No.353 भाग IV PART IV राष्ट्रीय रािधानी राज्य क्षत्रे दिल्ली सरकार GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI कैडेट अजधसचू ना दिल्ली, 13 दिसम् बर, 2023 फा.स.ं 9(90) /1269.—भारत के सजं िधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए तथा jk"Vªh; कैडेट में ग्रुप-सी (पूिविती समूह-डी) के पि के जलए समय-समय पर िारी दकए गए जपछले सभी भती जनयमों के अजधक्रमन में, राष्ट्रीय रािधानी क्षेत्र दिल्ली की सरकार के उपराज्यपाल द्वारा jk"Vªh; कैडेट dksj foHkkx, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार म ें मल्टी टाकिस्ट्कंग स्ट्टाफ के पि की भती पद्धजत को जिजनयजमत करने के जलए जनम्नजलजित जनयम बनात ेंहैं, अथावत् :- 1. सजं क्षप्त िीर्कव और प्रारंभ :– (i) इन जनयमों को jk"Vªh; कैडेट , राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार, मल्टी टाकिस्ट्कंग स्ट्टाफ भती जनयमािली 2023 कहा िाएगा । (ii) ये जनयम िासकीय रािपत्र में अपने प्रकािन की जतजथ स ेलागू होंगें । 2. पिों की सख्ं या, उनका िगीकरण तथा िते न मट्रै रक्स म ें स्ट्तर :- उि पिों की संख्या, उनका िगीकरण तथा िेतन मैट्ररक्स में स्ट्तर इन जनयमों के साथ संलग्न अनसु ूची के कॉलम 2 से 4 में यथाजिजनर्िवष्ट होंगें । 7945 DG/2023 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV] 3. भती पद्धजत, आय-ु सीमा, योग्यताय ेंइत्यादि :– उि पि की भती पद्धजत, आयु-सीमा, योग्यताए ंएिं इससे संिजं धत अन्य मामले उि अनुसचू ी के कॉलम 5 से 13 में यथाजिजनर्िष्टव होंगें। 4. अयोग्यता :- ऐसा कोई भी व्यजि, (क) िो दकसी व्यजि के िीजित पजत/पत्नी के होते हुए जििाह करता है या जििाह का अनुबंध करता है; या (ि) िो एक िीजित पजत/पत्नी के होते हुए दकसी व्यजि से जििाह कर चुका है या अनुबंध कर चकु ा है; उि पि पर जनयजु ि का पात्र नहीं होगा। ितव यह ह ै दक यदि सरकार संतष्टु है दक ऐसा जििाह ऐस े व्यजि एिं जििाह के अन्य पक्षकार पर लाग ू व्यजिगत कानून के अंतगतव अनुमत ह ै और इस बात से सतं ुष्ट हो िान े पर दक ऐसा करने के जलए जििेर् आधार है/हैं दकसी उम्मीििार को इस जनयम के प्रितनव की छूट िी िा सकेगी। 5. जिजथल करन े की िजि :- िहां सरकार का यह मत हो दक ऐसा करना आिश्यक अथिा समीचीन है, तो आिेि द्वारा तथा कारणों को जलजित में अजभलिे बद्ध करते हुए व्यजियों के दकसी िगव या श्रेणी के सम्बन्ध में इन जनयमों के उपबंधो में से दकसी को भी जिजथल कर सकेंगें। 6. बचाि :- इन जनयमों दक दकसी भी बात का सरकार द्वारा इस संबंध में समय- समय पर िारी दकए गए आिेिों के अनुसार अनसु ूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूिव सजै नक, अन्य जपछडे िगव तथा अन्य जििेर् िगों के व्यजियों के जलए उपबजन्धत दकए िाने के जलए आरक्षण अपेजक्षत आयु - सीमा में छूट और अन्य ट्ररयायतों पर कोई प्रभाि नहीं पडेगा। अनसु चू ी 1. पि नाम मल्टी टाकिस्ट्कंग स्ट्टाफ 2. पिों की संख्या 77* (2023) * इसम ेंपट्ररितवन कायवभार पर जनभवर है| 3. िगीकरण सामान्य केंद्रीय सेिा, गैर-मंत्रालयी, अरािपजत्रत, समूह-'सी' 4. िेतन मैट्ररक्स में स्ट्तर िेतन मैट्ररक्स का स्ट्तर -1 (18000-56900 रुपये) 5. चयन पि ह ैया गैर चयन पि लागू नहीं 6. सीधी भती के जलए आय ुसीमा 18-25 िर्व * (केंद्र सरकार द्वारा िारी जनिेिों या आिेिों के अनुसार ljdkjh deZpkjh के जलए 40 िर्व तक की छूट) नोट: आयु सीमा जनधावरण हेत ु अंजतम जतजथ डी.एस.एस.एस.बी./ सक्षम प्राजधकारी द्वारा जिज्ञाजपत होगी। *अजिल भारतीय िुली प्रजतयोजगता द्वारा भरे िान े िाल े पि के मामले में, आयु सीमा 18 िर्व स े27 िर्व के बीच होगी । 7. सीधी भती के जलए आिश्यक िैजक्षक और अन्य मान्यता प्राप्त बोडव/ यूजनिर्सवटी से मट्रै रक या समकक्ष पास । योग्यताएं। 8. क्या सीधी भती के जलए जनधावट्ररत आय ु और लागू नहीं िैजक्षक योग्यता पिोन्नजतयों के मामले म ें लाग ू होगी। 9. पट्ररिीक्षा की अिजध, यदि कोई हो सीधी भती ds fy, िो िर् व 10. भती की जिजध ;सीधी भती द्वारा या पिोन्नजत 100% सीधी भती द्वारा द्वारा या प्रजतजनयुजि / समािेि द्वारा और जिजभन्न तरीकों स े भरी िाने िाली Iknksa का प्रजतित। 11. पिोन्नजत/प्रजतजनयजु ि/ समािेि द्वारा भती के लागू नहीं मामले म,ें ग्रेड जिनसे पिोन्नजत/प्रजतजनयजु ि/ अििोर्ण दकया िाना चाजहए ।[PART IV DELHI GAZETTE : EXTRAORDINARY 3 12. यदि डीपीसी मौिूि ह,ै तो इसकी संरचना समूह-'सी' जिभागीय पुजष्टकरण सजमपजु ष्ट पर जिचार करने के ) (जलए: • vfrfjDr egkfuns'kd (jk- d-S dks-) - अध्यक्ष • fo- funs'kd@vfrfjDr funs'kd (lekt dY;k.k) - सिस्ट्य • उप सजचि (िी. ए. डी.) - सिस्ट्य नोट जिभागीय पजु ष्टकरण सजमजत के िट्ररष्ठतम सिस्ट्य उस जस्ट्थत म:ें अध्यक्ष के रूप म ें काय व करेंग े िब जिभागीय पजु ष्टकरण सजमजत का अजधसजू चत अध्यक्ष जिभागीय पजु ष्टकरण सजमजत के दकसी अन्य सिस्ट्य स ेकजनष्ठ होगा । 13. जिन पट्ररजस्ट्थजतयों में भती को लागू करने म ें लागू नहीं यूपीएससी से परामिव दकया िाना चाजहए राष्ट्रीय रािधानी क्षेत्र दिल्ली के उपराज्यपाल के आिेि से और उनके नाम पर, मेिर िनरल एसपी जिश्वासराि, एडीिी/एचओडी, एनसीसी िीएनसीटीडी NATIONAL CADET CORPS DEPARTMENT NOTIFICATION Delhi, the 13th December, 2023 F. No. 9(90)/AO-NCC/Ex-Cadre/MTS/2023/1269.—In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and in supersession of all previous recruitment rules issued time to time for issued in this behalf, the Lieutenant Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Multi Tasking Staff in National Cadet Corps Department, Government of National Capital Territory of Delhi as following namely:- 1. Short title and Commencement:- (i) These rules may be called the National Cadet Corps Department, Government of National Capital Territory of Delhi, Multi Tasking Staff Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay Matrix:-The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit, qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said Schedule. 4. Disqualifications:- No Person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:– Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard.4 DELHI GAZETTE : EXTRAORDINARY PART IV] SCHEDULE 1. Name of the Post Multi Tasking Staff 2. Number of Posts 77*(2023) *subject to variation dependent on workload. 3. Classification General Central Service, Non Ministerial, Non Gazetted, Group-'C'. 4. Level in the Pay Matrix Level-1 (Rs.18000-56900) of the Pay Matrix 5. Whether Selection or Non Not applicable Selection post. 6. Age limit for Direct Recruits 18-25 years* (Relaxable for Government Servants upto forty (40) years in accordance with the instructions or orders issued by the Central Government) Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority. *In case of post being filled up by all- India Open Competition, the age limit would be between 18 years to 27 years. 7. Educational & other qualifications Essential: required for Direct Recruits. Matriculation or equivalent pass from Recognised Board/ University. 8. Whether age & educational Not Applicable qualification prescribed for direct recruits will apply in the case of Promotees. 9. Period of Probation, if any Two Years for Direct Recruits 10. Method of Recruitment whether 100% By Direct Recruitment by Direct Recruitment or by Promotion or by Deputation/ Absorption & %age of the posts to be filled by various methods. 11.
