. और सांजययकी जनदेिालय, राष्ट्रीय राजधानी क्षेत्र ददल्ली सरकार, एमटीएस भती जनयमावली 2023 कहा जाएगा । (ii) ये जनयम िासकीय राजपत्र मग अपने प्रकािन की जतजथ से लागू होंग ग। 2. पदों की सयं या, उनका बगीकरण तथा वते न मट्रै रक्स म ग स्ट्तर :- उि पदों की संयया, उनका बगीकरण तथा वेतन मैट्ररक्स मग स्ट्तर इन जनयमों के साथ संलग्न अनुसूची के कॉलम 2 से 4 म गयथाजवजनर्ददष्ट होंगग । 4032 DG/2023 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भती पद्धजत, आय-ु सीमा, योग्यताय गइत्यादद :– उि पद की भती पद्धजत, आय-ु सीमा, योग्यताएं एवं इससे संवंजधत अन्य मामले उि अनुसूची के कॉलम 5 से 13 म गयथाजवजनर्ददष्ट होंग ग। 4. अयोग्यता :- ऐसा कोई भी व्यजि, (क) जो दकसी व्यजि के जीजवत पजत / पत्नी के होते हुए जववाह करता ह ैया जववाह का अनुबधं करता है; या (ख) जो एक जीजवत पजत / पत्नी के होते हुए दकसी व्यजि से जववाह कर चुका ह ैया अनुबंध कर चुका है; उि पद पर जनयुजि का पात्र नहीं होगा । ितथ यह ह ै दक यदद सरकार सतं ुष्ट ह ै दक ऐसा जववाह ऐस े व्यजि एव ं जववाह के अन्य पक्षकार पर लाग ू व्यजिगत कानून के अंतगत थ अनुमत ह ै और इस बात से संतुष्ट हो जाने पर दक ऐसा करन े के जलए जविेर् आधार ह ै / ह ैं दकसी उम्मीदवार को इस जनयम के प्रवतथन की छूट दी जा सकेगी । 5. जिजथल करन े की िजि :- जहां सरकार का यह मत हो दक ऐसा करना आवश्यक अथवा समीचीन ह,ै तो आदेि द्वारा तथा कारणों को जलजखत म ग अजभलेखबद्ध करते हुए व्यजियों के दकसी वग थ या श्रणे ी के सम्बन्ध म ग इन जनयमों के उपबधं ो म ग से दकसी को भी जिजथल कर सकगगग । 6. बचाव :- इन जनयमों दक दकसी भी बात का सरकार द्वारा इस संबंध म ग समय- समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, भूतपूवथ सैजनक, अन्य जपछडे वग थ तथा अन्य जविेर् वगों के व्यजियों के जलए उपबजन्धत दकए जान े के जलए आरक्षण अपेजक्षत आयु - सीमा मग छूट और अन्य ट्ररयायतों पर कोई प्रभाव नहीं पडेगा । अनसु चू ी 1. पद नाम मल्टी टास्स्ट्कग स्ट्टाफ 2. पदों की संयया 16* (2023) * इसमग पट्ररवतथन कायथभार पर जनभथर है| 3. वगीकरण सामान्य कगद्रीय सेवा समूह-'सी', अराजपजत्रत, गैर-मंत्रालयी 4. वेतन मैट्ररक्स मग स्ट्तर पे मैट्ररक्स लेवल -1 (18000-56900 रुपये) मग स्ट्तर 5. चयन पद है या गैर चयन पद लागू नहीं 6. सीधी भती के जलए आयु सीमा 18-25 वर्थ के बीच* (कगद्र सरकार द्वारा जारी जनदेिों या आदिे ों के अनुसार जवभागीय उम्मीदवार के जलए 40 वर्थ तक की छूट) नोट : आयु सीमा जनधाथरण हते ु अंजतम जतजथ डी.एस.एस.एस.बी./ सक्ष प्राजधकारी द्वारा जवााजपत होगी। *अजखल भारतीय खुली प्रजतयोजगता द्वारा भरे जाने वाले पद के मामले मग, आयु सीमा 18 वर्थ से 27 वर्थ होगी । 7. सीधी भती के जलए आवश्यक िैजक्षक और अन्य आवश्यक: योग्यताएं। मान्यताप्राप्त बोडथ संस्ट्थान से मैट्ररक या समकक्ष पास । 8. क्या सीधी भती के जलए जनधाथट्ररत आयु और लागू नहीं िैजक्षक योग्यता पदोन्नजतयों के मामले मग लागू होगी। 9. पट्ररवीक्षा की अवजध, यदद कोई हो दो वर्थ 10. भती की जवजध; सीधी भती द्वारा या पदोन्नजत सीधी भती द्वारा (100%) द्वारा या प्रजतजनयजु ि / समावेि द्वारा और जवजभन्न तरीकों से भरी जाने वाली ट्ररजियों का प्रजतित। 11. पदोन्नजत/प्रजतजनयजु ि/ समावेि द्वारा भती के लागू नहीं मामले मग, रेड जजनसे पदोन्नजत/प्रजतजनयुजि/[PART IV DELHI GAZETTE : EXTRAORDINARY 3 अविोर्ण दकया जाना चाजहए । 12. यदद डीपीसी मौजूद ह,ै तो इसकी संरचना समूह-'सी' जवभागीय पुजष्टकरण सजमजत (पुजष्ट पर जवचार करने के जलए): • प्रधान सजचव / सजचव (श्रम) – अध्यक्ष • जवभाग प्रमुख (डीईएस) - सदस्ट्य • उप सजचव (सेवाएं) - सदस्ट्य नोट : जवभागीय पुजष्टकरण सजमजत के वट्ररष्ठतम सदस्ट्य उस जस्ट्थजत मग अध्यक्ष के रूप मग कायथ करगग ेजब जवभागीय पुजष्टकरण सजमजत का अजधसूजचत अध्यक्ष जवभागीय पुजष्टकरण सजमजत के दकसी अन्य सदस्ट्य से कजनष्ठ होगा । 13. जजन पट्ररजस्ट्थजतयों मग भती को लागू करने मग लागू नहीं यूपीएससी से परामिथ दकया जाना चाजहए नोट : यह अजधसूचना, पूवथ अजधसूचना No. F. 2(60)/85-S.II ददनांक 01-11-1988 सेवा-II जवभाग, ददल्ली प्रिािन द्वारा जारी अजधसूचना जजसका अथथ. एव ं सांजययकी जनदेिालय द्वारा अनुिरण दकया जा रहा था, के अजधक्रमण म ग जारी की जाती ह ै| राष्ट्रीय राजधानी क्षेत्र ददल्ली के उपराज्यपाल के आदेि से और उनके नाम पर, िान-ए-आलम, संयुि जनदेिक (प्रिासन) / कायाथलय प्रमुख DIRECTORATE OF ECONOMICS AND STATISTICS NOTIFICATION New Delhi, the 23rd June, 2023 No. F. 1/15/2018/DES/Estt./1267.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and in supersession of all previous recruitment rules issued time to time for the post of Group-'C' (erstwhile group-‘D’) in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lieutenant Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Multi Tasking Staff (MTS) in Directorate of Economics & Statistics, Government of National Capital Territory of Delhi as following namely:- 1. Short title and Commencement:- (i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, MTS Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay Matrix:-The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said Schedule. 4. Disqualifications:- No Person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons.4 DELHI GAZETTE : EXTRAORDINARY PART IV] 6. Saving:– Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. Classification General Central Service Group-'C', Non- Gazetted, Non-Ministerial 4. Level in the Pay Matrix Level-1 (Rs.18000-56900) in the Pay Matrix 5. Whether Selection post or non Not Applicable selection post. 6. Age limit for Direct Recruits Between 18-25 years* (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government) Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled up by All India Open Competition, the age limit would be 18 years to 27 years. 7. Educational & other qualifications Essential: required for Direct Recruits. Matriculation or equivalent pass from Recognised Board/Institute. 8. Whether age & educational Not Applicable qualification prescribed for direct recruits will apply in the case of Promotees. 9. Period of Probation, if any Two Years 10. Method of Recruitment whether By Direct Recruitment (100%) by Direct Recruitment or by Promotion or by Deputation/ Absorption & %age of the vacancies to be filled by various methods. 11. In case of Recruitment by Not Applicable Promotion / Deputation/ Absorption, grades from which Promotion/Deputation/ Absorption to be made. 12. If DPC exists, what is its Group-‘C’ Departmental Confirmation Committee (for considering composition confirmation):  Principal Secretary/Secretary (Labour)- Chairperson  Head of the Department (DES) - Member  Deputy Secretary (Services) - Member Note:- Senior most member of the Departmental Confirmation Committee shall act as Chairperson in case the notified Chairman of the Departmental Confirmation Committee happens to be junior to another member of Departmental Confirmation Committee 13. Circumstances in which UPSC to Not Applicable be consulted in making recruitment Note: This Notification is in supersession of earlier Notification No.F.2(60)/85-S.II dated 1-11-88 issued by Services-II Department, Delhi Administration and was followed by Directorate of Economics & Statistics, Govt. of NCT of Delhi.
