Sri S.Mohammad Iqbal, Sub-Registrar, Explanation dated: 03.03.2011. * * * * * ORDER: On the allegation of irregularities in registering certain documents, charges were framed by the Deputy Inspector General, Registration & Stamps, Kadapa against Sri S.Mohammad Iqbal, the then Sub Registrar, Pulivendula, Kadapa District (now retired) under Rule 20 of Andhra Pradesh Civil Services (CCA) Rules, 1991 vide reference 1st read above. 2. In reply to the charges, the Charged Officer submitted his written statement of defence vide reference 2nd read above. After examining the written statement of defence of the Charged Officer, regular enquiry was ordered in the matter. 3. In the reference 3rd read above, the Regular Enquiry Officer has submitted his findings holding the charges as not proved. In the meanwhile, the Accused Officer retired from service on 30.06.2008. Therefore, the Commissioner and Inspector General of Registration & Stamps Department has sent the proposal for taking further action against the Charged Officer under Rule 9 of Andhra Pradesh Revised Pension Rules, 1980. 4. Government have examined the inquiry report and decided to disagree with the findings of the Enquiry Officer. Accordingly, in the reference 5th read above while communicating disagreement factors along with Enquiry Report, the Charged Officer, was given an opportunity to represent to Government. 5. In reply to the above the Charged Officer submitted his representation vide reference 5th read above, requesting to re-examine the enquiry reports of Deputy Inspector General, Kadapa and DistrictRegistrar, Chittoor and drop further action against him on humanitarian grounds. 6. After examining the explanation of the Charged Officer, a provisional decision was taken to impose a punishment of 20% cut in pension for a period of six months on Sri S.Mohammad Iqbal, retired Sub-Registrar under Rule 9 of Andhra Pradesh Revised Pension Rules, 1980. Accordingly, a show cause notice was issued to the Charged Officer vide reference 6th read above. 7. In reply to the show cause notice, the Charged Officer has submitted his explanation vide reference 7th read above, submitting that he has not violated any act and rules and he is unnecessarily suffering without any fault of him. He has again requested to re- examine the enquiry reports of Deputy Inspector General, Registration & Stamps Department, Kadapa and District Registrar, Chittoor. He has finally requested the Government to drop further action in the matter on humanitarian grounds. 8. After examining the explanation of the Charged Officer, it was found there no new grounds were urged by the Charged Officer to reduce the punishment indicated in the Show Cause Notice. Government have therefore decided to confirm the provisional decision indicated in the Show Cause Notice. It is hereby ordered to impose a punishment of 20% cut in pension for a period of six months on Sri S.Mohammad Iqbal, Sub-Registrar (Retired). 9. The Commissioner & Inspector General, Registration & Stamps, Hyderabad is requested to take necessary further action accordingly in the matter.
