(i) dated, the 13" July, 1959, the Lt. Governor of the National Capital Territory of Delhi is pleased to make rules regulating the method of recruitment to the post of ‘Motor Cycle Messenger/Despatch Rider’ in Department of Trade & Taxes, Government of National Capital Territory of Delhi in supersession of existing RRs notified vide Notification No. F.2(2)/68-S.II dated 23-09-1969 as following, namely: 1. Short title and commencement. - (i) These rules may be called the Department of Trade and Taxes, Motor Cycle Messenger/Despatch Rider, Recruitment Rules, 2024. (i) They shall come into force with effect from the date of their publication in the Delhi Gazette.[PART IV DELHI GAZETTE : EXTRAORDINARY 5 2. Number of Posts, Classification and Pay Level in Pay Matrix - The number of the said posts, their classification and the level of pay thereto shall be as specified in column (2) to (4) of the schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc. – The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule. 4. Disqualifications – No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living, or (b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operations of this rule. 5. Power so to relax. - Where the Government is of the opinion that it is necessary any of to do, it may by order, and for reasons to be recorded in writing, relax the provisions of this rule with respect of any class or category of persons. 6. Saving. - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. General Central Service Group “C” Non-Gazetted, Non Ministerial 4. Level in the pay matrix. Pay Level-2 (Rs. 19900-63200/-) as per 7th CPC 5. Whether selection or non- Not Applicable selection. 6. Age limit for direct recruits. 18-25* years (The upper age limit is relaxable for departmental candidates upto 40 years in accordance with the instructions or orders issues by the Central Government) Note : The crucial date for determining the age limit shall be as advertised by Competent Authority. *In case of post being filled up by all-India Open Competition, the age limit would be between 18 years and 27 years. 7. Educational and other Essential: qualification required for 1. Matriculation or Industrial Training Institutes equivalent pass from a direct recruits. recognized Institution or Board 2. Possession of a valid driving license for Motor Cycle or Autorickshaw 3. Two years’ experience in driving Motor Cycle/ Autorickshaw 4. Knowledge of Motor Cycle or Autorickshaw mechanism (The candidate should be able to remove minor defects in vehicle) 5. Ability to read English and Hindi /Regional Languages of the area in which the concerned organization is situated. Desirable : i) Three years’ service as Home Guard or Civil Volunteers. Note : The qualification regarding experience is relaxable at the discretion of the Competent Authority in the case of the candidates belonging to Schedule castes or Schedule Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.6 DELHI GAZETTE : EXTRAORDINARY PART IV] 8. Such persons would be given deputation terms upto the date on which they are due for released from the Armed Forces; thereafter they may be continued as reemployment: (The period of deputation including the period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization or department of central Government shall ordinarily not exceed three years) 12.
