O R D E R :-
In the references 1st and 2nd read above, the Collector & District
Magistrate, Karimnagar has stated that Sri Mohammed Zubair Mohiuddin,
Proprietor, A1-Zaid Fragrances, Karimnagar in his letter dated 4-4-2011 has
represented that in the intervening night of 30/31-3-2011, some miscreants
formed into an unlawful assembly and caused to disturb the communal harmony
under the pretext of India’s victory over Pakisthan team in the World Cup Cricket
match arrived at Rajiv Chowk, Aslami Chowrastha and pelted stones at his shop
and thereby caused damage to the elevation glasses of the first and second floors
and the fragile imported Crockery, Gifts & Novelties, Cosmetics and imitation
jewelry which was placed for its public exposure. The damage was estimated by
the concerned Inspector of Police, Karimnagar-I Town Police Station who
conducted panchanama on 31-3-2011 is Rs. 10,89,025/-. A criminal case was
registered by the said police against the accused in Crime No. 111/2011. He was
requested to peruse the same and inspect the shop’s condition so as to ascertain
the loss sustained due to the communal riots and to recommend sanction at Rs.
10,89,025/- towards compensation for the rehabilitation of the shop.
2. The Collector & District Magistrate, Karimnagar has further stated that the
Revenue Divisional Officer, Karimnagar was requested to conduct detailed enquiry
in to the matter alongwith concerned departmental officers and submit report.
The Revenue Divisional Officer, Karimnagar has inspected the spot along with the
Deputy Superintendent of Police, Karimnagar, Executive Engineer (R&B),
Karimnagar and Motor Vehicle Inspector, Karimnagar and got enquired into the
damages caused due to the incident occurred in connection with procession taken
over by the cricket fans due to India’s victory over Pakistan team in the World Cup
Cricket match on 30-3-2011. The Evaluation Committee has estimated the
damages for Rs. 4,45,000/-. The District Collector, Karimnagar has requested
the Government to sanction Rs. 4,45,000/- ( Rupees Four Lakhs and Forty Five
Thousand Only) towards exgratia for the losses caused to private properties and
he has recommended to sanction the said amount.
3. Government, after careful examination of the matter, have decided to pay
relief for the damages caused to the private properties and to adopt the following
scale for sanction of relief as was sanctioned earlier in the case of communal
disturbances in Bhainsa, Nirmal and Vetoli on 10-10-2008 and 11-10-2008 vide
G.O. Rt. No. 6109, G.A. (L&O.II) Department, Dated 21-10-2008 read with
G.O.Rt.No. 6475, G.A. (L&O.II) Dept., Dated 11-11-2008.

4. Accordingly, sanction is hereby accorded for payment of
Rs. 3,71,250/- (Rupees Three lakhs Seventy One Thousand Two Hundred and Fifty
Only) towards exgratia/relief to the victims for the losses caused to the private
properties as indicated in Col. 4 of the statement below.

5. The Expenditure shall be debited to the Head of Account “ 2235 – Social
Security and Welfare – 60- Other Social Security and Welfare Programmes – MH

disturbances – 310 Grant-in-Aid – 312 – Other Grant-in-Aid”.
6. The Collector & District Magistrate, Karimnagar is requested to draw &
disburse the exgratia relief sanctioned in para- 04 above.
7. This order issues with the concurrence of Finance (Expr.GAD.1)
Department vide their U.O. No. 7194/184/Expr.GAD.1/12, Dated 24-3-2012.
