O R D E R:
In the reference 1st read above, Article of Charges were framed against
Sri P. Nageswara Rao, former Assistant Commissioner of Prohibition & Excise
(Enforcement), Nizamabad and present Deputy Commissioner of Prohibition & Excise,
Nellore alleging that he has failed to obtain prior permission from the competent authority
regarding acquisition / disposal of immovable properties and failed to inform about receipt
of NRI gifts to the competent authorities and violated APCS (Conduct) Rules, 1964.
2) In the reference 2nd read above, the Charged Officer has submitted his written
statement of defence on the charges framed against him.
3) In the reference 3rd read above, Dr. Subhrendu Bhattacharya, IAS., Member,
Commissioner of Inquiries was appointed as Inquiring Authority to conduct inquiry into the
Charges framed against the Charged Officer.
4) In the reference 4th read above, the General Administration (COI-R) Department
have informed that the Inquiring Authority Dr. Subhrendu Bhattacharya, IAS., Member,
Commissioner of Inquiries has retired from service on 31.12.2011 on attaining the age of
superannuation and requested the Government to re-assign the case to Sri Jitender, IPS.,
Commissioner to conduct enquiry in the matter.
5) Government, after examination of the matter in terms of rule 20 of the Andhra
Pradesh Civil Services (Classification, Control and Appeal) Rules, 1991, hereby appoint
Sri Jitender, IPS, Member, Commissioner of Inquiries, General Administration (COI)
Department to inquire into the charges framed against Sri P. Nageswara Rao, Deputy
Commissioner of Prohibition & Excise, Nellore.
6) The Inquiring Authority shall complete the inquiry and submit his report (in
duplicate) together with his findings after completion of enquiry to this Department for
taking further action thereon.
