No. F.5/62/2022/Estt./Coop./Misc/RR/1631.— In exercise of the powers conferred by proviso to article 309 of the constitution of India read with the Government of India, Ministry of Home Affairs notification No. F.27/59-Min (H) dated the 13th July, 1959, the Lieutenant Governor of the National Capital Territory of Delhi, is pleased to make following recruitment rules for the post of STAFF CAR DRIVER (ORDINARY GRADE) in the Registrar Cooperative Societies Department, Government of National Capital Territory of Delhi, namely :- 1. Short title and commencement – (i) These rules may be called the Department of Registrar Cooperative Societies, Staff Car Driver (Ordinary Grade) Recruitment Rules, 2023. (ii) They shall come into effect on the date of their publication in the Official Gazette of Delhi. 2. Number of post, classification and pay level in the Pay Matrix- The number of said posts, its classification and pay level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) to the schedule annexed to these rules. 3. Method of Recruitment, age limit, qualification etc. - The method of recruitment, age limit, qualification and other matters relating to the said post shall be specified in columns number (5) to (13) of the said Schedule annexed to these Rules.. 4. Disqualifications- No Person, (a) Who has entered into or contracted a marriage with a person having a spouse, or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule. 5. Power to Relax.- Where the Government of National Territory is of the opinion that it is necessary or expedient to do so, he may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the order issued by the Government of National Capital Territory of Delhi from time to time in this regard. Age limit for direct recruits 18-25 years* (Relaxable for departmental candidate upto 40 years in accordance with the instructions or orders issued by the Central Government) Note- The crucial date for determining the age limit shall be as advertised by Delhi Subordinate Services Selection Board/Competent Authority. *In case of post being filled up by all-India Open Competition, the age limit would be between 18 years and 27 years. 7. Educational and other Essential:- qualifications required for direct recruits i) Pass in 10th standard. ii) Possession of a Valid Driving License for Motor Cars. iii) Knowledge of motor mechanism (the candidate should be able to remove minor defects in Vehicle. iv) Experience of Driving a Motor Car for at least three years. Desirable: Three year’s service as Home Guard/Civil Volunteers. Note 1: Qualifications are relaxable at the discretion of the Competent Authority in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them. 8. Or (ii) From amongst Group “C” employees in Level-1 (18000-56900) in Pay Matrix with three years of regular service in the office where vacancy arises failing which from Group C employees in Level-1 (18000-56900) in Pay Matrix with three years of regular service in Central Government/State Government/UT and on the basis of a driving test to assess the competence to drive motor cars. And (b) possessing the following qualification and experience as prescribed in Column No. 7.6 DELHI GAZETTE : EXTRAORDINARY PART IV] Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation /Department of the Central Government/State Government/UT territories shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation/absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications. 12. If a Departmental Promotion Group ‘C’ DPC ( for considering confirmation): Committee exists, what is its composition 1. Principal Secretary/Secretary (PWD) - Chairman 2. Head of Department Concerned - Member 3. Dy. Secretary (UD) - Member Note: Senior most member of the Departmental Promotion Committee/Departmental Confirmation Committee shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee/Departmental Confirmation Committee happens to be junior to another member of the Departmental Promotion Committee. 13.
