Br.//Edn.PF-I /831-837.— In exercise of the Powers conferred by the proviso to article 309 of the Constitution, read with the Govt. of India, Ministry of Home Affair’s Notification No.24/78/68-DH(S) dated 24-09-1968; No.F.27/59-Him(i) dated 13th July, 1959; and in supersession of this Government Notification No.F.2(3)/96-Edn./938-945 dated the 5th of June, 1997 & anything done or omitted to be done before such supersession, the Lieutenant Governor in the National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Deputy Director of Education (Sports) in the Directorate of Education, Government of National Capital Territory of Delhi as following, namely: 1. Short title and commencement – (i) These rules may be called the Directorate of Education, Government of National Capital Territory of Delhi, Deputy Director of Education (Sports) Recruitment Rules 2022. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, its classification and pay level in the pay matrix :- The number of said post, its classification and pay scale of pay attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications etc:- The method of recruitment, age limit, qualifications and other matters relating to the aid posts shall be as specified in the Columns (5) to (13) of the said Schedule. 4. Disqualifications:- No person, (a) Who has entered or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts: Provided that Government of National Capital Territory of Delhi, may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 5. Power to relax: - Where the Government is of opinion that if necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with Union Public Service Commission, may relax any of the provision of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall effect reservations, relaxations of age limit and other concessions required to be provided for the Scheduled Castes, the Schedule Tribes, Ex-servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard. Deputation: Officers of the Central/State Governments/Union Territories: (a)(i) holding analogous posts on regular basis in the parent cadre/department; or (ii) With five years service in the grade rendered after appointment thereto on a regular basis in Level - 11 (Rs.67700 - 208700/-) in the Pay Matrix or equivalent in the parent cadre/ department; and (b) Possessing the following educational qualifications and experience: (i) A Bachelor degree from a recognized University/Institute. (ii) A Diploma/Certificate of at least one year duration from National Institute of Sports (NIS). (iii) 05 years experience in the field of organizing sports meets/tournaments or in sports coaching. (iv) Have won medal in National Games/Commonwealth Games/Asian Games/Word Championships/ Olympics. Note 1: The Departmental officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, Deputationists shall not be eligible for consideration for appointment by promotion.
