Lokayukta has informed that the Hon’ble Upa-Lokayukta in its order dt.13-06-2008 has directed the Principal Secretary to Government, Health, Medical & Family Welfare Department to undertake an independent enquiry into the allegations contained in the complaint and furnish report to the Institution. The Government after examination of the preliminary enquiry report of the District Medical & Health Officer, Khammam have framed the Article of Charges against Sri V.Premkumar Reddy, Senior Assistant, Multipurpose Health Centre, Kusumanchi, Khammam District vide reference 3rd read above. Since, no explanation has received from the Charged Officer, the Government have appointed the Additional Director (Administration), Office of the Director of Public Health & Family Welfare as Inquiry Officer to conduct exparte in to the charges framed against him vide reference 4th read above. 2. The Enquiry Officer has submitted his report vide reference 5th read above. The Government after examination of the Enquiry Officer report have decided and directed the Director of Public Health & Family Welfare to depute a Special Audit Team to conduct audit on the Accounts of Primary Health Centre, Kusumanchi, Khammam District and also directed to Director of Public Health & Family Welfare to shift the above individual from the Primary Health Centre, Kusumanchi. The Director of Public Health & Family Welfare has furnished the Special Audit Report as conducted by the Chief Accounts Officer, Office of the Director of Public Health & Family Welfare vide reference 7th read above. The Government after examination of the matter have directed the Director of Public Health & Family Welfare that Sri V.Premkumar Reddy, Senior Assistant be placed under suspension pending enquiry vide reference 8th read above and accordingly, placed Sri V.Premkumar Reddy, Senior Assistant, under suspension vide reference 9th read above and also appointed the Regional Director of Medical & Health Services, Warangal to conduct the enquiry vide reference 10th read above. (P.T.O):: 2 :: 3. The Director of Public Health & Family Welfare has furnished the Enquiry report of Regional Director of Medical & Health Services, Warangal vide reference 11th read above. The Government after careful examination of the Enquiry Report of Enquiry Officer & Regional Director of Medical & Health Services, Warangal and available material have decided to revoke the suspension of Sri V.Premkumar Reddy, Senior Assistant, accordingly directed the Director of Public Health & Family Welfare vide reference 12th read above, and also decided to impose a penalty of withholding of one annual grade increment without cumulative effect on Sri V.Premkumar Reddy, Senior Assistant, under clause (iv) of rule 9 of the Andhra Pradesh Civil Service (Classification Control & Appeal) Rules, 1991. 4. Now, therefore in exercise of the powers conferred under clause (iv) of rule 9 of the Andhra Pradesh Civil Service (Classification Control & Appeal) Rules, 1991, Government hereby impose the penalty of withholding of one annual grade increment without cumulative effect on Sri V.Premkumar Reddy, Senior Assistant, Multipurpose Health Centre, Kusumanchi, Khammam District. 5.
