Minutes of the 8th Meeting of the Cabinet Sub-Committee held on 27.02.2012. **** ORDER: In the ref. 1st and 2nd read above, a Cabinet Sub-Committee was constituted to examine the problems relating to the Short Term Cooperative Credit Structure ( S.T.C.S) to facilitate the completion of agenda under the Prof. Vaidyanathan Revival Package as per the Memorandum of Understanding entered with the Govt. of India and National Bank for Agriculture and Rural Development (NABARD). 2. In the 8th Meeting of the Cabinet Sub-Committee held on 27.02.2012, it was decided to constitute a Sub-Committee with the following members to examine and submit a comprehensive report on the future of 360 ineligible Primary Agricultural Cooperative Credit Societies in the State: 1. Commissioner for Coopn. & Registrar of Cooperative Societies, Hyd. -- Chairman. 2. Additional Registrar/ Credit -- Member/Convener. 3. Additional Registrar/ Chief Auditor -- Member. 4. Representative of Finance Dept. -- Member. 5. Sri J.Narayana, G.M. APCOB. Hyd. -- Member. 6. Sri G.Srinivasa Rao, J.R/M.D. A.P.S.C. -- Union. Ltd.Hyd. -- Member. 7. Sri M.A.Sastry, AGM,NABARD. APRO.Hyd. -- Member. 8. Sri M. Suryanarayana, Member, Expert Committee on Coop.Banks. -- Member. 3. Accordingly a Sub-Committee is hereby constituted with the above members and the following Terms of reference of this Sub-Committee so constituted are:: (1) To examine the future of the 360 ineligible Primary Agricultural Cooperative Credit Societies in the State and submit a concrete proposal for the continuation/ closure of these societies, and see that atleast one society should be retained in each Mandal. (2) In case of the retained societies, the Sub-Committee should suggest specifically the ratio of the assistance that has to be borne amongst the State Government, the A.P. State Coop. Bank Ltd. and the Dist. Coop. Central Banks concerned. Pto-2 (3) During the course of examination of 360 ineligible PACS, the balance sheet of the concerned District Cooperative Central Banks should be verified by the Expert whether the financial position of the District Cooperative Central Bank permits to bear its share towards assistance for continuation of ineligible societies working under jurisdiction of that Dist. Coop. Central Bank. and also possibilities of assistance of the I.T.D.A. or Girijan Coop. Corporation where they are located in Tribal Areas. (4) The Sub-Committee shall submit its report to the Cabinet Sub- Committee within a fortnight. 4. The Commissioner for Cooperation & Registrar of Cooperative Societies, A.P.
