NOTIFICATION
Delhi, the 10th June, 2026
No.F.13(60)/2023/ACL/725.— In exercise of the powers conferred by the proviso to article 309 of
the Constitution of India, read with Government of India, Ministry of Home Affairs Notification number
F.27/59-Him(i) dated the 13th July, 1959 and in supersession of the notification of this Government, published
vide notification No. F.3(30)/65-Apptts.(B) dated 24thFebruary, 1966 except as respects things done or
omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of
Delhi is pleased to make the following rules regulating the method of recruitment to the post of ‘Hindi
Officer’ in the Department of Art, Culture & Languages, Government of National Capital Territory of Delhi,
namely:-
1. Short Title and Commencement.
(1) These rules may called the Department of Art, Culture & Languages, Hindi Officer
Recruitment Rules, 2025.
(2) They shall come into force on the date of their publication in the Delhi Gazette.
2. Number of Posts, its classification and level in pay matrix.
The number of the said post, its classification and level in pay matrix attached thereto shall be as
specified in column (2) to (4) of the Schedule annexed to these rules.[PART IV DELHI GAZETTE : EXTRAORDINARY 5
3. Method of recruitment, age limit, qualification etc.
The method of recruitment, age limit, qualifications and other matters relating to the said post,
shall be as specified in the columns (5) to (13) of the said Schedule.
4. Disqualifications.
No persons, -
(a) Who has entered into or contracted marriage with a person having a spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Government may, if satisfied that such marriage is permissible under the
personal law applicable to such person and the other party to the marriage and that there are other
grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax.
Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order,
for reasons to be recorded in writing, and in consultation with the UPSC, relax any of the provisions
of these rules with respect to any class or category of persons.
6. Saving.
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required
to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-
Servicemen and other special categories of persons in accordance with orders issued by Government
of India from time to time, in this regard.

with Hindi as a compulsory or elective subject or as the
medium of examination at degree level;
OR
Master’s degree of a recognized University in any
subject other than Hindi or English, with Hindi Medium
and English as a compulsory or elective subject or as
the medium of a examination at the degree level;
OR
Master’s degree of a recognized University in any
subject other than Hindi or English with English
medium and Hindi as a compulsory or elective subject
or as medium of examination at degree level;
OR
Master’s degree of a recognized University in any
subject other than Hindi or English with Hindi and
English as a compulsory or elective subjects or either of
the two as a medium of examination and the other as a
compulsory or elective subject at degree level; and
(ii) Possessing a recognized Diploma or Certificate
course in translation from Hindi to English and vice
versa or two years’ experience of translation work from
Hindi to English and vice-versa in the Central or State
Government, including Government of India
Undertaking.
Note 1: Qualifications are relaxable at the discretion of
the UPSC, for reasons to be recorded in writing, in case
of candidates otherwise well qualified.
Note 2 : The qualification regarding experience is
relaxable at the discretion of the UPSC, for reasons to
be recorded in writing, in the case of candidates
belonging to Scheduled Castes or Scheduled Tribes, if
at any stage of selection the UPSC is of the opinion that
sufficient number of candidates from these
communities possessing the requisite experience are
not likely to be available to fill up the vacancies
reserved for them.
8. Whether age and Educational Qualification Age : No

Note : There shall be a mandatory induction training of

Note : Where Juniors who have completed their
qualifying/eligibility service are being considered for
promotion, their seniors would also be considered
provided they are not short of the requisite qualifying/
eligibility service by more than half of such qualifying/
eligibility service or two years, whichever is less and
successfully completed probation period for promotion
to the next higher grade along with their juniors who
have already completed such qualifying / eligibility
s ervice.
