No. 2(15)/Estt./Archy/2015/645.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India, read with Government of India, Ministry of Home Affairs Notification number S.O. 3532 dated the 24th September, 1968 and in supersession of this Government’s recruitment rules for the post of Deputy Director (Archaeology) notification No. F.2/19/92/Monu/2570 dated 20th December, 1995 except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Deputy Director (Archaeology) in the Department of Archaeology, Government of National Capital Territory of Delhi, namely : 1. Short Title and Commencement. (1) These rules may called the Department of Archaeology for the post of Deputy Director (Archaeology) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Delhi Gazette.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 2. Number of Posts, its classification and level in pay matrix. The number of the said post, its classification and level in pay matrix attached thereto shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc. The method of recruitment, age limit, qualifications and other matters relating to the said post, shall be as specified in the columns (5) to (11) of the said Schedule. 4. Disqualifications. No persons, - (a) Who has entered into or contracted marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with orders issued by Government of India from time to time, in this regard. Note 1: The eligibility service for persons holding the feeder post of Archaeological Officer in Level-7 of the pay matrix on regular basis on the date of notification of the revised rules shall be eight years. Note 2: Where juniors have completed their qualifying/ eligibility service are being considered for promotion, their seniors would also be6 DELHI GAZETTE : EXTRAORDINARY PART IV] considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or 2 years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. Deputation (ISTC): Officers from the Central Government/State Governments/Union Territory Administrations /Public Sector Undertakings/Statutory or Autonomous Bodies/Recognized Universities/Recognized Research Institutes: (a)(i) holding analogous posts on regular basis in the parent cadre/department; or (ii) with five years service in the grade rendered after appointment thereto on a regular basis in posts in Level-10 in the Pay Matrix or equivalent in the parent cadre/department; AND (b) possessing the following educational qualifications and experience : Essential Qualification : (i) Masters degree in Archaeology or Masters degree in Archaeology and Heritage Management or Masters degree in Indian History (with Ancient Indian History or Medieval Indian History as a subject/paper) or Masters degree in Anthropology (with stone age Archaeology as a subject/paper) or Masters degree in Geology (with Pliestocene Geology as a subject/paper) from a recognized University or Institute. (ii) Post-Graduate Diploma in Archaeology from Institute of Archaeology, Government of India. Essential Experience : Five years experience in the field of archaeology in Central Government/ State Government/ Union Territory Administration/ Public Sector Undertakings/ Statutory or Autonomous Organizations/ Recognized Universities/ Recognized Research Institutes. Desirable Qualification : 1. Certificate in Sanskrit/Pali/Prakrit/Persian/Arabic from recognized University/Institute. 2. Doctorate Degree in Archaeology. Note 3: The departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 4: The period of deputation (including short term contract) including period of deputation[PART IV DELHI GAZETTE : EXTRAORDINARY 7 (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation (including short term contract) shall not exceed 56 years as on the closing date of receipt of applications. 12.
