Hyd., Rc.No.31724/2005/SZ-III, Dt. 13.1.2012 along with explanation of the Charged Officer Sri B.Madhu, Jr Inspector (Retd.)/Auditor. **** ORDER: In the reference 1st read above , an article of charge was framed against Sri B. Madhu, Junior Inspector(Retd), Office of the District Cooperative Audit Officer, Hyderabad (Urban) for absconding from official duties from 11.3.2005 to 19.09.2005 while he was working in the office of the Commissioner for Cooperation and Registrar of Cooperative Societies, AP.. Hyderabad, thus he has violated the Rule 3 of the APCS(Conduct) Rules, 1964. 2) In the reference 2nd and 3rd read above, Inquiry Officer and Presenting Officer were appointed to enquire into the matter. In the reference 4th cited, the Enquiry officer has submitted his enquiry report and concluded that as per the record and deposition of the Charged Officer, the charge is held proved. 3) In the reference 5th read above, the Commissioner for Cooperation and Registrar of Cooperative Societies, AP., Hyderabad while communicating the enquiry report to the Charged Officer was requested to submit his explanation. 4) In the reference 6th read above, the Charged Officer has submitted his explanation stating that due to heart problem he was bedridden and he could not submit any leave letter before 19.9.2005. On 19.9.2005 he has submitted leave letter for sanction of leave for the period from 11.03.2005 to 19.09.2005. As he was retired from Government service on 31.01.2007 he has requested to drop further course of action in the matter. 5) Government have examined the matter carefully and provisionally decided to impose a penalty of withholding of 1% pension permanently against Sri B.Madhu, Junior Inspector / Auditor, Office of the District Cooperative Audit Officer, Hyderabad (U) (P.T.O):: 2 :: District ( now retired ) as the charge of unauthorized absence to duty from 11.3.2005 to 19.09.2005 is held proved against the Charged Officer and the charged Officer was therefore directed to show cause as to why the penalty of withholding 1% in pension permanently should not be imposed against him for the charges which was proved in the enquiry report under Rule 9 of A.P.Revised Pension Rules, 1980. 6) In the reference 7th read above, the Commissioner for Cooperation and Registrar of Cooperative Societies, A.P., Hyderabad has forwarded the explanation of the charged officer Sri B. Madhu, Jr. Inspector/Auditor, (Retd.) Office of the District Cooperative Audit Officer, Hyderabad (U) District to the Show Cause Notice and he has submitted that as he was bedridden for a long period and requested to condone the mistake if any and to drop further action in the matter. 7) Government, after careful examination of the entire matter have decided and hereby drop further course of action against Sri B. Madhu, Jr. Inspector/Auditor (Retd.)
