Chief Public Analyst, State Food Laboratory, Nacharam, Hyd, Lr.No.1362/SFL/2011 Dated 18-7-2011. ***** ORDER: In the letter 2nd read above the Director, Institute of Preventive Medicine, Public Health Labs & Food(Health) Administration, A.P., Hyderabad has informed that the Chief Public Analyst post is vacant since 1-5-2008. The post of Chief Public analyst is Head of the State Food Laboratory and the duties of the Chief Public Analyst involves statutory provision regarding the reporting of adulterated samples. The Food Laboratory is statutory Lab for testing Food samples and also the lab under process for NABL accreditation which is mandatory in Food safety Act 2006. Smt. K.Sailaja Devi, Deputy Chief Public Analyst is the eligible candidate and having all requisite qualifications i.e., M.Sc. as per the Special Rules issued to this department, except minimum service of 3 years, and requested the Government to place before the DPC for filling up the post of Chief Public Analyst which is essential for the Food Lab, Nacharam. 2. In the letter 3rd read above Smt. K. Shailaja Devi, Deputy Chief Public Analyst has requested the Government to promote her as Chief Public Analyst. 3. As per the rules “No person shall be eligible for appointment by transfer or promotion unless he is an approved probationer and has put in not less than three years of service in the category from which promotion or appointment by transfer is made”. 4. In the instant case the individual has completed two years of service in the feeder category post i.e. Deputy Chief Public Analyst for the promotion to the post of Chief Public Analyst, therefore the Director, Institute of Preventive Medicine has recomonded for relaxation of minimum service of 3 years for considering promotion to the post of Chief Public Analyst stating that the post of Chief Public analyst is Head of the State Food Laboratory and the duties of the Chief Public Analyst involves statutory provision regarding the reporting of adulterated samples. Government after careful examination of the matter hereby relax the column 7 of the rules issued in the G.O.Ms.1st read above i.e., minimum service of three years for promotion to the post of Chief Public Analyst in respect of Smt. K. Shailaja Devi, Deputy Chief Public Analyst in the Institute of Preventive Medicine and Public Health Labs & Food (Health) Administration, Hyderabad. 6. The Director, Institute of Preventive Medicine and Public Health Labs & Food (Health) Administration, Hyderabad shall take necessary action accordingly.
