WP No.19534/2011 filed by Sri B.Venkateswara Redddy, NR Peta, Kurnool. 3. From the Government Pleader for Revenue (G) (A&R) Lr.WP No.19534/ 2011/AGR/Revenue (G)(A&R), dated:13.02.2011. *** O R D E R:- In the reference 1st read above, the D.G. & E.O., Principal Secretary to Government, G.A. (V&E) Department has reported that on receipt of information that irregularities have been committed by Revenue Authorities in assigning house sites to working Journalits in Sy.No.709/1 of Kallur within Kurnool Municipal Corporation, the Vigilance & Enforcement Department has taken up enquiry and made the findings, among others, recommended to address the CCLA to :- (a) to cause enquiry by CCLA or someone else in view of the statement of MRO, Kurnool against the then District Collector, Kurnool for allotting valuable Municipal land to Journalists, who had earlier taken similar benefit from the Government. (b) To address all the District Collectors to check whether such multiple Government land allotments have been made to Journalists or their spouses in their Districts and if so, to take corrective action. He has also recommended to direct the District Collector, Kurnool to a) Take action as per the abstract recommendations. b) To cancel the house site pattas in Sy.No.709/1A of Kallur and the land to an extent of Ac.1.42 may be restored to Kurnool Municipal Corporation to lay 100 Ft wide road as per Master Plan. The Vigilance Report No.144, dt.16.12.2010 said to have been sent to Government in Revenue Department was earlier not received. Hence, the Department could not take any action on the recommendations made in the Vigilance Report. In the reference 2nd read above, Sri B.Venkateswara Reddy, NR Peta, Kurnool filed WP No.19534/2011 before the Hon’ble High Court questioning the in action on the part of the Government in not passing any orders on his representation dt.29.1.2011, wherein it has been requested for initiation of action in pursuance of the Vigilance Report No.144 dt.16.12.2010. (P.T.O):: 2 :: In the reference 3rd read above, the Government Pleader for Revenue (G) (A&R) has informed that the WP No.19534/2011 has come up for hearing before the Hon’ble Chief Justice on 13.02.2012 and after noticing that the counter affidavit is not filed. The Hon’ble High Court expressed displeasure for not filing the counter and granted ten days time for filing of the counter and also imposed cost of Rs.5,000/- to be paid to the Legal Services Authority, Andhra Pradesh, Hyderabad within one week. Government after careful examination of the entire matter have decided to sanction for an amount of Rs.5,000/- (Rupees five thousand only) towards cost imposed by the Ho’ble High Court of Andhra Pradesh in W.P.No.19534/2011 for not filing of the counter affidavit. Accordingly and due to paucity of time the Section Officer, Vigilance-II Section (i.e. Ramesh Chandra Sahu) has taken a D.D. of Rs.5000/- (Rupees Five Thousand only) bearing No.221580, dt.16.02.2012 issued by S.B.H., A.P.Secretariat Branch, Hyderabad from his personal cash and handover the same to Legal Services Authority, Hyderabad on 16.02.2012. The Revenue (OP.II) Department are requested to draw the above said sanctioned amount and release in favour of Sri Ramesh Chandra Sahu, Section Officer, Vigilance-II Section from the following Head of Account i.e. “2052-Secretariat General Services–090-Secretariat-09-Revenue Department -280-Professional Services-281-Pleader Fee–284-Other payments and shall be met from the available budget provision in Budget Estimates 2011-2012. This order does not require the concurrence of Finance Department.
