ABSTRACT
PUBLIC SERVICES – Prohibition & Excise Department – Allegation of misconduct i.e., collection of
mamools from liquor syndicates – Searches conducted by the ACB Officials on the permanent and
temporary residential premises of Sri A. Hanumantha Rao, Assistant Commissioner of Prohibition &
Excise, I.M.L. Depot, Tenali, Guntur District – Arrested on 28.01.2012 and remand up to 09.02.2012 –
Period of detention exceeds more than 48 hours – Suspension from service – Orders – Issued.

O R D E R:
It has come to the notice of the Competent Authority that Sri A. Hanumantha Rao, Assistant
Commissioner of Prohibition & Excise, I.M.L. Depot, Tenali, Guntur District was involved in a case of
moral turpitude, i.e., he has colluded with the liquor syndicates and collected mamools from the liquor
shops and was arrested on 28.01.2012 and remanded to judicial custody up to 09.02.2012 by the
Hon’ble IX Addl. District and Sessions Judge, Visakhapatnam. Further investigation is under progress.
2. It is considered that his continuance in office will prejudice the investigation.
3. The Government, after careful consideration of the available material and having due regard to
the circumstances of the case, is satisfied that the criminal charge under investigation was connected
with his official position as a Government Servant and involves moral turpitude and therefore
Government considers it necessary to place Sri A. Hanumantha Rao, Assistant Commissioner of
Prohibition & Excise, I.M.L. Depot, Tenali, Guntur District under suspension.
4. Now therefore, in exercise of the powers conferred by sub-rule (2) of rule 8 of Andhra Pradesh
Civil Services (Classification, Control and Appeal) Rules, 1991, the Government of Andhra Pradesh,
hereby place the said Sri A. Hanumantha Rao, Assistant Commissioner of Prohibition & Excise, I.M.L.
Depot, Tenali, Guntur District under suspension with effect from 28.01.2012 i.e., the date of his arrest
and he shall continue to be under suspension until the conclusion of the disciplinary
proceedings/termination of all proceedings relating to the criminal charge(s).
5. It is further ordered that during the period this order remains in force the headquarters of Sri
A. Hanumantha Rao, Assistant Commissioner of Prohibition & Excise, I.M.L. Depot, Tenali, Guntur
District shall be Tenali of Guntur District and the said Sri A. Hanumantha Rao, Assistant Commissioner
of Prohibition & Excise, I.M.L. Depot, Tenali shall not leave the headquarters without obtaining the
prior permission of the undersigned.
6. During the period of suspension he shall be eligible for payment of subsistence allowance as
per rules in force.
