No. 96 भाग III PART III राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI नई दिल्ली नगरपाजलका पररषि अजधसचू ना दिल्ली, 6 िुलाई, 2026 स.ं ए-12011/9/2023-एच (एस्ट्टट.)-II/डी-460(ई).— नई दिल्ली नगर पाजलका पररषि अजधजनयम, 1994 (1994 का 44) की धारा 43 की उपधारा (1) के खडं (ग) एवं (ङ) द्वारा प्रित्त िजियों का प्रयोग करते हुए तथा उि अजधजनयम की धारा 387 की उपधारा (2) के अनुसार केन्द्रीय सरकार के अनुमोिन से, नई दिल्ली नगर पाजलका पररषि, जचदकत्सा सेवा जवभाग में मजिला स्ट्वास्ट््य पररििशक के पि पर भती की पद्धजत को जवजनयजमत करने िते ु जनम्नजलजखत जवजनयम बनाती ि,ै अथातश ्:— 1. सजं क्षप्त िीषकश और प्रारंभ, (1) इन जवजनयमों का नाम "नई दिल्ली नगर पाजलका पररषि, जचदकत्सा सवे ा जवभाग, मजिला स्ट्वास्ट््य पररििकश (समिू 'ग' पि) भती जवजनयम, 2026" िोगा। (2) य ेजवजनयम रािपत्र में उनके प्रकािन की जतजथ स ेप्रभावी िोंगे। 2. पिों की सख्ं या, वगीकरण तथा वते न मरै रक्स म ें स्ट्तर, - उि पि की संख्या, उसका वगीकरण तथा वेतन मैररक्स म ें स्ट्तर, इन जवजनयमों से सलं ग्न अनुसूची के स्ट्तंभ (2) से (4) में जवजनर्िशष्ट अनुसार िोंगे। 5103 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART III] 3. भती की पद्धजत, आय-ु सीमा, अितश ाएं आदि, - उि पि पर भती की पद्धजत, आय-ु सीमा, िैक्षजणक एवं अन्द्य अितश ाए ं तथा उससे संबंजधत अन्द्य जवषय वे िोंग,े िो उि अनुसूची के स्ट्तंभ (5) से (13) में जवजनर्िशष्ट ि।ैं 4. अयोग्यता, - कोई व्यजि— (क) जिसने ऐस ेव्यजि से जववाि दकया ि ैअथवा जववाि की संजविा की िै, जिसका पजत या पत्नी िीजवत ि;ै अथवा (ख) जिसने अपने पजत या पत्नी के िीजवत रित ेदकसी अन्द्य व्यजि से जववाि दकया ि ैअथवा जववाि की संजविा की िै, उि पि पर जनयुजि िते ु पात्र निीं िोगा: बिते दक नई दिल्ली नगरपाजलका पररषि, यदि संतष्टु िो दक ऐसा जववाि उस व्यजि और जववाि के िसू रे पक्ष पर लागू पसशनल लॉ के अधीन अनज्ञु ेय ि ै और ऐसा करन े के जलए अन्द्य आधार भी ि,ैं तो वि दकसी भी व्यजि को इस जवजनयमन के लाग ू िोने स ेछूट िे सकती ि।ै 5. प्रारंजभक गठन, - इन जवजनयमों के प्रवतशन से पूवश अथवा प्रवतशन की जतजथ पर नई दिल्ली नगर पाजलका पररषि में "मजिला स्ट्वास्ट््य पररििशक" के समूि 'ग' पि पर जनयजमत आधार पर कायशरत सभी अजधकारी, इन जवजनयमों के अतं गतश संबंजधत ग्रेड म ें जनयुि मान े िाएंगे तथा उनकी जनयजमत जनरंतर सेवा को पिोन्नजत एवं वररष्ठता के प्रयोिनाथ श गणना म ें जलया िाएगा। 6. छूट िेन ेकी िजि, - ििा ं केन्द्रीय सरकार का मत ि ैदक ऐसा करना आवश्यक या समीचीन ि,ै विा ंवि आिेि द्वारा तथा जलजखत म ें कारण ररकॉड श करके दकसी वगश या श्रेणी के व्यजियों के संबंध म ें इन जवजनयमों के दकसी उपबंध म ें छूट ि े सकती ि।ै 7. व्यावजृ त, - इन जवजनयमों की कोई बात ऐस े आरक्षण, आय-ु सीमा म ें छूट और अन्द्य ररयायतों पर प्रभाव निीं डालगे ी, जिनका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी आििे ों के अनुसार अनसु ूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्द्य जपछड े वगों, भूतपूव श सैजनकों और अन्द्य जविषे वगों के व्यजियों के जलए उपबंध दकया िाना अपेजक्षत ि।ै अनसु चू ी पिनाम पि की संख्या वगीकरण वेतन मैररक्स में लेवल चाि ेचयजनत पि िो या गैर चयजनत पि 1 2 3 4 5 मजिला *29(2026)*कायशभार केआधार श्रेणी 'ग' पि वेतन मैररक्स म ें गैर -चयजनत स्ट्वास्ट््य लेवल-5 (रु. 29200- पर इसम ेंपररवतशन िो सकता ि।ै पररििशक 92300)। सीधे भती के जलए आयु सीधी भती के जलए क्या सीधी भती के जलए जनधाशररत यदि कोई पररवीक्षा अवजध िो तो। सीमा आवश्यक िक्षै जणक और आयु और िैक्षजणक योग्यता अन्द्य योग्यता पद्दोन्नत िोन े पर भी लाग ूिोगी। 6 7 8 9 लाग ूनिीं. लाग ूनिीं . लाग ूनिीं. लाग ूनिीं. भती की जवजध चाि े वि पिोन्नजत या प्रजतजनयुजि/ समायोिन द्वारा भती के यदि जवभागीय वे पररजस्ट्थजतया ाँ सीधी भती िो,पिोन्नजत मामले म ें व े ग्रडे जिनस ेपिोन्नजत या प्रजतजनयुजि/ पिोन्नजत सजमजत जिनम ें भती के जलए िो, या प्रजतजनयुजि/ समायोिन दकया िाना ि।ै मौिूि ि,ै तो उसकी संघ लोक सेवा समायोिन िो, और आयोग स े परामि श संरचना क्या िोगी? जवजभन्न जवजधयों द्वारा दकया िाना भरी िाने वाली आवश्यक ि।ै ररजियों का प्रजतित[PART III DELHI GAZETTE : EXTRAORDINARY 3 10 11 12 13 पिोन्नजत द्वारा, यदि . पिोन्नजत: श्रेणी ' ग' लाग ूनिीं. नई दिल्ली नगरपाजलका पररषि की सिायक नस श ऐसा निीं िोता तो प्रजतजनयुजि द्वारा। और जमडवाइफ़ म ें स,े वेतन मैररक्स म ें लेवल 4 (रु. जवभागीय पिोन्नजत सजमजत 25500 – 81100) म,ें जिसन ेइस ग्रडे म ेंपांच साल (पिोन्नजत/ चयन पर की जनयजमत सेवा की िो और मजिला स्ट्वास्ट््य जवचार करने के पररििशक के रूप म ें कतशव्यों का जनवशिन करन े के जलए जलए) दकसी मान्द्यता प्राप्त संस्ट्थान स ेछि मिीन े का पूवश- पिोन्नजत प्रजिक्षण सफलतापूवकश पूरा दकया िो। 1. जनििे क रटप्पणी: ििां ऐसे कजनष्ठ कमचश ारी,जिन्द्िोंने अपनी पिोन्नजत िते ु आवश्यक योग्यता अथवा पात्रता सेवा (कार्मशक), नई पूरी कर ली ि,ै पिोन्नजत के जलए जवचारधीन िों, दिल्ली नगर पाजलका पररषिः विााँ उनके वररष्ठों पर भी जवचार दकया िाएगा, - अध्यक्ष ; बितें दक उनके पास आवश्यक योग्यता अथवा पात्रता सेवा की कमी उि अवजध के आध े स े अजधक 2. जनििे क अथवा पात्रता सेवा िो वष श स े अजधक न िों, िो भी (जचदकत्सा सेवाएं) नई दिल्ली कम िो तथा उन्द्िोने अगले उच्च ग्रेड म ें पिोन्नजत िते ु नगरपाजलका जनधाशररत पररवीक्षा अवजध सफलतापूवशक पणू श कर पररषि::- सिस्ट्य; ली िी, िबदक उनके कजनष्ठ ऐसी योग्यता अथवा पात्रता सेवा पिले िी पूरी कर चुके िों। 3.संयुि जनिेिक अथवा उप-जनिेिक प्रजतजनयजु ि: (स्ट्वा.),नई दिल्ली नगरपाजलका केन्द्रीय सरकार, राज्य सरकारों या केंर िाजसत प्रिेि पररषि:- सिस्ट्य; प्रिासन के अजधकारी: (क) मलू (i)संवग श अथवा जवभाग में जनयजमत आधार 4. सम्पकश अजधकारी पर समकक्ष पिों पर कायशरत िों अथवा ; (अनुसूजचत िाजत/ अनुसूजचत (ii) मूल संवग श अथवा जवभाग म ेंवेतन मैररक्स के िनिाजत), नई लेवल-4 (रु. 25,500-81,100) अथवा समकक्ष स्ट्तर दिल्ली नगरपाजलका पर जनयजमत जनयुजि के बाि पाचाँ वषश की सेवा पररषि ् - सिस्ट्य। प्रिान कर चुके िों; तथा (ख) जनम्नजलजखत योग्यता एवं अनुभव रखत े िों,अथाशत:् - (i) दकसी मान्द्यता प्राप्त संस्ट्थान स े सिायक नस श जमडवाइफ का िो वषीय जडप्लोमा/प्रमाणपत्र पाठ्यक्रम अथवा सामान्द्य नर्सिंग एव ं जमडवाइफरी का जडप्लोमा; (ii) कम स े कम 50 जबस्ट्तरों वाल े सरकारी अस्ट्पताल अथवा सरकार द्वारा मान्द्यता प्राप्त अस्ट्पताल म ें सिायक नर्सिंग के क्षत्रे म ें िो वषश का अनुभव; (iii) राज्य नर्सगिं पररषि म ेंसिायक नस श जमडवाइफ या नस श या नस शएव ं जमडवाइफ के रूप म ें पंिीकृत िों।4 DELHI GAZETTE : EXTRAORDINARY PART III] (iv) मजिला स्ट्वास्ट््य पररििशक के रूप म ें कतशव्यों का जनवशिन करन े िते ु दकसी मान्द्यता प्राप्त संस्ट्थान स े छ:माि का प्रजिक्षण परू ा दकया हुआ। रटप्पणी 1: फीडर श्रेणी के वे जवभागीय अजधकारी िो पिोन्नत की सीधी पंजि म ेंि,ैं वे प्रजतजनयुजि पर जनयुजि िते ु जवचार के पात्रनिीं िोंगे। इसी प्रकार, प्रजतजनयुजि पर कायशरत व्यजि पिोन्नत द्वारा जनयुजि िते ु जवचार के पात्र निीं िोंगे। रटप्पणी 2 : प्रजतजनयजु ि की अवजध, जिसम ें दकसी अन्द्य एक्स-कैडर पि पर इसी जनयुजि स े ठीक पूवश की गई प्रजतजनयुजि की अवजध भी िाजमल ि,ै केन्द्रीय सरकार या राज्य सरकारों या केंर िाजसत प्रिेिों के उसी अथवा दकसी अन्द्य सगं ठन/जवभाग म ें सामान्द्यतः तीन वषश स ेअजधक निीं िोगी। रटप्पणी 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय-ु सीमा, आवेिनप्राप्त िोन े की अंजतम जतजथ को 56 वषश स ेअजधक निीं िोगी । सतीि कुमार ससंि, जनिेिक (कार्मशक-II) NEW DELH MUNICIPAL COUNCIL NOTIFICATION New Delhi, the 6th July, 2026 No. A-12011/29/2023-H(Estt.)-II/D-460(E),— In exercise of the powers conferred by clauses (c) and (e) of sub-section (1) of section 43 of the New Delhi Municipal Council Act, 1994 (44 of 1994) and with the approval of the Central Government in terms of sub-section (2) of Section 387 of the said Act, the New Delhi Municipal Council hereby makes the following regulations regulating the method of recruitment to the post of Lady Health Visitor in Medical Services Department, New Delhi Municipal Council, namely:- 1. Short title and commencement,-(1) These regulations may be called the New Delhi Municipal Council, Medical Services Department, Lady Health Visitor, (Category ‘C’ post) Recruitment Regulations, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, classification and level in the pay matrix,- The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.,- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification,- No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living , has entered into or contracted a marriage with any person,[PART III DELHI GAZETTE : EXTRAORDINARY 5 shall be eligible for appointment to the said post. Provided that the New Delhi Municipal Council may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Initial Constitution,-All the incumbents holding category ‘C’ post of Lady Health Visitor in Medical Services Department, New Delhi Municipal Council on regular basis on or before the commencement of these regulations shall be deemed to have been appointed under these regulations in respective grades and their regular continuous services shall be counted for the purposes of promotion, confirmation and seniority etc. 6. Power to relax,-Where the New Delhi Municipal Council is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing and with the approval of the Central Government relax any of the provisions of these regulations with respect to any class or category of persons. 7. Saving,- Nothing in these regulations shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Economically Weaker Section, the Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly. The deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding the appointment in the same or some other organization or department of the Central Government or State Governments or Union Territory Administrations shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation shall ‘not be exceeding fifty-six years as on the closing date of receipt of applications.
