No.1298, Agri. & Coop.(FP.II) Deptt., dated 26.11.2011. 4) From the Commissioner & Director of Agriculture, Hyderabad letter No.AR/846/2011, dated 29.12.2011. *** ORDER: In the G.O. first read above orders were issued deploying the Adarsha Rythus in the State, to act as a nodal functionary between the farmers and the Extension Staff of Agriculture and Allied Departments to help in bridging the gap between the Research and Extension. In the G.O. second read above, orders were also issued fixing the duties and responsibilities of Adarsha Rythus. 2. The Commissioner & Director of Agriculture, Hyderabad vide letter fourth read above has reported that Government have deployed 49,161 Adarsha Rythus as against the State target of 50,000 in two phases in 2007 & 2008. Out of which 7,493 Adarsha Rythus were removed because of poor performance in September 2009. Further, 2703 vacancies aroused because of different reasons like resignations, removal and deaths of Adarsha Rythus etc., in all the districts. 3. The Commissioner & Director of Agriculture, Hyderabad has further reported that altogether 10,196 vacancies of Adarsha Rythus are noticed in all the districts in the State. On observing the successful implementation of Adarsha Rythus system, Government have decided to deploy Adarsha Rythus in existing vacancies to further strengthen extension services in the State and proposed certain guidelines for deployment of Adarsha Rythus in existing vacancies in districts and requested the Government to issue orders in the matter. 4. In the circumstances explained by the Commissioner & Director of Agriculture, Hyderabad, Government after careful consideration, hereby issue the following guidelines for deployment of Adarsha Rythus in the existing vacancies in the districts, with the approval of the District in-charge Minister and also the Mandal Revenue Officer/Tahsildar and Mandal Parshad Development Officer are also Members of Mandal Level Committee. A) Eligibility criteria: The Adarsha Rythu 1) Should have passed 10th class 2) Should be in the age limit of 25-45 years and can be continued as Adarsha Rythu upto the age of 55 years 3) Should be a resident of the same village concerned 4) Should have atleast 5.0 acres of dry land / 2-2.5 acres of wet land on his name Pto…::2:: 5) Should have a record of highest productivity of major crop of the village in his own field, which is to be certified by the Mandal Agricultural Officer. 6) Should be a progressive farmer who is implementing the recommended set of package of practices in his/her own field. 7) Preference shall be given to women farmers and weaker sections. Whenever there is competition, farmer who has achieved highest productivity in his land shall be selected. Selection should be in transparent way and productivity achieved by farmers will be published in the village. B) Guidelines: 1) For implementation of this programme the Government appoint the District Level Committee (DLC) with the District Collector as Chairman, District Joint Director of Agriculture as Convenor and District Officials of Agriculture and Allied Department as Members. 2) For implementation of this programme at Mandal level, the Government hereby appoint a Mandal Level Committee (MLC) with the Assistant Director of Agriculture (Rugular) as Chairman, Mandal Agricultural Officer as Convenor, Mandal Revenue Officer, Mandal Parishad Development Officer and Mandal Level Officials of Allied Departments as Members. C) Selection Procedure: 1) The Mandal Level Committee shall identify the eligible farmers for the existing vacancies from the selected villages and forward the list of 3 progressive farmers for every 200-250 farm holdings to the District Level Committee. The Chairman of District Level Committee shall issue appointment orders to the selected progressive farmer out of the three proposed by Mandal Level Committee with the approval of the District in-charge Minister. 2) It is decided to deploy finally released list of candidates by the District Collector as Adarsha Rythus in existing vacancies in all the Districts. D) Training to Adarsha Rythus: 1) They shall be periodically trained with day to day development in all the Agricultural disciplines and steps shall be taken by the respective departments to make use of their potential and ensure that they subsequently transfer the knowledge to the fellow farmers. 2) Farmer Training Centers are designated as nodal agencies for capacity building of Adarsha Rythus including other centers of Agriculture/ Horticulture/ Veterinary Universities selected for imparting need based training to the Adarsha Rythus in the process of buildings there capacities to cope up with their responsibilities. P..3::3:: 3) The training should cover all the issues related with inputs, INM, IPM, Organic Farming, soil test based fertilizer recommendation, Farm mechanization, irrigation (including micro irrigation), credit related issue Crop Insurance, NFSM, RKVY, ATMA, WTO, Watershed Management Marketing, Pre and Post harvesting technology etc., and activities related to line departments as Pasukranthi, Jeevakranthi, NHM etc., Adarsha Rythus should also be provided with relevant information/literature regularly to update the skills and knowledge. E) Duties and Responsibilities of Adarsha Rythus: Duties and Responsibilities of Adarsha Rythus are applicable as per the G.O. second read above. F) Guidelines for evaluation of performance of Adarsha Rythus are removal of poor performing Adarsha Rythus are applicable as per G.O. third read above. G) Each Adarsha Rythu is paid an honorarium of Rs.1000/- per month. H) All other rules are applicable on par with the earlier selected Adarsha Rythus in 2007 and 2008. 5.
