Read the following:-
From the Commr., H&FW, Hyd., Lr.Rc.No.30/CH&FW/D&E-5/2011,
dt.9-1-2012.

ORDER:
In the letter read above, the Commissioner of Health and Family Welfare has
stated that the Ministry of H&FW (NRHM Division), GOI has informed that the Apex
Committee of National e-Governance Plan (NeGP) headed by the Cabinet Secretary
has included Mother & Child Tracking System (MCTS) of Department of H&FW as a
Mission Mode Project under NeGP. A Central Project e-Mission team has been
constituted to provide overall guidance and closely monitor the implementation of
the project at the national level.
2. It is also necessary to have a State Project e-Mission team and District
Project e-Mission Teams in place to monitor, guide and drive the project at the
State and District levels and accordingly suggested teams constitution.
3. Government after careful examination of the matter hereby constitute the
following State Project e-Mission team and District Project e-Mission teams in place
to monitor, guide and drive the project at the State and District levels.
A.P. State Project e Health-Mission team at State level
1. Principal Secretary, HM&FW Dept. Chairperson
2. Commissioner of Health and Family Welfare Mission Leader
3. Mission Director NRHM Member-Secretary
4. Director of Medical Education Member
5. Commissioner, A.P. Vaidya Vidhana Parishad Member
6. Director of Public Health and Family Welfare Member
7. Senior Technical Director NIC Member
8. Deputy Director (Demography) O/o CH&FW,
Officer in-charge MCTS Project in State. Member
9.Representative to be nominated by IT & C,
Dept. of GOAP Member
10. Representative to be nominated by Commissioner
(State Designed Agency of CSC Project of DIT) Member
11. State Data Manager NRHM Member-Organiser
Responsibilities of the State level team
• Overall co-ordination, guidance and close monitoring of MCTS in the
State.
• Overall responsibility of Project Implementation.
• Implementation of Business Process Reengineering (BPR) and Change
management.
• Communication and Training.
• Strategic Control
• Ongoing support and upgrades
• Meet at least once in a month and review the progress of the project.

1. Collector and District Magistrate Chairman
2. District Medical and Health Officer Member-Secretary
3. District Coordinator of Hospital Services Member
4. Medical Superintendent of teaching Hospital
(if any existing in the District) Member

6. Statistical Officer (FW/UIP),
MCTS Officer in the district Member
7. District Programme Management Officer (NRHM) Member
8. Assistant District Programme
Manager (NRHM) Member-Organiser
Responsibilities of the District level team
• Overall responsibility of project implementation in the district
• Close monitoring of the project
• Co-ordination with the concerned agencies
• Communication and Training
• Meet at least once in a month and review the progress of the
project
4. The Commissioner of Health and Family Welfare shall take necessary action
accordingly.
