## Report on Post Graduate Teacher Engineering Graphics Recruitment Rules, 2021
**1. Executive Summary:**
This report analyzes the "Post Graduate Teacher Engineering Graphics Recruitment Rules, 2021" for the Directorate of Education, Government of National Capital Territory of Delhi. This is a *new* policy document, establishing recruitment rules for the Post Graduate Teacher Engineering Graphics position. The core purpose is to define the qualifications, age limits, and recruitment methods for this role. Key findings include the establishment of 20 posts (subject to workload variations), specific educational requirements, and the definition of the recruitment process (primarily direct recruitment with provisions for deputation).
**2. Introduction:**
This report aims to provide an informative overview of the "Post Graduate Teacher Engineering Graphics Recruitment Rules, 2021" based solely on the provided policy document. The report details the policy's objectives, key provisions, target audience, and potential impacts.
**3. Policy Overview:**
* Core Objective(s): The primary objective of this policy is to establish clear and standardized recruitment rules for the position of Post Graduate Teacher Engineering Graphics within the Directorate of Education, Government of National Capital Territory of Delhi. This includes defining eligibility criteria, recruitment methods, and conditions of service.
**4. Background and Rationale:**
As a new policy, this document likely addresses the need for a formally defined recruitment process for the Post Graduate Teacher Engineering Graphics position. The pre-existing "recruitment rules for the post of Lecturer Engineering Drawing notified vide notification No. F.24172S. II, dated 28061973" were deemed insufficient and superseded by this new policy, except for actions already taken. This suggests a possible modernization and specialization of requirements for this teaching role.
**5. Key Provisions / Changes:**
As this is a new policy, the following are the main components, rules, and actions mandated by the entire provided text:
* **Establishment of Position and Number:** The policy establishes 20 positions for Post Graduate Teacher Engineering Graphics, with the number subject to variation based on workload.
* **Classification and Pay Scale:** The position is classified as General Central Service, Non-Ministerial, Non-Gazetted, Group B, with a pay level of 8 in the pay matrix (Rs. 47600-151100).
* **Recruitment Method:** The primary method of recruitment is direct recruitment (100%).
* **Age Limit:** The age limit for direct recruits is not exceeding 30 years, relaxable for government servants up to 5 years as per central government instructions.
* **Educational Qualifications:** Essential qualifications include a degree in Engineering (Civil/Mechanical) or in Architecture with at least 50 percent marks, or equivalent, from a recognized University or Institute. A degree of B.Ed./B.A.Ed./B.Sc.Ed. is necessary for subsequent promotion. The qualifications are relaxable at the discretion of Competent Authority in case of candidates otherwise well qualified. The qualification regarding experience is relaxable at the discretion of the Competent Authority, for reasons to be recorded in writing in case of candidates belonging to Scheduled Castes or Scheduled Tribes
* **Disqualifications:** Individuals with a spouse living entering into a marriage or contracting a marriage with another person are ineligible, with a potential exemption if permissible under personal law and with special justification.
* **Deputation:** Vacancies occurring due to deputation or long-term absence of incumbents may be filled on deputation basis from officers holding analogous posts in Central Government/State Government/Union Territories and possessing the required educational qualifications. The maximum age limit for appointment by deputation is 56 years as of the closing date for application receipt.
* **Probation:** A probation period of two years is stipulated.
* **Relaxation Power:** The government retains the power to relax provisions of the rules with consultation of UPSC, with justification documented in writing for specific categories of persons.
* **Reservation and Concessions:** The policy does not affect reservations, age relaxation, and other concessions for Scheduled Castes, Scheduled Tribes, and other special categories as per government orders.
* **Consultation with UPSC:** Consultation with the Union Public Service Commission (UPSC) is not necessary for recruitment.
* **Crucial date** The crucial date for determining the age limit shall be the closing date for receipt of applications from candidates in India, and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Union Territory of Ladakh, Lahaul Spiti district and Pangi Sub-Division of Chamba district of Himachal Pradesh, Andaman Nicobar Islands or Lakshadweep.
**6. Target Audience and Stakeholders:**
The primary target audience includes:
* Individuals seeking employment as Post Graduate Teacher Engineering Graphics in Delhi's Directorate of Education.
* Current government employees within Central Government/State Government/Union Territories eligible for deputation.
* The Directorate of Education, Government of NCT of Delhi, responsible for implementing the policy.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:**
* Directorate of Education, Government of NCT of Delhi is the primary implementing body.
* A Departmental Promotion Committee (DPC) exists, composed of the Secretary Education, Director of Education, Special/Additional Secretary (Planning), and Special/Additional Secretary Education, all from the Government of NCT of Delhi, for confirmation of Direct Recruits.
* **Timelines/Procedures:**
* The policy came into force upon publication in the Delhi Gazette (March 4, 2022).
* The closing date for receipt of applications is a key date for determining age limits.
**8. Expected Outcomes / Impact of Changes:**
The intended outcomes of this policy are likely:
* A more clearly defined and standardized recruitment process for Post Graduate Teacher Engineering Graphics, leading to more consistent hiring practices.
* Attraction of qualified candidates with the specified engineering or architecture background.
* Effective filling of vacancies through direct recruitment and deputation, ensuring adequate staffing in the Directorate of Education.
